摘要
党的十六大报告指出:“理顺分配关系,事关广大群众的切身利益和积极性的发挥。”改革开放以来,我国社会面貌发生了深刻的变化,人民生活水平大幅度提高。与此同时,城乡之间、地区之间、行业之间以及不同社会成员之间的收入盖距日益扩大,有的盖距甚至比较突出。理顺分配关系、调节收入差距日益成为涉及到社会的安定和我国共同富裕目标的实现的重大问题。而此中,对高收入群体的调控显得尤为重要与紧迫。
