Evaluation of the sustainable development level of countries along the Belt and Road and its impact factors:Empirical analysis based on the Super-efficiency slacks-based measure and Tobit measure models 被引量:1

Sustainable development is an important component of the Belt and Road Initiative(BRI)and is of great significance for evaluating the levels of sustainable development of countries along this route(henceforth,BRI countries).Therefore,this study aims to identify the factors that influence the levels of sustainable development of BRI countries in a reasonable and objective manner.Eventually,this study employs the super efficiency slacks-based measure(Super-SBM)model,which considers unexpected outputs to measure the level of sustainable development of BRI countries.The dynamic change and composition of the sustainable development level of these countries are calculated using the global Malmquist-Luenberger index.Furthermore,the Tobit model is used to identify the factors influencing the level of sustainable development of BRI countries in general and in various categories.The empirical results suggest the following points.(a)The overall level of sustainable development of BRI countries is low,whereas those of high-income and middle-and high-income countries are relatively high.(b)The overall sustainable development levels of BRI countries declined to a certain extent in 2008 owing to the effect of the financial crisis,.However,the sustainable development level of other countries,barring low-income countries,has gradually increased since 2011.(c)Since 2008,technological progress has replaced technical efficiency as the main driving force behind the improvement of the sustainable development level of BRI countries.(d)A U-shaped relationship is observed between the economic and sustainable development levels of these countries.(e)The level of science and technology and the proportion of renewable energy consumption can promote the sustainable development of these countries.Moreover,a negative correlation exists between the level of opening to the outside world and that of sustainable development of countries that mainly export resource-based products and are dominated by labor-intensive export industries.Barring low-income countries,the energy structure plays an effective role in improving the level of sustainable development.Finally,the study presents suggestions for China in the process of coping with the sustainable development of relevant countries during its promotion of the BRI. 展开更多

The green development of Chongqing municipality is crucial in establishing a major ecological shield in the upper reaches of the Yangtze River.By developing a Super-SBM model and using the Malmquist index to analyze and calculate the green development efficiency and its influencing factors in Chongqing from 2011 to 2021,this study reveals an accelerating trend in the overall green development efficiency in Chongqing.The significant enhancement of green development efficiency in Chongqing is primarily attributed to changes in returns to scale.Pure technical efficiency and technological advancements have a considerable potential impact on improving green development efficiency in Chongqing.Furthermore,there are discernible disparities in green development efficiency among districts and counties in Chongqing,with different factors influencing these variations.Chongqing is suggested to promote clean and efficient energy utilization,bolster the application and commercialization of scientific and technological advancements,consistently advance ecological restoration and management,and elevate the quality of green development to a higher level. 展开更多

新疆各地(州、市)农业碳汇效应与低碳农业生产效率研究

随着气候变化问题日益严重,低碳农业发展成为全球范围内的重要课题。以新疆维吾尔自治区(简称新疆)为研究对象,分析2008—2022年新疆14个地(州、市)农业碳排放和碳汇效应的时空变化特征,并基于超效率SBM模型和DEA-Malmquist模型评估低... 随着气候变化问题日益严重,低碳农业发展成为全球范围内的重要课题。以新疆维吾尔自治区(简称新疆)为研究对象,分析2008—2022年新疆14个地(州、市)农业碳排放和碳汇效应的时空变化特征,并基于超效率SBM模型和DEA-Malmquist模型评估低碳农业生产效率。通过IPCC推荐的系数测算法计算农业碳排放量和农业碳汇量,得出农业净碳汇量;采用超效率SBM模型对低碳农业生产效率进行静态分析,而DEA-Malmquist模型则用于动态效率分析。结果表明,研究期内新疆农业净碳汇量始终为正值,但区域差异显著,北疆农业净碳汇量普遍高于南疆;低碳农业生产效率总体呈波动上升趋势,其中东疆效率最高,南疆最低,并且区域差距依然明显;技术进步对全要素生产率提升具有显著作用,尤其在部分地区技术创新和资源配置优化发挥了关键作用。研究结果为推动新疆低碳农业转型提供了数据支持和理论依据,同时为制定更加精准的区域低碳农业发展政策提供参考。 展开更多

