摘要
针对终端区空域资源紧张与进港大流量之间的矛盾造成的终端区管制负荷增加问题,本文提出一种在区管和终端区之间进行进港航班延误分配的策略。通过数据协作的方式,将进港航班延误分解为区管吸纳部分和终端区吸纳部分,提前对各个方向进港延误进行平滑处理,解决进港大流量方向因空域资源不足造成的管制压力陡然增大问题。
Contradiction between limited terminal airspace resources and increasing air traffic flow raises workload of terminal air traffic controller.A strategy for the allocation delays of arrival flights between area and terminal is proposed.This strategy mainly based on a data exchange framework,where area and terminal collaborate to absorb partial delays each,makes a smooth approach of delayed flights.To solve the problem of increasing terminal workload caused by insufficient airspace resources in the direction of large flow into the port.
