摘要
[目的/意义]构建一个基于数据管理能力成熟度评估模型(DCMM)的医疗数据治理评估框架,以适应数据驱动与智能化发展需求,提升医疗数据治理水平,发掘医疗数据智能应用的潜力.[方法/过程]概述了国际数据管理评估体系,例如国际数据管理协会、数据管理能力成熟度模型和索雷斯大数据治理框架.介绍了DCMM的结构和应用范围,包括定义、用途、内容范围、能力划分和评估等级.以某医院为实例,深入剖析了数据治理现状,并采用DCMM对数据治理成熟度进行了全面的评估,通过分项定级、雷达图分析和差距识别,揭示了现存治理体系的短板.[结果/结论]DCMM作为评估工具,能够有效地识别医院数据治理能力的不足.同时,建设医院数据中台对数据治理成熟度的提高起到了显著的推动作用,并为医疗数据治理提供了实用的评估方法和改进方向.
[Purpose/Significance]This study aims to establish a medical data governance evaluation framework based on the Data Management Maturity Model(DCMM),adapting to the current data-driven and intelligent development needs,improving medical data governance,and unlocking the vast potential of intelligent medical data applications.[Method/Process]The paper first outlines international data management evaluation frameworks such as DAMA,DMM,and the Sores Data Governance Framework.Subsequently,it details the structure and application scope of the DCMM,including its definition,purpose,content scope,capability delineation,and assessment levels.Using Hospital A as a case study,the paper delves into its current data governance situation and employs DCMM for a comprehensive evaluation of its data governance maturity.Through itemized grading,radar chart analysis,and gap identification,the study uncovers the shortcomings of the existing governance system.[Results/Conclusion]The research indicates that DCMM,as an assessment tool,effectively identifies deficiencies in hospital data governance capabilities.Simultaneously,the establishment of a hospital data center platform significantly contributes to enhancing data governance maturity.This study provides practical evaluation methods and improvement directions for medical data governance.