目的通过分析2013—2022年内蒙古公共卫生资源供给效率,为提升地区公共卫生健康水平提供参考依据。方法基于DEA-Malmquist指数模型,利用投入产出法测算2013—2022十年间内蒙古地区公共卫生资源供给效率值,分析不同时期所处的规模报酬阶... 目的通过分析2013—2022年内蒙古公共卫生资源供给效率,为提升地区公共卫生健康水平提供参考依据。方法基于DEA-Malmquist指数模型,利用投入产出法测算2013—2022十年间内蒙古地区公共卫生资源供给效率值,分析不同时期所处的规模报酬阶段,并构建Tobit模型进行回归结果分析。结果空间维度上,2022年内蒙古地区有五个盟市综合技术效率为1.000,且规模报酬最佳,其余七个盟市综合技术效率、纯技术效率和规模效率均小于1.000。时间维度上,全要素生产指数的平均值为0.979,2013—2022年间效率水平整体呈下降趋势。外部影响因素中,人口密度有利于供给效率水平的提高,人均GDP、财政支出分权呈负相关影响,受教育水平和城镇化水平虽有影响但关系不显著。结论内蒙古地区各盟市间资源供给效率仍存在地区差异,应合理配置区域公共卫生资源供给,积极完善公共卫生资源供给制度,加快提升地区人才资源队伍建设。 展开更多

Climate change resulting from CO_2 emissions has become an important global environmental issue in recent years.Improving carbon emission performance is one way to reduce carbon emissions.Although carbon emission performance has been discussed at the national and industrial levels,city-level studies are lacking due to the limited availability of statistics on energy consumption.In this study,based on city-level remote sensing data on carbon emissions in China from 1992–2013,we used the slacks-based measure of super-efficiency to evaluate urban carbon emission performance.The traditional Markov probability transfer matrix and spatial Markov probability transfer matrix were constructed to explore the spatiotemporal evolution of urban carbon emission performance in China for the first time and predict long-term trends in carbon emission performance.The results show that urban carbon emission performance in China steadily increased during the study period with some fluctuations.However,the overall level of carbon emission performance remains low,indicating great potential for improvements in energy conservation and emission reduction.The spatial pattern of urban carbon emission performance in China can be described as"high in the south and low in the north,"and significant differences in carbon emission performance were found between cities.The spatial Markov probabilistic transfer matrix results indicate that the transfer of carbon emission performance in Chinese cities is stable,resulting in a"club convergence"phenomenon.Furthermore,neighborhood backgrounds play an important role in the transfer between carbon emission performance types.Based on the prediction of long-term trends in carbon emission performance,carbon emission performance is expected to improve gradually over time.Therefore,China should continue to strengthen research and development aimed at improving urban carbon emission performance and achieving the national energy conservation and emission reduction goals.Meanwhile,neighboring cities with different neighborhood backgrounds should pursue cooperative economic strategies that balance economic growth,energy conservation,and emission reductions to realize low-carbon construction and sustainable development. 展开更多

