Despite their strategic hydrological importance for neighbouring areas,the Polish Carpathians are experiencing spatial chaos,which may weaken their adaptability to the progressive climate change.The article attempts t...Despite their strategic hydrological importance for neighbouring areas,the Polish Carpathians are experiencing spatial chaos,which may weaken their adaptability to the progressive climate change.The article attempts to answer the question of whether spatial planning,which is supposed to guarantee spatial order,fulfils its role and whether the knowledge of the natural conditions of spatial development is respected in the spatial planning process.Using GIS techniques,up to 238 communes were analysed in terms of their spatial coverage,the degree of scattered settlement,and the violation of natural barriers by location of buildings in areas that are threatened with mass movements or floods;by settlement on excessively inclined slopes and in areas with adverse climatic conditions.Spearman non-parametric rank correlation analysis and the multidimensional Principal Component Analysis(PCA)technique were performed to investigate relations between spatial chaos indicators and the planning situation.The analysis of the data has revealed that spatial planning does not fulfil its role.Serious errors in location of buildings have been noted even though the communes are covered by local spatial development plans.Scientific knowledge is not sufficiently transferred into planning documents,and bottom-up initiatives cannot replace systemic solutions.There is a need for strengthening the role of environmental studies documents in the spatial planning system.This would facilitate the transfer of scientific knowledge into the planning process and help to protect mountain areas.The development of a special spatial strategy for the Polish Carpathians in compliance with the Carpathian Convention is also recommended.展开更多

