摘要
在党的十九大报告中明确提出了要建设交通强国,而以公共交通为导向的开发(Transit-Oriented Development,TOD)模式正可赋予城市轨道交通更大功能,促进城市可持续发展。本文从经济发展、环境资源和社会民生3个维度构建了轨道交通为主导的TOD模式可持续发展评价指标体系。为解决评价指标难以量化的问题,引入模糊层次分析法建立轨道交通为主导的TOD模式可持续发展评估模型。最后将建立的评价指标体系和评估模型应用于中国广州某项目,结果表明该项目尚处于基本可持续发展阶段,针对这一评价结果,本文提出了解决轨道交通TOD模式可持续发展的针对性措施,为完善轨道交通TOD模式的发展提供理论依据。
In the report of the nineteen National Congress of the Communist Party of China,it is clearly proposed to build a powerful transportation country,and TOD mode can give more functions to urban rail transit and promote the sustainable development of the city.This paper constructs the TOD model sustainable development evaluation index system from three dimensions of economic development,environmental resources and social livelihood.In order to solve the problem that the evaluation index is difficult to quantify,the fuzzy analytic hierarchy process is introduced to establish the TOD mode sustainable development evaluation model dominated by rail transit.Finally,the established evaluation index system and evaluation model are applied to a project in Guangzhou,China.The results show that the project is still in the basic stage of sustainable development.According to the evaluation results,this paper puts forward the targeted measures to solve the sustainable development of rail transit TOD mode,which provides a theoretical basis for the improvement of the development of rail transit TOD mode.
