摘要
河口至老街跨国铁路连接了蒙河准轨铁路和规划老街-河内-海防准轨铁路,是越南“两廊一圈”和中国“一带一路”建设的重要组成内容,是中国-东盟自由贸易区合作框架下区域合作的具体举措.现状中国河口和越南老街办理通关的车站设备陈旧,作业效率低下,区间运输径路复杂,折角运输较多,列车运行速度缓慢,运输能力严重不足.受铁路通过能力限制,中越两国河口-老街跨国铁路关口货运量大幅缩减,两国的货物往来更多转向公路口岸——金城关口.因此,改善河口-老街跨国铁路的运输能力是中越两国对两国之间国际贸易的迫切需求.本文结合既有现状条件和有关部门意见,深入分析了河口至老街跨国铁路线路走向方案,为项目推进提供参考.
Hekou-Laocai Railway connects Mengzi-Hekou standard-gage railway and Laocai-Hanoi-Haiphong standard-gage railway.It occupies an important part of Vietnam's“two corridors and one ring”and China's“the Belt and Road”initiative.It is a specific measure for regional cooperation under the outline of China-ASEAN cooperation.At present,the station facilties for customs are obsolete,inefficient,the transportation route is complex,the angular transportation is overabundant,and the train speed is slow.Due to the limited capacity of the railway,the volume of freight transportation at Hekou-Laocai Railway crossing between China and Vietnam has been greatly reduced.Improving the transport capacity of the railway liaison line between Hekou and Laocai is urgent for both China and Vietnam.Based on the existing conditions and the opinions of relevant departments,the author analyzed the alignment scheme of the cross-border railway line from Hekou to Laocai,providing references for the project operation.