Rural spatial governance has become an important part of the spatial governance system under the unified management of urban and rural spaces.In-depth theoretical and practical research on rural spatial governance in ...Rural spatial governance has become an important part of the spatial governance system under the unified management of urban and rural spaces.In-depth theoretical and practical research on rural spatial governance in terms of promoting national spatial planning can help improve the planning and regulation system of rural space.Beginning with a description of rural spatial governance,this paper constructs a theoretical analysis framework of rural spatial governance based on the comprehensive perspective of spatial governance.The study also discusses the internal processes and feasible paths of rural spatial governance in territorial spatial planning and outlines the theoretical and practical research for enhancing rural spatial governance.The conclusions are as follows:(1)Rural spatial governance starts with the coordination theory of human-land relationships in the rural regional system.Through planning and negotiation,governance has effective regulation of rural space and allocates spatial rights in an orderly manner.Rural spatial governance highlights the comprehensive governance processes that combine"top-down"and"bottom-up"participation by multiple subjects.(2)Through the"action-efficiency-target"system,the comprehensive governance analysis framework of"matter-organization-ownership"in rural space provides an effective scheme for constructing rural spatial governance.Rural spatial governance is characterized by both rigidity and flexibility,the interaction between physical space and spatial relationships,and the superposition of spatial ownership and spatial organization.(3)The rural spatial governance features of interconnecting various scales(regional–village–plot)are conducive to improving the rural spatial governance system.(4)The governance means,participation modes,and value-sharing mechanisms of rural spatial governance help enrich the territorial spatial planning system,promote the integration of multiple regulations,refine the regulation of land use,and ensure good rural governance and ecological governance.展开更多
The topic of ground movements in Germany has been studied extensively in the past,especially in the field of active mines.The active hard coal mines in Germany were finally shut down in 2018 and lignite mining is expe...The topic of ground movements in Germany has been studied extensively in the past,especially in the field of active mines.The active hard coal mines in Germany were finally shut down in 2018 and lignite mining is expected to take place only until 2038.The so-called long-term liabilities of the mine operators in Germany include,among other things,the long-term guarantee of stability and thus the monitoring of ground motion.So far,the economic use of underground mining in Germany was mainly the supply of raw materials.In the future,the underground storage of compressed air,methane or hydrogen will play an important role in renewable energy supply and climate change.Therefore,the underground storage space will become more important and the spatial planning is essential to ensure availability of safe underground openings for the various options of environmentally friendly energy storage.However,this renewed usage of underground openings may also bring new and sometimes unknown challenges of geomechanical influence.The aftermath of hard coal and lignite mining will be an increasing challenge in mining subsidence engineering.On the other hand,new possibilities due to underground spatial planning may lead to subsidence and/or heaving of the upper surface.展开更多
The Yarlung Zangbo River Basin(YZRB)is a key ecological protection area on the Qinghai-Tibet Plateau(QTP).Determination of the ecosystem service values(ESVs)can help recognize the benefits of sustainable management.It...The Yarlung Zangbo River Basin(YZRB)is a key ecological protection area on the Qinghai-Tibet Plateau(QTP).Determination of the ecosystem service values(ESVs)can help recognize the benefits of sustainable management.It is gradually becoming the main path that constructs plateau spatial planning of integrating ecological protection,and achieves global sustainable development goals(SDGs)in China.In this paper,the spatio-temporal dynamic evolutions of the ESVs were estimated on the multiple scales of“basin,subbasin and watershed”from 1980 to 2015.The main factors influencing ESVs were explored in terms of physical geography,human activities,and climate change.It had been proposed that sustainable spatial planning including ecological protection,basin management,and regional development was urgent to set up.Our results show that the increase in wetland and forest and results in an increase of 9.4%in the ESVs.Attention should be paid to the reduction of water and grassland.Water conservation(WC),waste treatment(WT),and soil formation and conservation(SFC)are the most important ecosystem services in the YZRB.At present,the primary problem is to solve the ESVs decreasing caused by glacier melting,grassland degradation,and desertification in the upper reaches region.The middle reaches should raise the level of supply services.Regulation services should be increased in the lower reaches region on the premise of protecting vegetation.The ESVs in adjacent watersheds are interrelated and the phenomenon of“high agglomeration and low agglomeration”is obvious,existing hot-spots and cold-spots of ESVs.Additionally,when the altitude is 4500-5500 m,the temperature is 3-8°C,and the annual precipitation is 350-650 mm,ESVs could reach its maximum.A framework of sustainable plateau spatial planning could provide references to delimit the ecological protection red line,key ecological function zone,and natural resource asset accounting on the QTP.展开更多
Marine spatial planning(MSP)is designed to divide the sea area into different types of functional zones,to implement corresponding development activities.However,the long-term impacts of anthropogenic activities assoc...Marine spatial planning(MSP)is designed to divide the sea area into different types of functional zones,to implement corresponding development activities.However,the long-term impacts of anthropogenic activities associated with MSP practice on the marine microbial biosphere are still unclear.Yalu River Estuary,a coastal region in northeast of China,has been divided into fishery&agricultural(F&A)zone,shipping&port(S&P)zone and marine protected area(MPA)zone by a local MSP guideline that has been run for decades.To examine the effects of long-term executed MSP,benthic bacterial communities from different MSP zones were obtained and compared in this study.The results revealed significant differences in the bacterial community structure and predict functions among different zones.Bacterial genera enriched in different zones were identified,including SBR1031 in MPA,Woeseia and Sva0996 in S&P,and Halioglobus in F&A.In addition,correlations between some bacterial genera and sediment pollutants were uncovered.Furthermore,bacteria related to sulphide production were more abundant in the F&A zone,which was according to the accumulation of sulphides in this area.Moreover,bacteria associated with chemoheterotrophy and fermentation were more predominant in the S&P zone,consistent with high levels of organic matter and petroleum caused by shipping.Our findings indicated benthic bacterial communities could bring to light the anthropogenic activity footprints by different activities induced by long-term MSP practice.展开更多

As regional economy globalizes, urban systems in many countries are making their transition from the scale-based hierarchy to the networked system, while that in China still maintains an administrative stratification. The paper discussed the triumph of Baigou Town in the East Baoding Sub-center Campaign. It significantly shattered the administrative hierarchy of the urban system in China, which owes largely to the new type of economical development, i.e. government-led fixed assets investment and real estate development, as demonstrated in the urban expansion. Under the pattern of "territory" logic, spatial planning not only lost efficacy, but also stimulated bottom-up over development in local areas. The paper recommended foreign action- and collaboration-oriented urban planning theories, and that the absolute top-down spatial blueprint planning must be abandoned, and a harmonious synergy of planning roles, work content and methodology be facilitated.展开更多

The paper was based on the results of an inspection of 5896 already built houses at Mepe in the Volta Re...This paper explored the antecedents and the role of local artisans in Spatial Planning (SP) activities in Ghana. The paper was based on the results of an inspection of 5896 already built houses at Mepe in the Volta Region of Ghana. A mixed method research approach was used to gather the data through snowball non-probability sampling technique. It enabled the researchers to identify 100 local artisans. Survey questionnaires were used, which was followed by structured interviews with five (5) elders who lived in the town for over 65 years. The results showed that the early houses were built on community lands with mud and thatch clustered with narrow and unnamed alleys. Property owners heavily depended on local artisans for professional guidance, although some artisans were ill-trained and unaware of existing government SP regulations. The study was limited to artisans who practiced at the local community level. The findings showed that many local artisans were poorly trained, resulting in poor workmanship and non-compliance with local planning regulations. The paper recommends the integration of SP into the artisanal curricula at both local and national levels to improve their skills.展开更多

