Rebuilding rural financial supervision system is conducive to normalizing rural financial order and forming the benign competitive situation; to clarifying the role played by rural financial organization and providing better financial services for "three agriculture";to forming safe rural financial environment to promote the development of rural economy and national economy. The restricting factors of rebuilding Chinese rural financial supervision system are analyzed. The major reasons are that rural financial legislation is relatively backward and the supervision department lacks the necessary legal basis. The administrative supervision is insufficient, which lead to the mal-position, administrative offside and vacancy of rural financial supervision;rural financial organization mechanism is unreasonable and the internal supervision mechanism is relatively bad;supervision organization of rural financial industry is imperfect and the function is imperfect; public's supervision awareness is weak and social supervision mechanism develops slowly. The paths for rebuilding Chinese rural financial supervision system are put forward including accelerating rural financial legislation to provide perfect legal evidence for rural financial supervision system; clarifying the position on governmental functions and fully displaying the leading role of rural financial supervision; establishing specialized rural financial supervision organization to perfect its supervision functions; vigorously cultivating people's supervision awareness to promote the development of social supervision mechanism.展开更多
Coal mine safety supervision system plays an important role in the coal mine safety management in China.However,the current supervision system is established on the basis of learning the advanced experience from other...Coal mine safety supervision system plays an important role in the coal mine safety management in China.However,the current supervision system is established on the basis of learning the advanced experience from other developed countries.It needs to be further improved according to national conditions.Therefore,the effectiveness of coal mine safety supervision system reform on three types of collieries are assessed by using time series analysis method based on comparative analysis of the supervision system before and after the reform in this paper.The regression results show that the structural reform is not conductive to the improvement of coal mine safety situation in the short term,but conductive significantly in the long term.Specifically,the effects in township coal mines are more significant than stateowned key coal mines in the long run,but negative effects also exist in the short term.The negative effects in state-owned key coal mines are non-significant compared with township coal mines.Moreover,the regression results are analyzed from the aspects of the closure policy of illegal small township coal mines at the end of 1998 and shortage of the new supervision system.Finally,the suggestions on improving the new supervision system are put forward based on the above analysis.展开更多

The main problems existing in the supervision of rural food safety are analyzed as follows: first, the legislative work of rural food safety lags behind to some extent; second, the supervision of governmental departments on rural food safety is insufficient; third, the industrial supervision mechanism of rural food security is not perfect; fourth, the role of rural social organizations in supervising food safety is limited; fifth, the farmers' awareness of food safety supervision is not strong. Considering the trinity-characteristics of bank supervision system consisting of the People's Bank of China(PBC), the CBRC and the financial offices of local governments,the following conclusions have been drawn: the amount of penalties on banking illegal transactions is not correlated with the supervision efficiency of China's commercial banks; the capital adequacy ratio, the loan to deposit ratio, the percentage point of the non-performing loan rate of urban commercial banks higher than that of the national joint-stock banks are negatively correlated with the supervision efficiency of China's commercial banks; the total asset variation of the PBC and the different loan balance in local and foreign currency of the banks are positively correlated with the supervision efficiency of China 's commercial banks, but the effect is minor. Therefore, China should give the capital adequacy ratio a full play in the bank supervision, accelerate the construction of supervision information system and improve the supervision function of the local governments.展开更多

Stochastic resonance can utilize the energy of noise to enhance weak frequency characteristic.This paper proposes an adaptive multi-stable stochastic resonance method assisted by the neural network(NN)and physics supe...Stochastic resonance can utilize the energy of noise to enhance weak frequency characteristic.This paper proposes an adaptive multi-stable stochastic resonance method assisted by the neural network(NN)and physics supervision(directly numerical simulation of the physical system).Different from traditional adaptive algorithm,the evaluation of the objective function(i.e.,fitness function)in iteration process of adaptive algorithm is through a trained neural network instead of the numerical simulation.It will bring a dramatically reduction in computation time.Considering predictive bias from the neural network,a secondary correction procedure is introduced to the reevaluate the top performers and then resort them in iteration process through physics supervision.Though it may increase the computing cost,the accuracy will be enhanced.Two examples are given to illustrate the proposed method.For a classical multi-stable stochastic resonance system,the results show that the proposed method not only amplifies weak signals effectively but also significantly reduces computing time.For the detection of weak signal from outer ring in bearings,by introducing a variable scale coefficient,the proposed method can also give a satisfactory result,and the characteristic frequency of the fault signal can be extracted correctly.展开更多
Drawing upon self-determination theory,this study examines the effects of vicarious abusive supervision on third-party’s self-efficacy and task performance within organizational contexts.Data were collected via surve...Drawing upon self-determination theory,this study examines the effects of vicarious abusive supervision on third-party’s self-efficacy and task performance within organizational contexts.Data were collected via surveys from 337 employees across diverse organizations.The results indicate that vicarious abusive supervision significantly undermines both self-efficacy and task performance among employees who are indirectly exposed to such behavior but not directly targeted.Furthermore,self-efficacy serves as a mediator between vicarious abusive supervision and task performance;however,this mediating effect is attenuated for employees with a high promotion focus.These findings provide valuable theoretical and practical insights,particularly in the domain of organizational behavior,by emphasizing the critical role of promotion focus in mitigating the negative effects of vicarious abusive supervision.This research contributes to the organizational behavior literature by shifting the focus from the traditional supervisor-subordinate dynamic to a third-party perspective,thereby enriching our understanding of how vicarious abusive supervision impacts employees within organizational settings.The study underscores the importance of self-efficacy and promotion focus as key factors in unethical leadership contexts.展开更多

