摘要
行政公开问题是当前社会各界关注的一个焦点 ,对其所涵摄的民主、宪政等价值理念学者们已多有揭示和探讨。本文旨在以信息不对称的成因为分析中心 ,尝试对行政公开制度的功能、作用和意义作出新的阐释 ,认为行政公开制度是矫正行政主体与相对人之间信息不对称的一个重要手段。
Freedom of information is one of important issues which scholars are interested on. The issue has been discussed deeply from its democratic and constitutional values. In analysis of the cause of administrative information asymmetry, the function of freedom of information can be interpreted in a new aspect, and its value will be acknowledged deeply.
