摘要
西藏是我国自然灾害多发地区,经常发生地震、雪灾、冰雹和水灾。对自然灾害的应对是政府的重要职能。本文试图通过近代西藏地方政府的灾害应对策略,反映西藏地方政府运作机制、对待自然灾害的态度以及减灾手段。
Tibet area, for its typical geographic situation, has been frequently encountered with many natural disasters in history. The counter strategies of the government against natural disasters not only reflect the operation mechanism of the government, but also the situation of the social development. The paper tries to indicate that Tibet government has a very effective processing system for natural disasters, through analysis on the official documents of the government in natural disasters.
