摘要
国务院批复建立的自贸区中有6个位于中西部地区,旨在推进"一带一路"建设和西部大开发、中部崛起等国家发展战略的贯彻实施。中西部地处内陆腹地,存在着经济总量不高、经济产业外向度较低、产业聚集能力不强以及国际贸易基础薄弱等发展瓶颈。跨境电商作为新型跨境数字贸易模式,能够有效地实现快速响应市场,整合区域资源,促进科技创新在产业聚集内的溢出与传播,提升产业聚集企业协作水平与竞争强度。因此,应完善跨境电商生态系统,增强内陆自贸区开放发展新动能;促进产业聚集与跨境电商良性联动发展,培育内陆自贸区可持续发展能力;建立健全产业聚集支撑体系,助推内陆自贸区产业聚集发展;构建产业聚集供应链协同管理体系,增强内陆自贸区的核心竞争力;构筑品牌可持续发展的执行力体系,实现内陆自贸区产业聚集整体升级。
The third batch of seven free trade zones established by the Chinese government are mainly inland in the central and Western regions.Its purpose is to promote the implementation of the national strategy of"one belt and one road",the development of the western region and the rise of the central region.The midwest is located in the hinterland.There are some bottleneck of development,such as low total economic output,low export-oriented economic industry,weak industrial agglomeration capacity and weak international trade foundation.Cross border e-commerce is a new model of cross-border digital trade.It can effectively respond to the market and integrate regional resources.It promotes the spillover and dissemination of knowledge in industrial agglomeration,and improves the level of cooperation and competitiveness of industrial agglomeration enterprises.Therefore,cross-border e-commerce ecosystem should be established to enhance the new momentum of open development of inland free trade zones;promote the benign linkage between industrial agglomeration and cross-border e-commerce,and cultivate the sustainable development capacity of inland free trade zones;building the supporting system of industrial agglomeration to promote the development of industrial agglomeration in inland free trade zones;Constructing the synergistic management system of industrial cluster supply chain to enhance the core competitiveness of inland free trade zone;constructing the execution system of brand sustainable development and realizing the overall upgrading of industrial agglomeration in inland free trade zone.
