摘要
政府治理工具的选择是技术操作问题,更是价值判断问题。在中国国家治理的制度情景下,何种治理工具或治理工具组合能够带来高水平的政府数据治理绩效?将治理工具视角引入政府数据治理绩效研究,采用模糊集定性比较分析方法,基于全国31个省级政府的案例,探讨政府数据治理绩效的生成路径与模式,得出生成高水平政府数据治理绩效的两种模式:政府深度参与模式和企社合作参与模式。与以往研究强调政企合作型治理工具的关键作用不同,在政府未处理好既发挥企业相对优势又避免其挑战政府监管权威的情况下,这一治理工具并不构成影响政府数据治理绩效的关键因素。然而,政府数据治理的深入推进,离不开企业等相关主体的有效参与和高效配合,而合理合法、积极主动的制度化建构应当是维系政企良性互动关系的重要路径。
Selecting the proper ones from the governance tools is not only a question of technical operation,but also that of value judgment.As for the government data governance(GDG)in China,what governance tools or what kind of combination of such tools can bring better performance?With the perspective of governance tools and using the qualitative comparative analysis method of fuzzy set based on the cases of 31 provincial governments in China,this paper discusses the generation paths and two modes of generating high-level GDG performance:one is the mode of governments’deep participation and the other is that of corporate-social cooperation participation.It is the governance tool of"government and enterprise cooperation"that has been emphasized in the previous studies.However,such a tool can hardly be a continuous key factor to affect the performance of GDG as long as the government could neither pay enough attention to the comparative advantages of enterprises,nor avoid their challenges to the regulatory authority.It is safe to say that deeply promoting the GDG performance asks not only the effective participation and efficient cooperation from the relevant subjects such as enterprises,but also the rational,legal and proactive institutionalization which helps to maintain the proper interaction between governments and enterprises.
