摘要
针对化工企业安全事故频发的现状,为促进化工企业可持续发展,在安全信息-安全行为系统安全模型的基础上重构了化工安全管理体系。从安全行为主体的安全特性和化工企业安全信息的传播过程两个基本空间建立化工企业安全管理模型,阐述了化工安全信息对主体安全行为的影响,提出了"5-14"化工安全管理体系并对其进行解释,体系包括5种行为活动、14个一级要素和46个二级要素。最后对化工企业安全信息缺失的形成机理进行深入分析,从化工企业安全行为主体与化工系统本身存在的主、客观因素对其进行剖析解释。该体系的建立可为化工企业提出针对性的改进措施提供依据,使化工组织优化和事故预测超前化,从而促进化工企业安全管理的信息化、整体化、科学化与现代化。
In view of the current situation of frequent chemical accidents,and in order to promote the sustainable development of chemical industry,the chemical safety management system was constructed based on the safety-related information-safety related behavior system safety model.The safety management model of chemical enterprises is established from two basic spaces:the safety characteristics of the main body of safety behavior and the safety information dissemination process of chemical enterprises,which expounds the influence of chemical safety information on the subject safety behavior.Also five kinds of behavior activities of chemical safety management,14 first-order elements and 46 second-order elements were put forward.Finally,the formation mechanism of safety information deficiency in chemical enterprises was deeply analyzed,and it was found that the fundamental causes were subjective and objective factors existing in chemical enterprise safety behavior and chemical industry system.The corresponding improvement measures can be put forward based on this system.Also,the establishment of this system can contribute to the optimization of chemical industry organization and the advance of accident prediction,thus promoting the informationization,integration,scientization and modernization of safety management in chemical enterprises.
