摘要
法制现代化是中国当前最重大的社会主题,它是一个历史的、发展的过程。公安法治建设必然对国家法制现代化进程产生重大的影响。故有必要对其作为一个独立的子系统从法治观念、制度框架、组织结构、警察素质多个方面加以研究,构造出它的正常功能状态,并以此提出具体的举措,指导公安工作的改革实践。
Legal modernization is one of the most important social topics in China. It's a historic and developing process. Rule of law in public security organs will necessarily have a major influence on the process of legal modernization drive in our country. So, it's necessary to take it as a stand-alone system and study it from the concept of rule of law, institutional frame, organizational structure, qualities of policemen and so on. Based on such a study,we design the situation of its normal function and supply some concrete measures, which would give a guidance to the practice of public security work.
