Fuzzy Comprehensive Evaluation Method Application in Science and Technology Project Outcome Evaluation

摘要 通过分析目前科技成果奖励评审过程中采用方法的不足之处,提出了基于模糊数学的综合评价法,根据模糊隶属度理论把定性评价转化为定量评价,解决原有方法中定性与定量不能很好结合的问题。通过计算机程序实现,使评审工作更加精确,达到既排除人为因素的干扰,又保证其易于操作的目标。 Through analyzing several now frequently utilized methods in science and technology project evaluation, pointing out shortcomings, this paper puts forward a comprehensive evaluation method, which is based on fuzzy mathematics theory, to transfer the qualitative evaluation to the quantitative one. This method solves the problem of combination between qualitative and quantitative evaluation existing in the original method. At the same time we implement this method through computer programming, making the evaluating process more accurate, and easy to operate with less man-made factors.
