摘要
2022年是英国广播公司(BBC)创立一百周年。作为“公共广播”(publicservice broadcasting)的原型,BBC启动了一场跨世纪的传媒制度实验,成就了一个规模可观、享有全球影响力的公共媒体,但争议不断。“特许状”与“执照费”成为公共广播服务的制度支撑。本文以BBC百年为案例,试图清晰勾勒出媒体、政府、资本与公众互动制衡的复杂关系,剖析公共广播内生的优势与局限,解读媒体“公共性”的建构与困境。百年之际,BBC正陷入历史低谷,这迫使我们对其“公共”观念予以反思。
2022 marks the centenary of the founding of the BBC.As the origin of the Public Service Broadcasting,the world’s oldest and the most influential broadcaster,BBC started an experiment on how media could be conceived and governed as a public institution:the Royal Charter defines the constitutional basis for its editorial independence and the TV License offers a monopolistic tax funding solution.The centenary provides the ideal opportunity for reflection on the dynamic interplay among media,government and the public,and its structural constraints,while it’s future lies in some serious doubt.
