The 'testing' distance and open education model of RTVU plays an active role together with some problems. The problems focus on whether RTVU distance and open education featured in 'loose entrance and strict graduation' can suit the development of economy and society. Based on the research in basic-level RTVUs, the author probes to set up ISO9000 RTVU teaching quality guarantee system.
