对口支援是在中国特色的政治生态中萌生、发展和不断完善的一种政策制度,作为一种演化中的半制度化政策,其现有制度的具体形式、运行基础、显著特征、优越性和存在的问题需要加以梳理和论述,以促进其更好地完善和发挥作用。
The Coordinated Assistance is a policy system that is born,develops and improves in the political ecology of the Chinese characteristics.As an semi-institutionalized policy in evolution,its specific form,function basis,salient features,superiorities and the problems need to be sorted and discussed in order to give it a full play to further improvement.
