Since the 18th National Congress of the Communist Party of China,the country has established 21 Free Trade Pilot Zones(FTZs),achieving significant pioneering results in reform and opening up and creating a strong demo...Since the 18th National Congress of the Communist Party of China,the country has established 21 Free Trade Pilot Zones(FTZs),achieving significant pioneering results in reform and opening up and creating a strong demonstrative effect nationwide.The basic experience from a decade of FTZs includes:adhering to the centralized and unified leadership of the CPC Central Committee;combining top-level design with encouragement of grassroots innovation;leveraging the distinct characteristics and strengths of FTZs to form a differentiated development pattern;maintaining the integration of opening up with domestic reforms;using openness to drive reforms;and organically combining openness with national security assurance.Under the current and future new circumstances,China’s FTZs face new challenges and tasks.In accordance with the directives of the 20th National Congress of the Communist Party of China,an enhancement strategy for the FTZs needs to be implemented.This involves the following:First,accurately understanding and responding to the changing situation to create strategic opportunities.Second,shifting paradigms to implement innovation-driven strategies,using the new development pattern concept to guide the reform experiments and construction of the FTZs.Third,granting more autonomy to FTZs for reforms,pursuing progress while maintaining stability,and solidly advancing the reform experiments in the FTZs.Fourth,orderly expanding the opening up of the service sector and cautiously advancing the internationalization of the renminbi.Fifth,promoting innovative development in trade to build a strong trade nation.Sixth,establishing synergy with bilateral FTZs,Belt and Road cooperation,and national diplomatic strategies to enhance the linkage effect.展开更多

The numerical results obtained with a small amount of computation are compared with the exact solutions to show the efficiency of the method. The results show that the decomposition method is of high accuracy, more convenient and efficient for solving high-order boundary value problems.展开更多
Hilbert’s Tenth Problem(HTP)asks for an algorithm to test whether an arbitrary polynomial Diophantine equation with integer coefficients has solutions over the ring Z of integers.This was finally solved negatively by...Hilbert’s Tenth Problem(HTP)asks for an algorithm to test whether an arbitrary polynomial Diophantine equation with integer coefficients has solutions over the ring Z of integers.This was finally solved negatively by Matiyasevich in 1970.In this paper we obtain some further results on HTP over Z.We prove that there is no algorithm to determine for any P(z1,...,z9)∈Z[z1,...,z9]whether the equation P(z1,...,z9)=0 has integral solutions with z9≥0.Consequently,there is no algorithm to test whether an arbitrary polynomial Diophantine equation P(z1,...,z11)=0(with integer coefficients)in 11 unknowns has integral solutions,which provides the best record on the original HTP over Z.We also prove that there is no algorithm to test for any P(z1,...,z17)∈Z[z1,...,z17]whether P(z12,...,z172)=0 has integral solutions,and that there is a polynomial Q(z1,...,z20)∈Z[z1,...,z20]such that{Q(z12,...,z202):z1,...,z20∈Z}∩{0,1,2,...}coincides with the set of all primes.展开更多

BACKGROUND with the widespread application of computer network systems in the medical field,the plan-do-check-action(PDCA)and the international classification of diseases tenth edition(ICD-10)coding system have also a...BACKGROUND with the widespread application of computer network systems in the medical field,the plan-do-check-action(PDCA)and the international classification of diseases tenth edition(ICD-10)coding system have also achieved favorable results in clinical medical record management.However,research on their combined application is relatively lacking.Objective:it was to explore the impact of network systems and PDCA management mode on ICD-10 encoding.Material and Method:a retrospective collection of 768 discharged medical records from the Medical Record Management Department of Meishan People’s Hospital was conducted.They were divided into a control group(n=232)and an observation group(n=536)based on whether the PDCA management mode was implemented.The two sets of coding accuracy,time spent,case completion rate,satisfaction,and other indicators were compared.AIM To study the adoption of network and PDCA in the ICD-10.METHODS A retrospective collection of 768 discharged medical records from the Medical Record Management Department of Meishan People’s Hospital was conducted.They were divided into a control group(n=232)and an observation group(n=536)based on whether the PDCA management mode was implemented.The two sets of coding accuracy,time spent,case completion rate,satisfaction,and other indicators were compared.RESULTS In the 3,6,12,18,and 24 months of PDCA cycle management mode,the coding accuracy and medical record completion rate were higher,and the coding time was lower in the observation group as against the controls(P<0.05).The satisfaction of coders(80.22%vs 53.45%)and patients(84.89%vs 51.72%)in the observation group was markedly higher as against the controls(P<0.05).CONCLUSION The combination of computer networks and PDCA can improve the accuracy,efficiency,completion rate,and satisfaction of ICD-10 coding.展开更多