The conservation objectives of protected areas have shifted from a narrow emphasis on biodiversity to...Establishing and maintaining protected areas is a pivotal strategy for attaining the post-2020 biodiversity target. The conservation objectives of protected areas have shifted from a narrow emphasis on biodiversity to encompass broader considerations such as ecosystem stability, community resilience to climate change, and enhancement of human well-being. Given these multifaceted objectives, it is imperative to judiciously allocate resources to effectively conserve biodiversity by identifying strategically significant areas for conservation, particularly for mountainous areas. In this study, we evaluated the representativeness of the protected area network in the Qin ling Mountains concerning species diversity, ecosystem services, climate stability and ecological stability. The results indicate that some of the ecological indicators are spatially correlated with topographic gradient effects. The conservation priority areas predominantly lie in the northern foothills, the southeastern, and southwestern parts of the Qinling Mountain with areas concentrated at altitudes between 1,500-2,000 m and slopes between 40°-50° as hotspots. The conservation priority areas identified through the framework of inclusive conservation optimization account for 22.9 % of the Qinling Mountain. Existing protected areas comprise only 6.1 % of the Qinling Mountain and 13.18 % of the conservation priority areas. This will play an important role in achiev ing sustainable development in the region and in meeting the post-2020 biodiversity target. The framework can advance the different objectives of achieving a quadruple win and can also be extended to other regions.展开更多
The exploration of the variability of spatial spillovers of ecosystem services(ESs)across scales is essential for sustainable regional development.Using advanced models such as In VEST,Geodetector,MGWR,and SLM/SEM/SDB...The exploration of the variability of spatial spillovers of ecosystem services(ESs)across scales is essential for sustainable regional development.Using advanced models such as In VEST,Geodetector,MGWR,and SLM/SEM/SDB,this study investigates spatial heterogeneity and cross-regional effects on ESs at the raster and county scales.Key findings from 2000 to 2020 include an upward trend in ESs,with pronounced regional variations.The southern Yellow River Basin(YRB)shows higher levels of water yield,carbon sequestration,soil retention,and habitat quality,while the northern areas score lower,except for food provisioning in central and lower regions.The overall ES index has risen,particularly in the southern part,aligning with China's ecological patterns and showing significant cross-regional benefits.At various scales,natural elements,landscape configurations,and human influences significantly impact ESI,with different cross-regional effects.While natural and landscape indices demonstrate substantial cross-regional impacts at the raster scale,human influence is more apparent at the county scale.The identified cross-regional impacts underscore the interconnectedness of regional ES and sustainability,extending to nearby areas.Spatial management and planning may be limited by zoning and regulations.This study underscores regional ecosystem spatial spillovers and cross-scale knowledge differences and linkages,introducing new perspectives and methods for spatial planning in watersheds to support sustainable ecosystem optimisation.展开更多
Systems thinking is crucial in developing strategies for managing and allocating resources in complex scenarios.In the Global South,Pakistan faces challenges such as water scarcity and energy crises,which require inte...Systems thinking is crucial in developing strategies for managing and allocating resources in complex scenarios.In the Global South,Pakistan faces challenges such as water scarcity and energy crises,which require integrated approaches.This study combines long-range energy alternatives planning(LEAP)with a water evaluation and planning system(WEAP)to explore potential strategies for managing interconnected water and energy resources in Pakistan.The aim of this work is to identify policy flaws and assess the consequences of water–energy decisions in Pakistan.The findings suggest that maintaining the current status quo will hinder Pakistan’s goal of reducing its water consumption by 30%by 2027 and its energy usage by 50%by 2030.Innovative modeling scenarios suggest that energy and water consumption reductions in the agricultural,domestic,industrial,and transport sectors could save up to 15%energy usage by 2050.However,water-saving strategies can inadvertently lead to increased energy consumption,particularly in the agricultural and industrial sectors,with projections reaching an additional 2.8 million tonnes of oil equivalent(MTOE)by 2050.Realizing Pakistan’s policy goals and meeting its targets present considerable challenges for the government,especially against the backdrop of severe economic conditions.Current policies necessitate significant investments of 145 billion PKR(∼500 million EUR or USD)for water conservation and an additional 10 billion PKR for energy-conservation measures by 2030.Despite international financial aid,the success of these initiatives is at risk due to political instability,administrative weaknesses,and institutional shortcomings.展开更多

