However, over time, actual revenue was less than what was initially estimated as needed and actual conditions fell short of the target levels. In 2013, MDOT performed an analysis of historic conditions to determine what additional fuel tax revenues would have been required beginning in 1997 to replace bond revenues used to fund pavement and bridge projects from 1997 to 2012 and enable MDOT to meet its condition targets. The analysis concluded that, in addition to the actual increase of 4 cents per gallon, a fuel tax increase of another 10 cents per gallon would have been required in 1997 to replace bond revenue used for pavement and bridges and allow MDOT to meet its condition targets. The analysis results were used to help inform the discussion of Michigan's targets asset conditions and funding and demonstrate application of MDOT's pavement and bridge management systems for performing historic analyses.展开更多

Nonetheless, an apparent gap exists between the need for ITS performance measurements and the actual implementation. The evidence available points to challenges in the ITS performance measurement processes. This paper evaluated the state of practice of performance measurement for ITS across the US and provided insights. A comprehensive literature review assessed the use of performance measures by DOTs for monitoring implemented ITS programs. Based on the gaps identified through the literature review, a nationwide qualitative survey was used to gather insights from key stakeholders on the subject matter and presented in this paper. From the data gathered, performance measurement of ITS is fairly integrated into ITS programs by DOTs, with most agencies considering the process beneficial. There, however, exist reasons that prevent agencies from measuring ITS performance to greater detail and quality. These include lack of data, fragmented or incomparable data formats, the complexity of the endeavor, lack of data scientists, and difficulty assigning responsibilities when inter-agency collaboration is required. Additionally, DOTs do not benchmark or compare their ITS performance with others for reasons that include lack of data, lack of guidance or best practices, and incomparable data formats. This paper is relevant as it provides insights expected to guide DOTs and other agencies in developing or reevaluating their ITS performance measurement processes.展开更多

The International Roughness Index (IRI) is a commonly used measure to quantify road surface roughness and is a critical input to asset management. In Indiana, the IRI statistic contributes to roughly half of the pavement quality index computation used for asset management. Most agencies inventory IRI once a year, however, pavement conditions vary much more frequently. The objective of this paper is to develop a framework using crowdsourced connected vehicle data to identify and detect temporal changes in IRI. Over 3 billion connected vehicle records in Indiana were analyzed across 30 months between 2022 and 2024 to understand the spatiotemporal variations in roughness. Annual comparisons across all major interstates in Indiana showed the miles of interstates classified as “Good” decreased from 1896 to 1661 miles between 2022 and 2024. The miles of interstate classified as “Needs Maintenance” increased from 82 to 120 miles. A detailed case study showing monthly and daily changes of estimated IRI on I-65 are presented along with supporting dashcam images. Although the crowdsourced IRI estimates are not as robust as traditional specialized pavement profilers, they can be obtained on a monthly, weekly, or even daily basis. The paper concludes by suggesting a combination of frequent crowdsourced IRI and commercially available dashcam imagery of roadway can provide an agile and responsive mechanism for agencies to implement pavement asset management programs that can complement existing annual programs.展开更多

This study evaluates the influence of three different work zone signs—speed photo enforced signs, dynamic speed display signs and reduced speed limit signs—on driver speeding behavior using a medium-fidelity driving simulator. The speed photo enforced and reduced speed limit signs were placed at intervals before the start of the work zone and in the work zone. A virtual work zone network was built to replicate the Baltimore–Washington Parkway(MD-295). A total of 66 participants from different socioeconomic backgrounds participated in 264 driving simulation sessions. The speeds were measured over four phases: initial speed area, sign visible area, sign readable area and post sign area. An analysis of variance and post hoc analysis showed that the speed photo enforced sign was the most effective of the three signs. The second speed photo enforced sign within the work zone was more effective at reducing speed than the sign before the start of the work zone, especially in the post sign area. It was observed that female participants tend to slow down more when encountering a speed photo enforcement sign.展开更多

This has been done to determine the performance of existing bridges, refine techniques needed to evaluate different bridge components, and develop approaches that can be used to provide a continuous status of a bridge's structural integrity. This paper briefly introduces the background of these studies, with emphasis on recent research and the development of structural health monitoring concepts. This paper presents the results from three different bridge types: a post-tensioned curved concrete box girder bridge, a curved steel box-girder bridge, and a steel multi-girder bridge. The structural health monitoring approaches to be discussed have been successfully tested using field data collected during multi-year monitoring periods, and are based on vibrations, rotations and strains. The goal has been to develop cost-effective strategies to provide critical information needed to manage the State of Connecticut's bridge infrastructure.展开更多

The Principal Component Analysis was applied in a sample consisting of workers of the S?o Paulo Metropolitan Area, based on the origin-destination home interview survey, carried out in 1997, in order to: 1) examine the interdependence between travel patterns and a set of socioeconomic and urban environment variables;2) determine if the original database can be synthetized on components. The results enabled to observe relations between the individual’s socio-economic class and car usage, characteristics of urban environment and destination choices, as well as age and non-motorized travel mode choice. It is then concluded that the database can be adequately summarized in three components for subsequent analysis: 1) urban environment;2) socio-economic class;and 3) family structure.展开更多
文摘In 1997, MDOT (Michigan Department of Transportation) established an ambitious set of condition targets for its pavements and bridges and the department received increased revenue from a 4-cent-per-gallon increase in the state motor fuels tax to help meet its targets. The analysis results were used to help inform the discussion of Michigan's targets asset conditions and funding and demonstrate application of MDOT's pavement and bridge management systems for performing historic analyses.

