摘要
随着信息技术突飞猛进,传播格局发生了深刻复杂变化,突发敏感事件线上线下呼应互动,各种信息快速传播迅速发酵,网络舆情呈现出不确定性大、威胁程度高的态势,应急处置时间不断压缩、难度不断增加。在突发敏感事件中,领导干部能够及时主动、准确有度发布权威信息,既是事件走向的"掌风舵",也是事件稳定的"压舱石"。现阶段存在有的领导干部不快说、不愿说、不敢说、不会说等方面问题。鉴于此,有关部门应加强顶层设计,确立谁指挥谁发布、谁处置谁发布的原则,具体信息明确发布主体、发布时限、发布方式、失责追究等。同时,领导干部也应提高媒介素养、提升引导能力,共同打造党委政府良好形象,切实提高国家软实力。
With the rapid development of information technology,profound and complex changes have taken place in the communication pattern.With the online and offline interaction of sensitive emergencies,and the rapid spread of various kinds of information,the network public opinion presents a trend of great uncertainty and high degree of threat,the response time is constantly compressed,and the difficulty is increasing.The timely and actively release of authoritative information of sensitive emergencies with accuracy by leading cadres,is not only the"steering wheel"of the trend of the event,but also the"ballast stone"of the stability of the event.At the present stage,there are some leading cadres who are not quick to say,unwilling to say,afraid to say,unable to say and so on.Therefore,the relevant departments should strengthen the top-level design,establish the principle of“he/she who commands must release,he/she who responds must release,”and specifically clarify the main actor of the release,the release time limit,the release method,and the accountability.At the same time,leading cadres should also improve their media literacy and guidance ability,jointly build a good image of the Party and government,and effectively improve the country’s soft power.
