终身学习数字化转型的本质在于依托数字技术实现终身学习生态系统的数字化重构,进而提升终身学习“自生态系统”向“他生态系统”的跨界融入。在数字技术变革发展迅猛的当下,之所以要进行终身学习的数字化转型,其必要性主要表征为基于... 终身学习数字化转型的本质在于依托数字技术实现终身学习生态系统的数字化重构,进而提升终身学习“自生态系统”向“他生态系统”的跨界融入。在数字技术变革发展迅猛的当下,之所以要进行终身学习的数字化转型,其必要性主要表征为基于合规律的技术理性、基于合目的的价值理性和基于合规范的制度理性三个维度。纵观国际终身学习数字化转型的宏观图景、中观图景及微观图景,为更好地应对数字技术变革带来的社会新生态,我国可以聚焦宏观、中观及微观三个层面开展本土应对,从而发挥数字技术对我国终身学习的重要赋能作用。具体而言,可以通过开展数字治理,发挥数字政府政策工具的治理效能;强化数字协同,助力终身学习场域空间的多元协同;培育数字惯习,筑牢终身学习生态系统的文化根基。 展开更多

联合国教科文组织(United Nations Educational Scientific and Cultural Organization,以下简称“UNESCO”)在持续引领全球学习型社会建设的基础上,自2013年开始以召开“国际学习型城市大会”、建立“全球学习型城市成员网络”、颁发... 联合国教科文组织(United Nations Educational Scientific and Cultural Organization,以下简称“UNESCO”)在持续引领全球学习型社会建设的基础上,自2013年开始以召开“国际学习型城市大会”、建立“全球学习型城市成员网络”、颁发“联合国教科文组织学习型城市奖”和形成大会成果性文件(《宣言》《声明》《倡议》《承诺》)这四大形式积极推动全球学习型城市建设。六届大会宣言持续指明学习型城市建设的方向和路径。六届大会宣言之间具有继承与发展的关系,同时,也拥有其个性与共性。六届大会共向全球58座城市颁发了“联合国教科文组织学习型城市奖”,组成了拥有79个国家的356座城市参加的全球学习型城市网络。新世纪以来,我国学习型社会与学习型城市建设快速发展,取得了显著成绩,受到UNESCO和世界各国的赞扬,从而使2013年首届国际学习型城市大会在北京召开。中国践行学习型社会、学习型大国和学习型城市建设,20多年来为国际学习型城市建设的理论与实践发展做出了重要贡献。中国应与UNESCO在学习型城市建设领域进一步深化合作,加速推进新时代中国学习型城市建设的健康发展。 展开更多

Cultural rights are important human rights established by the Universal Declaration of Human Rights(UDHR)and the International Covenant on Economic,Social and Cultural Rights(ICESCR).However,they have not received due attention within the United Nations human rights system and related academic research.As a specialized agency within the United Nations system primarily responsible for cultural affairs,United Nations Educational,Scientific and Cultural Organization(UNESCO)has played a significant role in promoting the recognition and advocacy of cultural rights in the international community,mainly by expanding and deepening the normative connotations of cultural rights,strengthening the integration of culture and cultural rights with the United Nations’development agenda,and creating cultural heritage rights and other specific examples of protection practices.Under its leadership,the United Nations system is exploring a new agenda of collective actions to promote cultural rights,which shows a trend of emphasizing cross-sectoral collaboration between culture and science,as well as culture and education.Guided by Xi Jinping Thought on Culture,China should further leverage the advantages of UNESCO as a global cultural governance platform to share its concepts and experience in protecting and realizing cultural rights with the international community.Through the Global Civilization Initiative,China can lead and shape the emerging international agenda on cultural rights and promote the progress of international human rights and the building of a community with a shared future for mankind. 展开更多

Chinese High School Students AI Competency Survey: Based on the UNESCO Students’ AI Competency Framework

This study aims to investigate the current status of AI competencies among Chinese high school students using quantitative research methods.By integrating UNESCO’s AI Competency Framework for Students with China’s educational practices,a questionnaire was developed.Altogether,300 students from eight high schools joined the research.SPSS 26.0 was used for reliability and validity tests,exploratory factor analysis,and group difference analysis.The results show that the questionnaire has good reliability and validity(Cronbach’sα=0.974,KMO=0.912,Bartlett’s test of sphericity was significant with p<0.001,cumulative variance explained 72.0%).Besides,Chinese high school students’AI competencies exhibit a typical pattern of“strong in technology,weak in ethics,and insufficient in creativity”,with technical application ability(mean=3.7)significantly higher than ethical assessment(mean=3.0)and system design(mean=2.8).What’s more,students in the eastern region have significantly better overall competencies than those in the central and western regions(p<0.05),with the largest gap in the technical application dimension(mean difference=0.7)and the smallest gap in the ethical dimension(mean difference=0.3).The study recommends optimizing high school curricula by adding modules for ethical debates and interdisciplinary projects and promoting equitable distribution of educational resources.This research empirically supports global AI education standardization and offers a scientific basis for AI education policies and curriculum design in China’s high schools. 展开更多

This paper is focused on discussing the case of Las Loras UNESCO Global Geopark,in Spain,as an example to show the contribution of Geoparks to the dissemination of science and the relevance of preserving geoheritage by implementing simple measures based on communication and prevention.Natural and anthropic hazards derived from climate change are endangering heritage and the well-ness of the society.Geoheritage is vulnerable.Nowadays we are witnessing the destruction of monuments with high emotional significance due to wars,but climate change is also contributing to the loss of the same cultural heritage.Prevention is often the best way to protect geoheritage from disappearing and society is the best agent to implement preventive measures.Citizens are often unaware of the important treasures they have around them.Geoparks have been a great tool to bring awareness in society,since by involving the public in the whole process of recognition and promotion,they protect the space and the cultural and economic values associated with them.It is important to communicate the initiatives taking place in the Geoparks to explain the importance of geology and the risk of losing the geoheritage if natural hazards increase.Las Loras study is a good practice to implement in other Geoparks. 展开更多
