摘要
21世纪以来医疗信息技术突飞猛进,健康医疗大数据成为了世界各国重要的基础性战略资源。日本对健康医疗大数据的探索起步较早,自21世纪初陆续出台了相关发展战略、法律法规,旨在探讨如何利用健康医疗大数据推动健康长寿社会的形成。通过文献研究和政策分析,对日本"医疗大数据法"出台背景进行了梳理,对匿名处理医疗信息流程、政府认证匿名医疗信息处理从业制度、知情选择退出等制度措施进行介绍,并就我国健康医疗大数据法律制定、共享模式、队伍建设提出建议,为政策决策提供参考。
Since the 21 st century,medical information technology has been advancing rapidly.The big data of health care has become an important basic strategic resource in all countries.Japan started to explore the big data of health care earlier and has issued relevant development strategies,laws and regulations since the beginning of the 21 st century,aiming to explore how to use the big data of health care to promote the formation of a healthy and long-lived society.Through literature research and policy analysis,the paper combs the background of the"medical big data law"in Japan and introduces the anonymous processing medical information process,the government certification anonymous medical information processing system,informed choice exit,and other institutional measures.Finally,the paper puts forward suggestions on the legal formulation,sharing mode,and team construction of big data of health care in China,which provides a reference for policy decision-making.
