摘要
为促进军民融合装备维修保障能力生成,提高装备维修保障能力水平,通过选取信息链、器材供应链、人才链、技术链和管理链等5个链条,作为军民融合装备维修保障能力生成的着力点,构成军民融合装备维修保障能力体系。提出构建军地联通、开放共享的信息链,军地一体、集约高效的器材供应链,优势互补、转移顺畅的技术链,人尽其才、才尽其用的人才链,功能健全、运行高效的管理链等各链条的建设方向、思路和方法。
In order to promote the generation of civil-military integrated equipment maintenance and support capability and improve the level of equipment maintenance and support capability, this paper firstly selects five chains as the focus of the generation of civil-military integrated equipment maintenance and support capability, including information chain, equipment supply chain, talent chain management chain, and technology chain, which forms civil-military integrated equipment maintenance and support capability system. Then, it proposes direction, ideas and methods of constructing information chains that connects the military and local areas and open to sharing, technology chains with complementary advantages and smooth transfer, talent chains of making the best use of talents, and functional and efficient management chains.
