The paper proposes the following research questions:How do different types of digital poverty phenomena overlap on social individuals?For what sort of digital poor people do social networks work as fuel in the snowy w...The paper proposes the following research questions:How do different types of digital poverty phenomena overlap on social individuals?For what sort of digital poor people do social networks work as fuel in the snowy weather?And for what sort do social networks work as icing on the cake?In the paper,the author digs deeply into the case data from 117 digital poor people and 47 non-digital poor people in rural field research in six provinces and municipalities in China,objectively assesses their key features of digital poverty,and exactly describes their degrees and types of digital poverty.It is also the goal of the paper to find out the relationship between different types of social networks,especially strong ties and weak ties,and digital help-seeking behaviors of individuals of different digital poverty types overlapped.The study argues that social networks have no significant effect on reducing poverty degree of the digital extremely poor.The more an individual’s types of digital poverty overlap,the less effective support he/she gets from social networks.The less types of digital poverty overlap,the more likely he/she is to get effective support from social networks.Strong ties have a significant impact on reduction of poverty for the psychologically vulnerable,the digital illiterate,the digitally idle,the socially lonely and vain seekers.Weak ties play a significant role only for the socially lonely.展开更多

The process of building central and branch libraries since the year 2000 accelerates the equalization of public library services. This process can be divided into three stages. In the first stage(2000-2006), attempts ...The process of building central and branch libraries since the year 2000 accelerates the equalization of public library services. This process can be divided into three stages. In the first stage(2000-2006), attempts are made to solve problems related to government-led administration, Borrow Anywhere, Return Anywhere(BARA) service, technical support, and centralized management. In the second stage(2007-2010), some central and branch libraries expanded their scale and achieved remarkable progress through professional reform. Theoretical research in this period shed light on the objective laws in building the central and branch libraries. The third stage(2011-present) has witnessed libraries’ active participation in building 'National Demonstration Zones for Public Cultural Services', which is initiated by the Ministry of Culture and the Ministry of Finance. Researchers have been focusing on factors related to the sustainable development of central-branch libraries system. Such research directly promotes the promulgation of Guidance on Promoting the County Central-branch Cultural Center System and Central-branch Library System Development. Centering its discussions on the Guidance, this paper puts forward several issues that require special attention in building central and branch libraries in the new development stage. First, correctly understanding and handling the relationship between local conditions and professional requirements. Building central-branch libraries requires appropriate solutions that avoid conflicts with institutional barriers, so as to meet to the maximum the professional requirements in concept and design. Second, issues in building central-branch libraries at the county level are addressed in this paper. Third, providing universal and equitable services and fulfilling missions of the public library requires the construction of branch libraries in physical form. New types of services can only serve as integral parts and supplement of central-branch libraries. Fourth, the service innovation of 'library plus' should reflect the service concepts of public libraries, and guard against the establishment of service barriers or threshold.展开更多

Accordingly, the Chinese Central government has published a National Guiding Standard, and government agencies at each administrative level and geographical region are required to establish their own standard based on local economic and social conditions respectively. The improvement of service efficiency is considered to be one of the most important tasks of the modern public cultural services. As newly-launched missions, the cultivation of cultural consumption as well as the integration of public cultural services and modern technologies are the propositions prioritized in the Views. In the modern public cultural system, the guaranteed policies of finance, human resources and laws are needed in the public cultural service system. In the long run, the establishment of tertiary education of the public cultural service and cultural legislation are of great necessity and significance.
