高校编制外职工权益维护的实践途径及机制建设研究

摘要 随着国家一系列人事制度改革的推进,高校在事业单位编制的约束下,越来越多地选择编制外用工。但因为种种原因,编制外用工管理日益成为高校人事管理工作中的突出问题之一。本文通过分析高校编制外用工现状,总结编制外职工权益维护的基本内容,探索编制外职工多元的利益表达机制建设和权益维护路径建设,为进一步完善高校编制外人员管理和学校综合人事制度改革提供可行性建议。 With the advance of a series of national personnel system reform,colleges and universities in the institution of the establishment of the constraints,more and more choose to recruit.However,because of various reasons,the establishment of external employment management has increasingly become one of the prominent problems in the personnel management of colleges and universities.This paper,by analyzing the status quo of the establishment of external employment in colleges and universities,summarizes the basic contents of the protection of the rights and interests of employees outside the establishment,explores the construction of multiple interest expression mechanism and the path of rights and interests protection for employees outside the establishment,and provides feasible Suggestions for further improving the management of employees outside the establishment in colleges and universities and the reform of the school's comprehensive personnel system.
