In terms of an intrinsic mechanism, an appropriate measure of leverage ratio should be the liability/asset ratio. In their business operations, it is inevitable for real-economy enterprises to incur liabilities arising from business and financial transactions. Therefore, the significance of deleveraging operations is to reduce the leverage ratio below a certain threshold to effectively prevent risks arising from an excessive leverage ratio, rather than to reduce the liability ratio of real-economy enterprises to zero. For real-economy enterprises, a key question is how to adjust their debt structure by reducing current liabilities and increasing mid-and long-term liabilities. The debt structure of real-economy enterprises is primarily determined by their financial structure. Hence, it is essential to adjust the financial structure in order to improve the debt structure of real-economy enterprises and increase the share of direct finance. Various risks exist in the combination of shares and bonds within the banking system, investment-lending linkage and market-based debt-to-equity operations, which are options in reducing the leverage ratio for real-economy enterprises. From the standpoint of giving play to capital market functions, it is advisable to increase the issuance of midand long-term corporate bonds and preferred stock, restrict non-financial listed companies from engaging in financial operations and the shareholders of listed companies from selling shares, encourage equity investment institutions to enhance equity investment in realeconomy enterprises, and further develop the financing function of the stock market.展开更多

It provides updated findings of policy analyses and corporate strategy analyses performed in the frame of BIOENERGY PROMOTION, one of the flagship projects under the EU Strategy for the Baltic Sea Region. In particular, the paper highlights policies and measures which have been adopted by the EU and EU Member States to address environmental and social sustainability risks of bioenergy. Taking into account the conclusions of BIOENERGY PROMOTION, the paper identifies promising policy developments, but also shortcomings. On the Member State level, the paper refers to the examples of Germany and Poland. It illustrates how problematic policy priorities and policy malfunctioning in two sub-sectors (biogas from energy crops in Germany, biomass co-firing in Poland) led to undesirable environmental and social developments and how policies have been re-adjusted to mitigate sustainability risks. The paper also portrays a number of voluntary corporate sustainability initiatives which emerged due to the lack of a binding European sustainability framework for solid and gaseous biomass. The authors conclude that without a binding sustainability framework at EU level there is a risk of having a patchwork of potentially diverging sustainability regimes and initiatives across Europe causing market intransparency and insecurity for investors.展开更多

The development of clean energy requires a considerable amount of R & D (research & development) expenditure and various core technologies, and therefore, international research collaboration is necessary for prompt and efficient development. The study is aimed at establishing a knowledge base that can help to prepare international research collaboration policies for solving global challenges effectively. The authors demonstrate the research capacity and international research collaboration in solar cell and fuel cell technologies, using global research network diagrams gathered from 35,322 and 33,136 academic papers, respectively. The diagrams include the data of research competency and co-authorship. More than 6,000 institutions and 100 countries are involved in each field. Based on the diagrams, the technologies are compared and international collaboration is analyzed. A valley of research collaboration in Asia is identified for both technologies. Then, science and education policies that influence the structures are discussed.展开更多

文摘Dividing aggregate liabilities by GDP is not an appropriate method for calculating the leverage ratio, and may mislead deleveraging operations. From the standpoint of giving play to capital market functions, it is advisable to increase the issuance of midand long-term corporate bonds and preferred stock, restrict non-financial listed companies from engaging in financial operations and the shareholders of listed companies from selling shares, encourage equity investment institutions to enhance equity investment in realeconomy enterprises, and further develop the financing function of the stock market.
基金Research leading to this paper was conducted in the frame of the projects BIOENERGY PROMOTION and BIOENERGY PROMOTION 2.Both operations received funding from the European Commission under the Baltic Sea Region Programmethe German Federal Ministry of Food,Agriculture, and Consumer Protection through its funding programme Renewable Resources.
文摘This paper focuses on the sustainable use of solid and gaseous biomass for electricity, heating and cooling. The authors conclude that without a binding sustainability framework at EU level there is a risk of having a patchwork of potentially diverging sustainability regimes and initiatives across Europe causing market intransparency and insecurity for investors.
文摘Clean energy is the most promising technology for sustainable growth. Then, science and education policies that influence the structures are discussed.

