There are 5 grades of villages according to their scales, that is, villages have a population over 1 000, between 500 and 1 000, between 100 and 500, less than 100, less than 50. The function structure of Dongzhai Town is divided into 3 grades, Grade 1 (core village), is village with such functions as tourist service, transportation and distribution function. Grade 2 (characteristic village), is agricultural settlement with functions such as industrial function, transportation service, tourist service, and forestry function. Grade 3 (general village), is agricultural settlements with prominent agricultural functions (dry farming). This essay also predicts the change and responses of this town based on the population forecast models. It is predicted that the population of Jiancheng District will reach 4 750 in 2010, 6 400 in 2015, 8 700 in 2020. Returning farmland to forests in Fenhe River valley can ensure the conservation of water resources and the development of tourist service. The proportion of forest land, especially bushes land, and proportion of grassland, especially artificial grass will increase dramatically. The number of slope land will be down a bit. The Lands for settlement and transportation will increase with the development of ecological migration and tourist service. Specialized land such as water area and places of interest will skyrocket. Village patterns and spatial distribution under the system of towns and villages will be improved as well.展开更多

In this study, an attempt has been made to evaluate the economic value of the debris flow control engineering in tourist towns by integrating both welfare and disaster economics. The total value of debris flow prevention and control engineering in tourist towns(VDFE) includes investment cost(IC), disaster mitigation benefit(DMB), and loss of brand value(LBV). Here DMB is assessed by the cost-benefit method. The LBV is estimated by incorporating brand equity and costbenefit methods. The engineering for debris flow control in the Hongchun Gully of southwest China was built to protect Yingxiu tourist town and was assessed as an example. The IC for the engineering is180 million RMB, however, the VDFE reaches as high as 3401 million RMB, of which the LBV is 169 million RMB, and the input-output ratio is 1:18. Thus, the LBV cannot be neglected in case of VDFE estimation process. The more developed the tourism in one town or city is, the greater the LBV and the higher the VDFE are.展开更多

Significance of protecting and developing natural environment in the present town planning was discussed. Overall planning of Queshan County of Henan Province (China) and planning of new district in Paris (France) were taken for examples to analyze natural environment protection and development pattern of towns in terms of the overall town planning and overall form control. Meanwhile, the destruction of public welfare eco-forest caused by too many water conservancy projects in Zixi County of Jiangxi Province (China) was analyzed to propose a natural environment protection and development pattern from the perspective of ecological engineering construction. Finally, it was stressed that natural environment should be respected in the planning, human-nature harmony integrated into the planning concepts, conflicts between town construction, protection and renovation of natural environment resources coordinated, and instructive measures adopted to settle problems in town planning.展开更多
