The "smartphone" availability has increased in both developed and developing counffies even among people in rural and remotes areas. Telebased services can be used for screening ophthalmic diseases and also monitoring patients with known diseases. Electronic ophthalmologic records of the patients including captured images by smartphones from anterior and posterior segments of the eye will be evaluated by ophthalmologists, and if patients require further evaluations, they will be referred to experts in the relevant field. Eye diseases such as cataract, glaucoma, age-related macular degeneration, diabetic retinopathy, and retinopathy of prematurity are the most common causes of blindness in many countries and beneficial use of teleophthalmology with smartphones will be a good way to achieve the aim of VISION 2020 all over the world. Numerous studies have shown that teleophthalmology is similar to the conventional eye care system in clinical outcomes and even provides more patient satisfaction as it saves time and cost, This review explains how teleophthalmology helps to improve patient outcomes through smartphones.展开更多

However, suita- ble transmissions of tele-pr...Optical fiber has been used as typical physical transmission medium in Colombian high power substations for effective communication between substations and control centers. However, suita- ble transmissions of tele-protection services continues to be a challenging area in the electrical- supply sector since link stability as well as various performance tests suggest that link recurrence requirements still exhibit limitations when using Metroethernet networks in this context. At pre- sent, improvements have been achieved via proprietary protocols such as Mirrored Bits, which matches the performance of a tele-protection link transmission under normal operation conditions. However, this imposes commercial limitations on the Colombian electrical-supply sector since proprietary protocols hinder fair competition among manufacturers. This is the rationale behind conducting trials with precision time protocol as it is defined in IEEE 1588 standard. The main purpose is to validate whether, under real operation conditions, it is possible to substitute such tele-protection links via Metroethernet networks, yet considering a standard protocol that allows incorporating various pieces of equipment from different manufacturers into the system as well as providing common benefits derived from using this type of communication networks. The present work provides technical results obtained after conducting various simulated tele-trigger tests, including stress tests, where results-stability validation occurs through network-saturation simulations. These saturation conditions are achieved by incorporating additional traffic, which involves several switching events over link paths and permits validating tele-protection-response timing when specifically using IEEE 1588 precision time protocol. Based on the aforementioned reasons as well as on the resulting benefits, a series of laboratory tests have been defined in order to evaluate delay and availability on tele-protection services when transported over IP networks.展开更多

Different from the traditional event based control method, the new framework does not require every part of the system to be strictly event synchronized. Instead, it allows time referenced control components to be integrated into this framework, which makes it more convenient to develop Internet based control systems. Since there are two reference variables, time and event, in this architecture, how to coordinate these components with different references to keep the stability of the whole system is discussed in detail in this paper. To verify this new idea, an experiment was conducted to control the end effector of a PUMA robot tracking a continuous state trajectory given on-line by the remote operator. Ex-perimental results confirmed the stability of such systems being controlled through the Internet in real-time.展开更多

This study used TELES to simulate the earthquake scenario parameters, such as PGA distribution, casualty case, liquefaction potential index and the total number of occurring fires based on the Meinong fault seismic source. Finally, according to the most damaging areas of the simulation results, we propose to strengthen the important buildings and facilities such as the reservoir area, and the emergency responsive hospitals for a better seismic risk estimation and the earthquake disaster prevention and response. According to the simulation results analysis, we found the areas with the strongest magnitude were in Meinong Dist. in Kaohsiung city. Nevertheless, the areas suffering the serious disasters were in Tainan city. Due to the serious disasters occurring in Tainan city, it is crucial to discuss how to perform anti-earthquake practices in Tainan area and how to coordinate the support from different cities and counties.展开更多

Data was collected from expert (clinician) demonstrations for the procedure...In this paper, we propose a new prediction from expert demonstration (PED) methodology to improve reliability and safety in tele-surgery. Data was collected from expert (clinician) demonstrations for the procedure of trocar insertion. We encoded a set of force, torque and penetration trajectories by using a Gaussian mixture model (GMM). A generalization of these profiles and associated parameters were retrieved by Gaussian mixture regression (GMR). We validated the proposed methodology for tele-robotic placement of the trocar in two stages. First, we tested the efficacy of the proposed PED approach for handling transmission error and latency. Our results showed that for the average case (12% packet error and 1070 loss of packet), a 58.8~0 improvement in performance was obtained in comparison to using an extended Kalman filter. Next, we validated the methodology for surgical assistance on 15 participants. A haptic assistance mode was devised based on the proposed PED model to assist inexperienced operators to perform the procedure. The PED model was tested for instrument deviation, penetration force and penetration depth. Preliminary study results showed that participants with PED assistance performed the task with more consistency and exerted lesser penetration force than subjects without assistance.展开更多

