Modelling studies indicate MC could in the next 10 years save up to 2 million lives in those African countries with high HIV prevalence. Several African countries are now scaling up public health MC programmes. The most effective immediate public health MC programmes in Africa will need to target 18-20 years old men. In the longer term there is a need for infant circumcision programmes. In order to implement more widespread MC there is a need to make the surgical procedures as simple as possible so that safe operations can be performed by paramedical staff. The WHO Manual of Male Circumcision under local anaesthetic was written with these objectives in mind. Included in the manual are three adult techniques and four paediatric procedures. The adult procedures are the dorsal slit, the for- ceps guided and the sleeve resection methods. Paediatric methods included are the plastibell technique, the Mogen and Gomco shield method and a standard surgical dorsal slit procedure. Each method is described in a step by step manner with photographic and line drawing illustrations. In addition to the WHO manual of surgical technique a teaching course has been developed and using this course it has been possible in one week to train a circumcision surgeon who has had no or minimal previous surgical experience. Further scaling will require training of circumcision surgeons, monitoring performance, training the trainer workshops as well as advocacy at national, international and government meetings. In addition to proceeding with standardised methods work is in progress to assess novel techniques in adults such as stay on ring devices and policies are being formulated as to how to assess new devices. Also work is in progress to explore efficiencies in surgical processing by task sharing. Proper informed consent and safety remain paramount and great care has to be taken as programmes in Africa scale up. In continental China where the HIV epidemic is at a much earlier stage there may be a case for considering infant circumcision but great care will be needed to ensure that there is no harm.展开更多

By using two models -- the structural evolution energy consumption model and the structural evolution per-unit energy consumption model, this article attempts to make an international comparison of the industrial structure development versus energy consumption patterns in the United States, the United Kingdom, France, Germany, Japan, and India. The results of this analysis indicate that the dominance of secondary industry over the industrial structure evolution process noticeably accelerates national energy consumption at the initial stage of modernization. Subsequently, a slowdown in energy consumption as a result of industrial structure development yields effects as the diversification process speeds up. Under such influence, energy consumption per unit of GDP follows an inverted U-shaped curve from rise to decline. As one of the world’s major energy producers and consumers, China has long employed a one- sided sector development policy. Under the influence of this policy, national energy conservation endeavors have been inhibited by the rigidity in its industry structural evolution. In order to enhance the ICT capacity and align with the global technology transformations, the developing countries have started introducing the computerization and automation processes at different levels of the governments. The several research studies revealed that the existing legacy of governance system and their services in current state have several issues and challenges in terms of timeliness, cost of services, delay in service delivery, time-bound availability of services (24/7/365), inefficiency services, ease of service and discomforts, poor service collaboration, absence of responsiveness, and limited security of sensitive information/documents. A significant question is still unanswered that how to bring the Citizens and Government bodies closer for alleviating the aforementioned issues and challenges of existing government system services. This research paper aims to investigate the issues and challenges in the current status of Governance and partial E-Governance systems which encompass the computerization or automation process. The research designs a cloud framework for effective delivery of citizen centric services in general and Ethiopia as a specific case study. After rigorous analysis of prior research efforts, along with primary survey and interview, it was clearly observed that cloud computing can be an alternative instrumental for significant transformation of governmental service delivery. The research paper used a mix of exploratory and constructive research design and methodology with qualitative & quantitative data analysis approach. Finally, a Cloud Based E-Governance (CBEG) Framework is designed for the delivery of Ethiopian Citizen Centric Services. By that time, domestic virgin woodpulp production will be doubled, with pulpwood supply from plantations in the country and supplemented by imported woodchips and pulpwoods. Imported market woodpulp will still play an important role in the Chinese industry. Non-wood fibers will stay as an indispensable sustaining fibers source for the growth of the Chinese industry. Increases in reed, bamboo and wheat straw pulping capacities will be expected within the years. Efforts will have to be taken for the promotion of domestic wastepaper recycling, hoping to have the recycling rate upgraded to 35-38% by the end of this decade. Aside from the intensified domestic wastepaper recovery, a 6-8% average annual increase in wastepaper importation will be expected in the foreseeable future.展开更多

This paper represents an attempt to estimate the level of vertical specialization in China's manufacturing industry using China's input-output tables (1995-2005) compiled by the OECD; describe the trends of ev...This paper represents an attempt to estimate the level of vertical specialization in China's manufacturing industry using China's input-output tables (1995-2005) compiled by the OECD; describe the trends of evolution in the trade competitiveness of China's manufacturing industry using the 1995-2006 trade data of 24 Chinese industries; and examine the key factors affecting the trade competitiveness of China's manufacturing industry in accordance with the analytical framework of Hummels et al (2001). The estimation results indicate that i) the rapid increase in the vertical specialization levels of China's merchandise sectors (especially the high-tech manufacturing sector) has to some extent explained the explosive growth of China's exports (especially high-tech exports) in recent years; ii) there have been no substantive changes in China's comparative advantages. Such advantages are still attributed to the low-tech manufacturing sector. However, the comparative advantage and trade competitiveness of the high-tech manufacturing sector have been on the rise; iii) vertical specialization has signif icantly enhanced the trade competitiveness of China's manufacturing industry. Then, we conduc...This paper is intended to make a comparative study of MNC subsidiaries in China at different stages. First of all, we built an S-SWOT theoretical framework for MNC Chinese subsidiary strategy analysis. Then, we conducted an empirical analysis of MNC Chinese subsidiary strategies at different periods of time based on the two questionnaire-based surveys undertaken in 2001 and 2005 and a field interview made with such subsidiary executives in 2006. Our study found that MNC Chinese subsidiary overall strategies and functional strategies significantly changed from 2001 to 2006. In particular, MNC Chinese subsidiaries: became increasingly wholly foreign owned and profit oriented; boosted M&A and alliance activities; localized research and development; paid more attention to intangible assets (brand and image) management; coordinated the extent of localization and integration; and assigned key positions to local personnel. We also noticed both a strategic convergence and a considerable strategic difference between the Chinese subsidiaries of MNCs from different countries during the evolution of their Chinese subsidiary strategies.展开更多

Literature has found that the success of organizations indicated with sustained profits, performance indicators and high financial returns are achieved using superior leadership. This research evaluates the impact leadership style has on culture within an organisation. This research uses two well-used surveys to find the link between an organisation's leadership style and culture within an accounting firm. Results indicate that the local accounting fn'm has a dominant leadership style of Democratic and a dominant culture of Hierarchy followed closely by Market.
