摘要
数字时代,数字技术已成为公众不可或缺的一部分,并深刻影响着公众的日常生活。随着数字技术的快速发展,舆情信息生成实现了从人为主体到智能生成的演化;舆情传播方式实现了从众声喧哗到算法介入的转变;舆情危机爆发实现了从循序渐进到时空无序的演变。在数字技术嵌入网络舆情生态中,舆情表达非理性化风险、舆情样态圈层化风险以及舆情失控风险接踵而至。为统筹做好网络舆情应急管理工作,应扎实推进社会情感调控,培养公众理性思维;建立舆情应急联动机制,加强网络舆情引导;扩展网络舆情治理视野,融通多层壁垒,着手构建网络舆情治理方案,为网络舆情治理实践提供治理进路。
In the digital era,digital technology has become an indispensable part of the public and has profoundly influenced the public's daily life.With the rapid development of digital technology,the generation of public opinion information has realized the evolution from human subjects to intelligent generation;the mode of public opinion dissemination has realized the transformation from crowd noise to algorithmic intervention;and the outbreak of public opinion crisis has realized the evolution from gradual and orderly to spatio-temporal disorder.In the digital technology embedded in the online public opinion ecosystem,the risks of irrationalization of public opinion expression,circling of public opinion patterns,and loss of control of public opinion come one after another.In order to do a good job in the emergency management of online public opinion,it is necessary to promote the regulation of social emotion and cultivate the rational thinking of the public;and establish the emergency response mechanism and strengthen the guidance of online public opinion;and expand the vision of online public opinion governance,and integrate the multi-layered barriers,and start constructing the program of online public opinion governance,so as to provide a way forward for the practice of online public opinion governance.
