摘要
基层疾病预防机构在我国公共卫生体系中起着非常关键的作用,对于控制与预防疾病发生具有重要意义。健康教育与促进工作是基层疾病预防机构基本职责之一,积极有效的开展健康教育与健康促进工作有助于改善慢性病的发生率,提高人们生活质量。本研究通过大量查阅和分析2003-09-2019-03公开发表的文献资料,结合各级专业机构下发的工作规范和本机构工作实际,归纳和提炼出实际存在问题。总结为,基层疾控机构由于对健康教育与健康促进工作重视程度不高,导致工作网络不健全;能力建设不够完善;而群众参与度不高和工作人员缺乏工作思路与方法也使工作成效大打折扣。本研究总结了基层疾病预防机构中健康教育工作存在的问题,并提出解决方案,为促进健康教育工作在基层中的高效推广提供理论依据。
The disease prevention institutions at the grass-roots level play a very important role in the public health system of our country,which is of great significance in the controlling and preventing of diseases.Health education and promotion work is one of the basic responsibilities of disease prevention institutions at the grass-roots level.Actively and effectively carrying out health education and health promotion work helps to improve the incidence of chronic diseases and improve people’s quality of life.This study summarizes and refines the actual problems by consulting and analyzing a large number of published literatures between September 2003 and March 2019,combining with the work specifications issued by professional institutions at all levels and the work practice of our institution.Generally speaking,the grass-roots disease control institutions do not attach great importance to health education and health promotion,resulting in the imperfect work network;the imperfect capacity-building;and the low participation of the masses and the lack of working ideas and methods of the staff also make the work effectiveness greatly reduced.This paper summarizes the problems of health education in disease prevention institutions at the grass-roots level,and puts forward solutions,which provides a theoretical basis for promoting health education and health promotion in the grass-roots level.
