摘要
黄河流域的生态保护和高质量发展都是系统工程,涉及上下游、左右岸和不同行政区域、不同部门,需要协同治理与协同发展。黄河流域协同发展既包含资源—经济—环境的均衡协调,要求技术—文化—人文的同步提高,也需要政府—市场机制—社会主体的共同参与。本文通过对网络文本的质性分析可以看出,黄河流域协同治理过程中存在系统性要求与现实性分散的困境。双循环新发展格局下,黄河流域协同治理要抓住战略机遇期,依据立足于内循环、提升外循环、内外循环相互促进的逻辑,建立黄河流域命运共同体,采用多元整体治理方式,发挥大数据和市场机制的作用,最终将黄河流域生态保护和高质量发展战略贯彻、落实到位。
The ecological protection and high-quality development of the Yellow River Basin are systematic,involving upstream and downstream,left and right banks,and different administrative regions and departments.The synergetic development of the Yellow River Basin includes the balance and coordination of resources-economy-environment,requires the simultaneous improvement of technology-culture-humanities,and needs the participation of government-market-society.The article points out the dilemma of systemic requirement and decentralized reality in the process of cooperative governance of the Yellow River Basin through the qualitative analysis of the network texts.In the period of new development opportunities of dual-cycle,the cooperative governance of the Yellow River Basin should be based on the logic of taking domestic circulation as the core,developing international circulation and promoting the mutual influence of dual-cycle.At the same time,the Yellow River Basin should establish a community of common destiny,adopt multiple governance,and play the role of big data and market mechanism in order to implement ecological protection and high-quality development strategy.
