“Upholding Virtue and Exercising Caution in Punishment”(Ming De Shen Fa in Chinese pinyin)is one of the core governance philosophies in ancient Chinese politics.This principle was explicitly proposed by Zhou Gongdan... “Upholding Virtue and Exercising Caution in Punishment”(Ming De Shen Fa in Chinese pinyin)is one of the core governance philosophies in ancient Chinese politics.This principle was explicitly proposed by Zhou Gongdan,a renowned statesman of the early Zhou Dynasty,though its intellectual roots can be traced back to the Yao and Shun periods.Although this principle might not be fully recognized by the rulers of the exploiting class throughout history due to their own limitations,the political ideas and rich connotations behind it,especially as a mature governance concept formed by ancient Chinese politicians more than 4,000 years ago,undoubtedly is of high academic value and theoretical and practical significance.Objectively,this principle has also had a profound impact on the political and legal thinking,moral values,and promotion of social legal civilization in later generations.The analysis and discussion around this concept will play a positive role in the in-depth study of ancient China’s human rights concepts and the construction of contemporary Chinese discourse system of human rights.This article attempts to provide a preliminary summary,collation,analysis,and research from the perspective of political philosophy on the basic meaning,ideological context,and historical origin of social understanding of this concept,especially the human rights ideas contained therein. 展开更多

Walking is a complex task which includes hundreds of muscles, bones and joints working together to deliver smooth movements. With the complexity, walking has been widely investigated in order to identify the pattern of multi-segment movement and reveal the control mechanism. The degree of freedom and dimensional properties provide a view of the coordinative structure during walking, which has been extensively studied by using dimension reduction technique. In this paper, the studies related to the coordinative structure, dimensions detection and pattern reorganization during walking have been reviewed. Principal component analysis, as a popular technique, is widely used in the processing of human movement data. Both the principle and the outcomes of principal component analysis were introduced in this paper. This technique has been reported to successfully reduce the redundancy within the original data, identify the physical meaning represented by the extracted principal components and discriminate the different patterns. The coordinative structure during walking assessed by this technique could provide further information of the body control mechanism and correlate walking pattern with injury. 展开更多

Yttrium(Ⅲ)oxide or so-called diyttrium trioxide(Y_2O_3)is an excellent candidate ceramic material for optoelectronic applications.Structural,electrical conductivity,and dielectric relaxation properties of bulk yttrium(Ⅲ)oxide were studied.X-ray diffraction(XRD)results indicate that the yttrium(Ⅲ)oxide compound has a crystalline cubic phase.Fourier transform infrared(FTIR)technique was used to ascertain the chemical structure of the yttrium(Ⅲ)oxide compound.Impedance spectroscopy was used to analyze frequency-dependent electrical properties as a function of temperature in the range of 303-423 K and frequency range of 0.1 Hz-2 MHz.Impedance spectroscopy parameters such as dielectric constant,dielectric loss,loss factor,electric modulus,and complex impedance of the yttrium(Ⅲ)oxide compound were studied.The Nyquist plot describes the complex impedance of the yttrium(Ⅲ)oxide for different temperatures.The universal Jonscher's power law was used for the analysis of the complex electrical conductivity of the yttrium(Ⅲ)oxide compound.It is found that the real(σ')and imaginary(σ")parts of the complex conductivity increase with increasing frequency.The exponent frequency(s)equals unity,which confirms that the predominant conduction mechanism is a nearly constant loss(NCL)mechanism.DFT/TD-DFT studies using B3LYP/LanL2DZ level of theory were used to provide comparable theoretical data and electronic energy gap of HOMO→LUMO. 展开更多

On March 14,2004,the Second Session of the 10th National People’s Congress of China adopted the fourth amendment to the Chinese Constitution,the most noticeable highlight of which is the addition of the paragraph“the state respects and protects human rights”as the third clause in Article 33 of Chapter II“Basic Rights and Obligations of Citizens”in the Constitution.The inclusion of the clause of human rights in the Constitution is considered an important milestone in the history of human rights development in the People’s Republic of China.The implementation of the human rights clause not only showcases the values of the Party and the state in respecting and protecting human rights,but also promotes the development of human rights,shapes the culture of human rights,and endows the rule of law with a rich humanistic spirit.Over the past 20 years,the publicity,research and practice of the human rights clause have made the Chi-nese people realize that human rights are not only a“great term”,but also a common value shared by mankind.Amid the once-in-a-century changes of the world,although the development of human rights is facing various challenges,the humanistic spirit contained in the hu-man rights clause has become the internal driving force for building consensus in the whole of society.Reinterpreting the significance and value of the human rights clause can help us conscientiously draw on the experience in the implementation of the clause over the past 20 years and contribute Chinese wisdom and experience to global human rights governance with a more open mind and inclusive attitude. 展开更多

