中国式现代化进程中的社会政策体系建设离不开传统这一历史与现代之间的联系,在政策目标上继承了历代大同社会的诉求,在再分配方式上延续了传统以工代赈的投资性与宋代以后城市保障性的结合,在治理模式上可以追溯到“义田乡约仓储”制度。美好生活需要目标的提出,高质量发展建设共同富裕社会的实践,以及以党群为核心的社会治理模式的确立,不仅继承和创新了中国社会政策体系的内涵,同时也对国际社会政策理论的发展贡献了中国智慧。
The development of the social policy system in the process of Chinese modernization cannot be separated from tradition,which is the connection between history and modernity.In terms of policy objectives,the social policy system inherits the demands of the great harmony society envisioned in ancient dynasties.In terms of resource redistribution,it continues the combination of traditional investment through work relief,incorporating elements of the urban security established after Song Dynasty.In terms of governance mode,it can be traced back to the traditional system of"charitable farmland,rural agreements,and grain storage".The proposal of striving for a better life,the practice of building society of common prosperity through high-quality development,and the establishment of a social governance model centered on the Party and the masses,not only inherit and develop the connotation of China's social policy system,but also contribute China's wisdom to the international development of social policy theories.