“双一流”建设目标驱动高校更加关注优化资源配置,拔尖创新人才培养需要更优的研究生教育资源配置予以支持。研究基于2018—2020年教育部直属63所高校面板数据,使用超效率DEA、Malmquist指数及Tobit回归,分析“双一流”建设高校研究生... “双一流”建设目标驱动高校更加关注优化资源配置,拔尖创新人才培养需要更优的研究生教育资源配置予以支持。研究基于2018—2020年教育部直属63所高校面板数据,使用超效率DEA、Malmquist指数及Tobit回归,分析“双一流”建设高校研究生教育资源配置效率及影响因素。研究发现,研究生教育资源配置效率呈波动上升趋势,主要受到技术进步指数影响,“双一流”建设成效显著,但资源管理水平制约了部分高校的资源配置效率提升;中部地区得益于技术效率而实现较高的综合效率,东、西、东北地区则需优化资源管理;医药院校、综合院校等研究生教育资源配置效率表现良好,师范院校需进一步巩固,农林院校和理工院校需进一步提升;高校排名、研究生生师比与研究生教育资源配置效率呈显著正相关。建议应优化资源管理制度体系,形成分类特色发展模式,完善科学评价监督体系,提高一流导师管理能力。 展开更多

“藏粮于技”是粮食稳产高产的重要保障。基于2002—2020年26个主要粮食生产省份的面板数据,利用三要素嵌套CES生产函数以及DEA-Malmquist模型测度农业技术进步偏向和粮食全要素生产率,并运用空间滞后模型分析农业技术进步偏向对粮食全... “藏粮于技”是粮食稳产高产的重要保障。基于2002—2020年26个主要粮食生产省份的面板数据,利用三要素嵌套CES生产函数以及DEA-Malmquist模型测度农业技术进步偏向和粮食全要素生产率,并运用空间滞后模型分析农业技术进步偏向对粮食全要素生产率的影响。结果表明,我国农业技术进步是非中性的,不同时间、地区以及不同粮食作物的农业技术进步偏向性均存在差异。研究期间我国整体技术进步偏向农业机械要素。不同于小麦整体的农机偏向型技术进步模式,稻谷、玉米的技术进步特征有明显的生化偏向性。2002—2020年间,粮食全要素生产率波动明显,且粮食主产区的综合生产效率明显优于非主产区。当前我国农机偏向型技术进步模式不利于粮食全要素生产率提升,具有明显的负向溢出效应,非主产区生化偏向型技术进步对粮食全要素生产率的促进作用更加明显。符合粮食技术进步偏向特征的技术创新更能促进粮食增产增收。因此,可以利用技术创新替代稀缺资源,在发挥农业机械化优势的同时,根据粮食生产自有禀赋发展并应用新型生物化学型技术,促进技术进步与粮食提效的良性循环。 展开更多

This paper introduces the method of data envelopment analysis (DEA) for evaluation of the degree of harmony between water resources and economic development of the water conservancy area of China's South-to-North Water Diversion Project (SNWDP). For this evaluation, a super-efficiency DEA (SEDEA) model was developed based on the super-efficiency method. To verify the applicability of the SEDEA model, both the SEDEA model and a normal-efficiency DEA (NEDEA) model were used to evaluate the degree of harmony between water resources and economic development of typical cities in the SNWDP water conservancy area. The results show that the SEDEA model ranks the degree of harmony of typical cities more efficiently than the NEDEA model, and thus can better evaluate the degree of harmony between water resources and economic development of different cities than the NEDEA model. Furthermore, the SEDEA model can be applied as an operational research tool in regional water resources management. 展开更多

粮食安全是民心稳定、国泰民安的前提与基石,提高粮食效率无疑是保障粮食安全的最有效途径。选取2015—2020年中国31个省(市)的面板数据,选用DEA-Malmquist指数和Tobit模型,测算并分析了影响我国粮食效率的生产要素和评价指标。结果表明... 粮食安全是民心稳定、国泰民安的前提与基石,提高粮食效率无疑是保障粮食安全的最有效途径。选取2015—2020年中国31个省(市)的面板数据,选用DEA-Malmquist指数和Tobit模型,测算并分析了影响我国粮食效率的生产要素和评价指标。结果表明:中国31个省(市)的粮食生产效率随年份变化呈现出稳步上升的趋势,并表现出较大的地域差异。农村居民人均可支配收入与粮食效率之间呈显著的正相关,R&D经费与其则呈显著的负相关。因此,我国应大力提升农业生产技术水平,兼顾落实农业经济一体化,完善财政支农机制,提高支农资金的使用率,从而促使各省共同提高国家粮食效率。 展开更多