Shifts in Photon Spectral Power Densities within Schumann (7.7 to 7.8 Hz) Values in Microtubules during Complex Magnetic Field Exposures May Reflect an Information Interface with Universal Energies

The specific diameter of microtubules was shown to be a primary solution when magnetic energy was set equal to Casimir energy. To discern if this spatial containment could be foci for information photon emissions were measured from preparations of microtubules (MTs) while they were exposed in sequential 4 min intervals to various patterns of weak magnetic fields whose intensities ranged from 3 to 10 μT. Calculations from the median mass of a tubulin dimer, its summed charges and the applied magnetic field as well as the change in magnetic moment derived from the energy of the hydrogen line when applied to our experimental fields predicted a dynamic shift (Δf) between 0.03 and 0.21 Hz. Spectral power densities (SPD) indicated marked enhancements in photon numbers during periods of magnetic field exposures within the 7.6 to 7.8 Hz increment. The total SPD units for the shift were 10-18 to 10-17 J per s. Five of the eight patterns elicited a split spectrum of power within this range. Separate factor analyses of the SPDs of the serial values that composed the points of the actual field patterns indicated those that evoked the split-spectrum (Δf = 0.05 to 0.13 Hz) displayed significantly higher loadings on the same factor compared to those that did not. If this shift in photon energy reflects a phase modulation of the coherence frequency (8 MHz) of MTs, the increment of energy per MHz frequency would be within the energy of the neutral hydrogen line. These results suggest that the intrinsic structure or information from specific intensity magnetic fields when applied to MTs is reflected in photon energy densities vacillating around the fundamental Schumann Resonance that could be an interface between Casimir and magnetic sources. 展开更多

Spectral Power Densities (SPD) within the Quantitative Electroencephalographic (QEEGs) Profiles of 41 men and women displayed repeated transient coherence with the first three modes (7 - 8 Hz, 13 - 14 Hz, and 19 - 20 Hz) of the Schumann Resonance in real time. The duration of the coherence was about 300 ms about twice per min. Topographical map clusters indicated that the domain of maximum coherence was within the right caudal hemisphere near the Parahippocampal gyrus. These clusters, associated with shifts of about 2 μV, became stable about 35 to 45 ms after the onset of the synchronizing event. During the first 10 to 20 ms, the isoelectric lines shifted from clockwise to counterclockwise rotation. The results are consistent with the congruence of the frequency, magnetic field intensity, voltage gradient, and phase shifts that are shared by the human brain and the earth-ionospheric spherical wave guide. Calculations indicated that under certain conditions interactive information processing might occur for brief periods. Natural and technology-based variables affecting the Schumann parameters might be reflected in human brain activity, including modifications of cognition and dream-related memory consolidation. 展开更多

The combination of Artesunate (ART) and Paclitaxel (PTX) in two human prostate cancer (PCa) cell lines (PC-3 and LNCaP) was evaluated to investigate the effects on proliferation, apoptosis and morphological changes. The half maximal inhibitory concentration (IC<sub>50</sub>) values that were observed by ART and PTX on both LNCaP and PC-3 cell lines at 72-and 120-hour exposure were used to assess these effects. Early and late apoptosis was detected in Annexin V-FITC/PI assay revealed a shift in population of cells towards early and mid-apoptosis with ART + PTX than with ART and PTX individually. More effects were observed on LNCaP cell lines at both 72-hour and 120-hour exposure. The results for the Caspase 3/7 activity assay showed shift of viable population in all induced samples compared to control. Morphological changes occurred in both cell lines;this was validated in qualitative assessment when examined under the inverted microscope. These findings indicated that ART + PTX suppressed PCa cell proliferation in a dose- and time-dependent manner. 展开更多