A novel force feedback model is proposed based on velocity control of cylinder to determine environment force acting on fork glove. Namely, the feedback force is formed by the error of displacement of joystick with velocity and driving force of piston, and the gain is calculated by the driving force and threshold of driving force of hydraulic cylinder. Moreover, the variable gain improved algorithm is developed to overcome the defect for grasping soft object. The experimental results show that the identifying average error of inflection point can be reduced to less than O. 5 mm by using optimal treatment of robot off-line programming system. This study is based on different images processing in particular: </span><span style="font-family:Verdana;">1</span><span style="font-family:""><span style="font-family:Verdana;">) the colored combinations (1 to 5) and panchromatic (8) thematic mapping bands of the Landsat-8 (ETM</span><sup><span style="font-family:Verdana;">+</span></sup><span style="font-family:Verdana;">) satellite;</span></span><span style="font-family:Verdana;">2</span><span style="font-family:Verdana;">) Digital Elevation Model (DEM) image of Space Shuttle Radar Topography Mission (SRTM);</span><span style="font-family:Verdana;">3</span><span style="font-family:""><span style="font-family:Verdana;">) airborne geophysics (aeromagnetic and radiometric) images. In these images, four major directions of lineaments NS, NNE-SSW, NW-SE and EW would be related to the tectonic structures, have been identified and mapped. N-S to NE-SW oriented lineaments are more frequent followed by those NW-SE oriented. This is worsened by poor health-seeking behavior due to out-of-pocket expenditure health system financing being practiced by a greater percentage of the population. However, leveraging on the increasing population of Nigerian’s using communication technologies provides a viable and robust platform for improving patient’s care. Consequently, tele-health initiative provides a complementary approach to improving access to quality health and universal health system coverage. Tele-health initiative is Abia state’s input in progressing the Universal Health Coverage mandate of the Federal Government of Nigeria, anchored on the e-Health policy of Nigeria, after its adoption at the 58th NCH in Sokoto in 2016, of which Abia became the pioneer state for the Project. Abia state’s telecommunication market caters to almost 3.5 million active subscribers, making it the single largest provider of services in the state. Objective: The project is designed to ascertain the impact of the tele-health initiative on healthcare service coverage in Abia State. Methodology: This is a descriptive study with the quantitative and qualitative arm. The study was conducted in all the seventeen local government areas in the State. Result: 29,488 incoming calls were related to general health inquiries about basic information, counseling, and support that improved callers’ knowledge and attitude towards their health, concerns, and symptoms. Also, 66.8% of all calls (19,382) were for routine health information, complaints on mild everyday symptoms, chronic disease management, and follow-up care. About 29.6% of total calls (8751) were made by persons seeking information on socially stigmatizing topics and conditions.展开更多

At the scale of the studied area, these major linear structures (shear zones) are conjugated and create a partitioning of deformation through an anastomosed network of mylonitic shear zones which surround weakly deformed rock bodies. All these structures would be related to the Eburnean or post-Eburnean orogenic events in this Mako area.
文摘In Nigeria, Universal health coverage has been sub-optimal due to limited access and inequality. This is worsened by poor health-seeking behavior due to out-of-pocket expenditure health system financing being practiced by a greater percentage of the population. However, leveraging on the increasing population of Nigerian’s using communication technologies provides a viable and robust platform for improving patient’s care. Consequently, tele-health initiative provides a complementary approach to improving access to quality health and universal health system coverage. Tele-health initiative is Abia state’s input in progressing the Universal Health Coverage mandate of the Federal Government of Nigeria, anchored on the e-Health policy of Nigeria, after its adoption at the 58th NCH in Sokoto in 2016, of which Abia became the pioneer state for the Project. Abia state’s telecommunication market caters to almost 3.5 million active subscribers, making it the single largest provider of services in the state. Objective: The project is designed to ascertain the impact of the tele-health initiative on healthcare service coverage in Abia State. Methodology: This is a descriptive study with the quantitative and qualitative arm. The study was conducted in all the seventeen local government areas in the State. Result: 29,488 incoming calls were related to general health inquiries about basic information, counseling, and support that improved callers’ knowledge and attitude towards their health, concerns, and symptoms. Also, 66.8% of all calls (19,382) were for routine health information, complaints on mild everyday symptoms, chronic disease management, and follow-up care. About 29.6% of total calls (8751) were made by persons seeking information on socially stigmatizing topics and conditions.
文摘Modern telecommunication methods have many impacts on manufacturing, and tele service has become one of the strategic approaches to realize the ideas of a flexible manufacturing system. Monitoring and maintenance of production lines from the remote monitor center is an important application of such techniques. This paper presents a typical model of tele service systems and discusses the underlying challenges. RMMST (remote monitoring and maintenance system testbed), based on PC PLC and their networks which are used widely in production lines, is presented in detail as a concrete example. With the support of digital technique, RMMST can be used in the monitoring and maintenance of remote production lines conveniently.