文摘The promotion of deep decarbonization in the cement industry is crucial for mitigating global climate change,a key component of which is carbon capture, utilization, and storage(CCUS)technology.Despite its importance, there is a lack of empirical assessments of early opportunities for CCUS implementation in the cement sector. In this study,a comprehensive onshore and offshore source–sink matching optimization assessment framework for CCUS retrofitting in the cement industry, called the SSM-Cement framework,is proposed. The framework comprises four main modules:the cement plant suitability screening module, the storage site assessment module, the source–sink matching optimization model module, and the economic assessment module.By applying this framework to China,919 candidates are initially screened from 1132 existing cement plants.Further,603 CCUS-ready cement plants are identified, and are found to achieve a cumulative emission reduction of 18.5 Gt CO_(2) from 2030 to 2060 by meeting the CCUS feasibility conditions for constructing both onshore and offshore CO_(2) transportation routes. The levelized cost of cement(LCOC)is found to range from 30 to 96(mean 73)USD·(t cement)^(-1),while the levelized carbon avoidance cost(LCAC)ranges from^(-5) to 140(mean 88)USD·(t CO_(2))^(-1).The northeastern and northwestern regions of China are considered priority areas for CCUS implementation, with the LCAC concentrated in the range of 35 to 70 USD·(t CO_(2))^(-1).In addition to onshore storage of 15.8 Gt CO_(2) from 2030 to 2060,offshore storage would contribute 2.7 Gt of decarbonization for coastal cement plants, with comparable LCACs around 90 USD·(t CO_(2))^(-1).
文摘Understanding the influence of HCl on the NH_(3)-selective catalytic reduction reaction mechanism is crucial for designing highly efficient denitrification catalysts. The formation of chlorate species on the surface of the synthesized SbCeO_(x)catalyst,induced by HCl,significantly enhances low-temperature activity,as evidenced by a 30%increase in NO conversion at 155℃.Furthermore,it improves N_(2)selectivity at high temperatures, with a notable 17%increase observed at 405℃.Both experimental results and density functional theory calculations confirm that chlorate species form at Ce sites. This formation facilitates the creation of oxygen vacancies, boosting the oxygen exchange capacity. It also increases NH_(3)adsorption at the Ce sites, promotes the formation of Sb-OH,and reduces competitive OH adsorption on these sites.Notably, compared with the reaction mechanism without HCl,the presence of chlorate species enhances NH_(3)adsorption and activation, which is vital for subsequent catalytic reactions.
文摘Energy poverty in developing countries is a critical issue characterized by the lack of access to modern energy services, such as electricity and clean cooking facilities,as marked in SDG 7.This study explores the correlations between energy poverty, energy intensity, resource abundance, and income inequality,as these factors have been theorized to play important roles in influencing energy poverty in developing countries.By observing that the dataset is heterogeneous across the countries and over the time frame,we use the Method of Moments Quantile Regression(MMQR)to analyze our developing countries’data from 2000 to 2019.Our findings indicate that energy intensity is a significant factor influencing energy poverty, suggesting that higher energy consumption relative to the sample countries can exacerbate this issue.Additionally,we observe that income inequality within the sample countries is a critical determinant of energy poverty levels, highlighting the dynamics between economic disparity and access to energy resources.Interestingly, our study reveals that resource abundance acts as a blessing rather than a curse in terms of energy poverty, implying that countries rich in natural resources may have better opportunities to combat energy deprivation. Finally,we emphasize the vital role of financial markets in addressing energy poverty on a global scale, suggesting that robust financial systems can facilitate investments and innovations aimed at improving energy access for vulnerable populations. The results from the robustness analysis support the empirical results obtained from the main estimation. The empirical findings of the present study advance important comprehensions for policymakers to adopt energy policies that address the complex challenges of energy poverty and promote inclusive energy access.

文摘China’s commitment to carbon neutrality by 2060 has made decarbonization a key principle for spatial planning(also referred to as urban/city/town planning).Although the mitigation effect of spatial planning in urban areas has been well documented, its significance in rural development has yet to be investigated. This paper addresses this research gap by empirically examining the influence of town planning on rural direct residential CO_(2)emissions(DRCEs)across 30 provinces in China.Based on various quantitative models, this study not only confirms the significant impact of town planning on rural DRCEs and the moderation effect of plan implementation capacity but also discloses that different dimensions of town planning have disparate roles in rural DRCE reduction.Additionally, regional variations in the mitigation effects of town planning on rural DRCEs were observed. The study also reveals spatial spillover effects, indicating that the influence of town planning on rural DRCEs extends beyond individual areas.Overall,China’s experiences demonstrate that well-managed town planning could play an essential role in low-carbon rural revitalization or,otherwise,it may augment rural DRCEs per capita.Consequently, governments should ascribe great importance to low-carbon town planning and allocate sufficient resources to towns, especially those in the central and western regions,so that they can afford professional planning consultation and adequate staffing in plan implementation. Moreover, governments should cooperate to promote knowledge sharing and transferring of low-carbon planning.

文摘Reducing greenhouse gas(GHG)emissions to address climate change is a global consensus, and municipal wastewater treatment plants(MWWTPs)should lead the way in low-carbon sustainable development. However, achieving effluent discharge standards often requires considerable energy and chemical consumption during operation, resulting in significant carbon footprints. In this study,GHG emissions are systematically accounted for,and the driving factors of carbon footprint growth in China’s MWWTPs are explored. In 2020,a total of 41.9 million tonnes(Mt)of carbon dioxide equivalent(CO_(2)-eq)were released by the sector, with nearly two-thirds being indirect emissions resulting from energy and material usage. The intensity of electricity, carbon source, and phosphorus removing agent consumption increasingly influence carbon footprint growth over time.Through statistical inference, benchmarks for electricity and chemical consumption intensity are established across all MWWTPs under various operational conditions, and the potential for mitigation through more efficient energy and material utilization is calculated. The results suggest that many MWWTPs offer significant opportunities for emission reduction.Consequently, empirical decarbonization measures, including intelligent device control, optimization of aeration equipment, energy recovery initiatives, and other enhancements to improve operational and carbon efficiency, are recommended.
