摘要
三峡消落区的治理有行政手段、经济手段、工程手段,但法律手段也是不可或缺的。首先,应在法律上理顺三峡消落区的管理体制,建立综合性的管理机构,建立专门的环境司法机构;其次,应建立消落区生态监测制度,开发利用管理制度,防洪库容管理制度等;再次,要构建消落区开发利用的风险管理制度。
The methods of the management of Water_Level_Fluntuating Zone of the Three_Gorge Reservior are: administrate method,economical method,engineer method,and legal method can t be ignored.Firstly,the administrate system should be established:building a synthetically administrative organization and special environmental judicial department;Secondly,forming the systems of ecological survey,management of development,and the management of storage capacity etc;Finally,the risk management system must be formed.