文摘We studied the problem of bifurcation and chaos in a 4-side fixed rectangular thin plate in electromagnetic and me-chanical fields.Based on the basic nonlinear electro-magneto-elastic motion equations for a rectangular thin plate and the ex-pressions of electromagnetic forces, the vibration equations are derived for the mechanical loading in a steady transverse magnetic field.Using the Melnikov function method, the criteria are obtained for chaos motion to exist as demonstrated by the Smale horseshoe mapping. The vibration equations are solved numerically by a fourth-order Runge-Kutta method. Its bifurcation dia-gram,Lyapunov exponent diagram, displacement wave diagram, phase diagram and Poincare section diagram are obtained.

文摘We propose a simplified human regular mobility model to simulate an individual's daily travel with three sequential activities:commuting to workplace, going to do leisure activities and returning home. With the assumption that the individual has a constant travel speed and inferior limit of time at home and in work,we prove that the daily moving area of an individual is an ellipse, and finally obtain an exact solution of the gyration radius. The analytical solution captures the empirical observation well.

文摘Speeding in a work zone needs to be tackled effectively to enhance work zone safety. It was observed that female participants tend to slow down more when encountering a speed photo enforcement sign.

文摘Based on a self-developed hydrodynamic cavitation device with different geometric parameters for circular multi-orifice plates, turbulence characteristics of cavitating flow behind multi-orifice plates, including the effects of orifice number and orifice layout on longitudinal velocity, turbulence intensity, and Reynolds stress, were measured with the particle image velocimetry(PIV)technique.Flow regimes of the cavitating flow were also observed with high-speed photography. The experimental results showed the following:(1)high-velocity multiple cavitating jets occurred behind the multi-orifice plates, and the cavitating flow fields were characterized by topological structures;(2)the longitudinal velocity at each cross-section exhibited a sawtooth-like distribution close to the multi-orifice plate, and each sawtooth indicated one jet issuing from one orifice;(3)there were similar magnitudes and forms for the longitudinal and vertical turbulence intensities at the same cross-section;(4)the variation in amplitude of Reynolds stress increased with an increase in orifice number;and(5)the cavitation clouds in the flow fields became denser with the increase in orifice number, and the clouds generated by the staggered layout of orifices were greater in number than those generated by the checkerboard-type one for the same orifice number. The experimental results can be used to analyze the mechanism of killing pathogenic microorganisms through hydrodynamic cavitation.

文摘Triaxial cyclic loading tests have been performed to assess the influence of plastic deformation on inelastic deformational properties of anisotropic argillite with bedding planes which is regarded as a kind of transversely isotropic media.Considering argillite's anisotropy and inelastic deformational properties, theoretical formulae for calculating oriented elastic parameters were deduced by the unloading curves, which can be better fitted for the description of its elasticity than loading curves.Test results indicate that with the growth of accumulated plastic, strain, the apparent elastic modulus of argillite decreases in a form of exponential decay function, whereas the apparent Poisson ratio increase in a form of power equation.A ratio of unloading recoverable strain to the total strain increment occurred during a loading cycle is defined to illustrate the characteristic relations between anisotropic coupled elasto-plastic deformation and plastic strain. It is significant to observe that high stress level and plastic history have an inhibiting effect on argillite anisotropy.

文摘A joint effort between the Connecticut Department of Transportation and the University of Connecticut has been underway for more than 20 years to utilize various structural monitoring approaches to assess different bridges in Connecticut. The goal has been to develop cost-effective strategies to provide critical information needed to manage the State of Connecticut's bridge infrastructure.
文摘This paper presents an air-coupled impact echo(IE)technique that relies on the phase spectrum of the collected data to find the frequencies corresponding to the reflections from delaminations. The proposed technique takes advantage of the fact that the IE compression wave is not a propagating wave, but it is the 1st order symmetrical(S1)mode Lamb wave at zero group velocity(S1-ZGV).Therefore,it searches the phase spectra of the data collected by multiple sensors to locate the frequency corresponding to the lowest phase difference. As a result, the technique reduces the effect of propagating waves, including the direct acoustic wave and ambient noise. It is named the Constant Phase IE(CPIE).The performance of the CPIE is experimentally compared with the regular amplitude spectrum-based IE technique and two other multisensor IE techniques. The CPIE shows a performance advantage, especially in a noisy environment.
文摘The main objective of this study is to analyze work travel-related behavior through a set of variables relative to socio-economic class, urban environment and travel characteristics. It is then concluded that the database can be adequately summarized in three components for subsequent analysis: 1) urban environment;2) socio-economic class;and 3) family structure.
