摘要
"三孩生育政策"是国家根据社会发展新形势与新环境针对计划生育政策所作的符合国情的调整,新时代青年是计划生育政策的主要执行者,青年坚定地执行计划生育政策有利于保障国家经济安全、政治安全、文化安全和社会安全。新时代青年执行计划生育政策中出现低生育水平持续存在、地区人口数量不均衡和青年生育难不愿生育的问题,这是计划生育队伍能力的应然与实然之间、城乡区域多方面发展不平衡之间和新时代青年生育观念与现实要求之间多重矛盾作用的结果。通过对问题及其背后的原因进行分析,在对生育政策更加全面认识的基础上,从宏观、中观和微观层面提出合理分配资源、优化政策实施和引导青年观念等对策。
"Three-child policy"is the country according to the social development of the new situation and new environment for family planning policy adjustment,with its national conditions of the new era of youth the family planning policy is the main executor of youth firm implementation of family planning policy to safeguard national economic security,political security,cultural security and social security.The new era of youth in the implementation of family planning policy continued low birth level,regional population imbalance and fertility in difficult than fertility problems,it is family planning team ability ought to be between the reality and unbalanced development,urban and rural areas and between the new era of youth fertility concept and the result of multiple contradiction between reality requires action.Based on the analysis of the problems and the reasons behind them,and on the basis of a more comprehensive understanding of the fertility policy,this paper puts forward some countermeasures from macro,medium and micro levels,such as reasonable allocation of resources,optimization of policy implementation and guidance of young people’s ideas.