文摘China's constitutional supervision exhibits the characteristics of Chinese-style democracy,showing a strong resonance with the essential attributes of“whole-process people's democracy”in socialist democratic politics.This system reflects a harmonious coordination between democracy and the rule of law,as well as a balance between democracy and efficiency.Chinese-style democratic elements can be thoroughly explored through both the supervisory body and the supervisory process.The legitimacy of the supervisory body is primarily demonstrated through its function,institutional setup,personnel,and organizational structure,while the supervisory process largely involves the legitimacy of matters and content.The National People's Congress(NPC)and its Standing Committee exercise independent constitutional supervisory powers that aid in reinforcing the mechanism of legitimacy chains,diversifying supervisory forms,and ensuring coherence across various functions.The entities subject to constitutional supervision possess varying degrees of democratic legitimacy,necessitating appropriate adjustments in the strength of supervision according to each entity.The extraction of elements of Chinese-style democracy from the constitutional supervision system aims to advance the standardization and proceduralization of constitutional supervision under the guiding principle of Chinese-style democracy.This approach ensures that constitutional supervision remains aligned with the path of socialism with Chinese characteristics and elevates constitutional implementation to a new level by fully utilizing the advantages of the institutional framework.
文摘The effective operation of a design assurance system cannot be achieved without the effective performance of the independent supervision function.As one of the core functions of the design assurance system,the purpose of the independent supervision function is to ensure that the system operates within the scope of procedures and manuals.At present,the function of independent supervision is a difficult and confusing issue for various original equipment manufacturers as well as suppliers,and there is an urgent requirement to put forward relevant requirements and form relevant methods.Based on the above mentioned objective,the basic requirements of the independent supervision function of design assurance system were studied,the problems and deficiencies in the organization,staffing,and methods existing in the current independent supervision function were analyzed,the improvement suggestions and measures for the performance of the independent supervision function from the aspects of the organization,staffing,procedures,and suppliers were put forward.The present work and conclusions provide guidance and direction for the effective operation of the design assurance system.

文摘Teaching quality is the core guarantee for universities to achieve their talent cultivation goals,and teaching supervision,as an important means of monitoring teaching quality,runs through the entire process of teaching management.Based on the teaching quality report of School A at University Z for the autumn semester of 2024,this paper systematically analyzes the current situation,problems,and causes of the teaching supervision mechanism through multi-dimensional data analysis of expert classroom observation,peer evaluation,and classroom feedback.On this basis,combined with the application prospects of artificial intelligence technology,it proposes paths to optimize the teaching supervision mechanism,including improving the classroom observation feedback mechanism,increasing supervision coverage,and strengthening the linkage between feedback and teaching reform,providing practical experience and theoretical support for improving teaching quality in universities.
文摘Stochastic resonance can utilize the energy of noise to enhance weak frequency characteristic.This paper proposes an adaptive multi-stable stochastic resonance method assisted by the neural network(NN)and physics supervision(directly numerical simulation of the physical system).Different from traditional adaptive algorithm,the evaluation of the objective function(i.e.,fitness function)in iteration process of adaptive algorithm is through a trained neural network instead of the numerical simulation.It will bring a dramatically reduction in computation time.Considering predictive bias from the neural network,a secondary correction procedure is introduced to the reevaluate the top performers and then resort them in iteration process through physics supervision.Though it may increase the computing cost,the accuracy will be enhanced.Two examples are given to illustrate the proposed method.For a classical multi-stable stochastic resonance system,the results show that the proposed method not only amplifies weak signals effectively but also significantly reduces computing time.For the detection of weak signal from outer ring in bearings,by introducing a variable scale coefficient,the proposed method can also give a satisfactory result,and the characteristic frequency of the fault signal can be extracted correctly.
文摘Drawing upon self-determination theory,this study examines the effects of vicarious abusive supervision on third-party’s self-efficacy and task performance within organizational contexts.Data were collected via surveys from 337 employees across diverse organizations.The results indicate that vicarious abusive supervision significantly undermines both self-efficacy and task performance among employees who are indirectly exposed to such behavior but not directly targeted.Furthermore,self-efficacy serves as a mediator between vicarious abusive supervision and task performance;however,this mediating effect is attenuated for employees with a high promotion focus.These findings provide valuable theoretical and practical insights,particularly in the domain of organizational behavior,by emphasizing the critical role of promotion focus in mitigating the negative effects of vicarious abusive supervision.This research contributes to the organizational behavior literature by shifting the focus from the traditional supervisor-subordinate dynamic to a third-party perspective,thereby enriching our understanding of how vicarious abusive supervision impacts employees within organizational settings.The study underscores the importance of self-efficacy and promotion focus as key factors in unethical leadership contexts.

文摘In recent years,the microloan industry has faced unprecedented challenges under strict regulatory policies.The adjustment of regulatory policies,such as raising the entry threshold and strengthening risk management,has significantly increased the compliance cost of small loan companies and limited their business operations.The industry faces major challenges such as narrow funding sources,increased difficulty in risk control,and intensified market competition.In response to these challenges,the microfinance industry actively explores the path of transformation and innovation,including the innovation of business models,the deepening of science and technology application,and the construction of cooperation and win-win mechanisms.At the same time,strengthening internal compliance management,actively responding to regulatory policy changes,and improving the level of industry self-discipline have become the key to the development of industry compliance.This paper deeply analyzes the development of the microfinance industry under strict supervision and puts forward corresponding countermeasures and suggestions.