Moreover, it can foster new economic point of growth and international competitiveness. This essay uses the super efficiency DEA model and Malmquist index method to analyze the performance of new-energy-automotive industry listing corporation. The data is from Year 2011 to 2013. In 2000-2004, GWCAEE in Henan Province was better. During 2005-2014, GWCAEE in Henan Province showed a fluctuating decline and continued to be in an inefficient state. In recent years, GWCAEE has developed well. Through the grey incidence analysis between 12 influencing factors including endogenous factors and exogenous factors and GWCAEE, it is found that the six leading factors of GWCAEE in Henan Province are agricultural structure, financial input for agriculture, number of agricultural employees, crop sown area, consumption of chemical pesticide, consumption of agricultural diesel oil. Starting from the basic elements and operational requirements of the distribution network containing distributed generation, the energy efficiency assessment metric set is constructed. On this basis, the concept of generalized energy efficiency function is defined, and the super-efficiency model is used to assess the energy efficiency of the distribution network containing distributed generation. Finally, an example is given to evaluate and analyze energy efficiency. The results confirm the validity of the proposed method. 展开更多

Study on eco-efficiency and influencing factors of freshwater aquaculture based on the Super-NSBM model in the Yangtze River Economic Belt

Ecological efficiency is a crucial index to evaluate the green development of freshwater aquaculture industry,which is an important factor for its rapid and sustainable development.Taking the Yangtze River Economic Belt from 2014 to 2022 as an example,the Super-NSBM model was used to estimate the freshwater aquaculture's ecological efficiency and phased efficiency.The influence mechanism of freshwater aquacultural ecological efficiency was investigated by the Tobit model.Then,the dynamic evolution of the total factor productivity was analyzed by the super-efficiency SBM-Malmquist index.The results showed that:(1)During the study period,the average ecological efficiency of freshwater aquaculture in the Yangtze River Economic Belt was greater than 1,beyond the valid value.Respectively,showing upper stream>middle stream>down-stream;In terms of stages,the efficiency in the first stage is generally higher than that in the second stage.(2)From the dynamic perspective of efficiency,the total factor productivity of freshwater aquaculture is more influenced by the efficiency of technological progress.(3)From the perspective of influencing factors,the structural adjustment of aquaculture,the degree of marketization and the level of economic development impact positively the ecological efficiency and phased efficiency of freshwater aquaculture,while the disaster rate has a negative effect on both of them;Training intensity has an adverse influence on the first stage. 展开更多

In the decisive stage of developing of a moderately prosperous society in all aspects,hazy weather has become a major obstacle to the further advancement of China.Therefore,improving the level and efficiency of haze governance has become essential.Based on the DPSIR model,this paper builds a haze governance level and efficiency index system using the entropy method and the super-efficiency data envelope-analysis(DEA)model to analyze the data for 31 cities in North China from 2007 to 2016.From the aspects of spatial differences and influence factors influencing the comparative analysis,the results are as follows.(1)During the investigation period,the level and efficiency of city haze governance in North China showed a trend of fluctuation and decline,with obvious stages in their characteristics.Haze governance efficiency is much higher than its level,and its mean value reaches the DEA level which indicates that it is effective.(2)A significant regional gradient difference occurs between these two aspects.The haze governance level presents a convex distribution pattern of"east low–middle high–west low",while the haze governance efficiency presents a concave distribution pattern of"east high–middle low–west high".(3)The regression results show that economic growth has a negative effect on both haze governance level and efficiency.By contrast,the industrial structure has a positive effect on haze governance level and efficiency,but the significance of its effect on these two is different.On this basis,policy suggestions are proposed for improving the level and efficiency of haze governance in various cities in North China. 展开更多
