摘要
随着我国儿童福利院类家庭养育模式的创设和持续发展,类家庭集中供养孤残儿童的权益保护工作呈现高质量发展态势。在为儿童成长提供一站式服务方面,关注驻院社工创新推进“家庭社工、医务社工、康复社工、学校社工”一体联动及优化协同策略。文章通过对M市儿童福利院“养医康教社”一体化服务内容进行分析,认为家庭式养育环境是孤残儿童健康成长和全面发展的基点,在单位主体方、平台执行方、社工协调方等方面都应该一体化协同。其实践路径是:以全社会育人为导向,鼓励社会力量从“参与”到“协同”;以全机构育人为导向,引导儿童福利院从“自建”走向“联建”;以全过程育人为导向,推进驻院社工从“嵌入”到“融合”,以期帮助更多孤残儿童回归家庭、融入社会。
With the establishment and continuous development of the family-like parenting model of children's welfare homes in China,the protection of the rights and interests of orphaned and disabled children in family-like centralized care has shown a highquality development.In providing one-stop services for children's growth,focus is placed on the innovation efforts of resident social workers to promote the integration of"family social workers,medical social workers,rehabilitation social workers,and school social workers",as well as to optimize the synergy strategy.Based on the analysis of the integrated service content of"nursing,medical care,rehabilitation,education and social services"in the children's welfare home of City M,the paper concludes that the family-like parenting environment is crucial for the healthy growth and all-round development of orphaned and disabled children.To achieve integration and coordination,it is recommended to focus on the unit subject,the platform executor and the social worker coordinator.Its implementation path includes:promoting society-wide nurturing by encouraging social forces to transition from"participation"to"collaboration";fostering institution-wide nurturing by guiding the children's welfare homes to shift from"self-construction"to"joint construction";and emphasizing whole-process nurturing by promoting resident social workers to evolve from"embedding"to"integration",ultimately helping more orphaned and disabled children reconnect with their families and integrate into society.
