摘要
张家口市属于严重缺水地区,近年来受气候变化以及水资源不合理开发利用等多重因素叠加影响,水资源量持续减少,地下水超采、地表水和地下水污染等水资源问题仍然存在。"首都两区"建设应充分考虑张家口市水资源空间分布的差异性,把水资源作为前置刚性约束条件,统筹好张家口市自身发展用水和"首都两区"用水问题。在水资源相对丰富且能直接对首都供水的坝下地区以水源涵养区建设为主;在水资源匮乏、自然环境脆弱、不能直接向首都供水的坝上地区以生态支撑区建设为主。坝上首都生态支撑区建设中人工植被的选择与配置要充分考虑地区水资源条件,人工植被恢复时应慎重选择乔木和灌木,优先选择草本植物。
Based on the previous work and the author’s field work in recent years,this paper straightens out the water resources endowment,current situation of water resources utilization and existing problems in Zhangjiakou,to provide policy recommendations for the scientific deployment of Zhangjiakou’s"Areas of the Capital".The results show that Zhangjiakou is a region of severe water shortage,the amount of water resources has been decreasing,and groundwater overexploitation,surface water and groundwater pollution still exist.The construction of"Two Areas of the Capital"should take full account of the differences in the spatial distribution of water resources in Zhangjiakou.The Baxia regions which is relatively rich in water resources and can supply water directly to the capital should be built mainly as"water conservation area",while the Bashang regions which is short of water resources,fragile natural environment and can’t supply water directly to the capital should be built mainly as"ecological environment support area".Taking water resources as a pre-rigid constraint,Zhangjiakou’s water use for its own development and that of the"Two Areas of the Capital"should be coordinated.During the construction of Bashang capital ecological support area,the selection and disposition of artificial vegetation should take into full consideration the water resources conditions of the area,and the trees and shrubs should be carefully selected and the herbaceous plant should be the first choice.