文摘The topic of ground movements in Germany has been studied extensively in the past,especially in the field of active mines.The active hard coal mines in Germany were finally shut down in 2018 and lignite mining is expected to take place only until 2038.The so-called long-term liabilities of the mine operators in Germany include,among other things,the long-term guarantee of stability and thus the monitoring of ground motion.So far,the economic use of underground mining in Germany was mainly the supply of raw materials.In the future,the underground storage of compressed air,methane or hydrogen will play an important role in renewable energy supply and climate change.Therefore,the underground storage space will become more important and the spatial planning is essential to ensure availability of safe underground openings for the various options of environmentally friendly energy storage.However,this renewed usage of underground openings may also bring new and sometimes unknown challenges of geomechanical influence.The aftermath of hard coal and lignite mining will be an increasing challenge in mining subsidence engineering.On the other hand,new possibilities due to underground spatial planning may lead to subsidence and/or heaving of the upper surface.

文摘The Yarlung Zangbo River Basin(YZRB)is a key ecological protection area on the Qinghai-Tibet Plateau(QTP).Determination of the ecosystem service values(ESVs)can help recognize the benefits of sustainable management.It is gradually becoming the main path that constructs plateau spatial planning of integrating ecological protection,and achieves global sustainable development goals(SDGs)in China.In this paper,the spatio-temporal dynamic evolutions of the ESVs were estimated on the multiple scales of“basin,subbasin and watershed”from 1980 to 2015.The main factors influencing ESVs were explored in terms of physical geography,human activities,and climate change.It had been proposed that sustainable spatial planning including ecological protection,basin management,and regional development was urgent to set up.Our results show that the increase in wetland and forest and results in an increase of 9.4%in the ESVs.Attention should be paid to the reduction of water and grassland.Water conservation(WC),waste treatment(WT),and soil formation and conservation(SFC)are the most important ecosystem services in the YZRB.At present,the primary problem is to solve the ESVs decreasing caused by glacier melting,grassland degradation,and desertification in the upper reaches region.The middle reaches should raise the level of supply services.Regulation services should be increased in the lower reaches region on the premise of protecting vegetation.The ESVs in adjacent watersheds are interrelated and the phenomenon of“high agglomeration and low agglomeration”is obvious,existing hot-spots and cold-spots of ESVs.Additionally,when the altitude is 4500-5500 m,the temperature is 3-8°C,and the annual precipitation is 350-650 mm,ESVs could reach its maximum.A framework of sustainable plateau spatial planning could provide references to delimit the ecological protection red line,key ecological function zone,and natural resource asset accounting on the QTP.

文摘Marine spatial planning(MSP)is designed to divide the sea area into different types of functional zones,to implement corresponding development activities.However,the long-term impacts of anthropogenic activities associated with MSP practice on the marine microbial biosphere are still unclear.Yalu River Estuary,a coastal region in northeast of China,has been divided into fishery&agricultural(F&A)zone,shipping&port(S&P)zone and marine protected area(MPA)zone by a local MSP guideline that has been run for decades.To examine the effects of long-term executed MSP,benthic bacterial communities from different MSP zones were obtained and compared in this study.The results revealed significant differences in the bacterial community structure and predict functions among different zones.Bacterial genera enriched in different zones were identified,including SBR1031 in MPA,Woeseia and Sva0996 in S&P,and Halioglobus in F&A.In addition,correlations between some bacterial genera and sediment pollutants were uncovered.Furthermore,bacteria related to sulphide production were more abundant in the F&A zone,which was according to the accumulation of sulphides in this area.Moreover,bacteria associated with chemoheterotrophy and fermentation were more predominant in the S&P zone,consistent with high levels of organic matter and petroleum caused by shipping.Our findings indicated benthic bacterial communities could bring to light the anthropogenic activity footprints by different activities induced by long-term MSP practice.

文摘Economy is a major force in determining the hierarchy of urban system. As regional economy globalizes, urban systems in many countries are making their transition from the scale-based hierarchy to the networked system, while that in China still maintains an administrative stratification. The paper discussed the triumph of Baigou Town in the East Baoding Sub-center Campaign. It significantly shattered the administrative hierarchy of the urban system in China, which owes largely to the new type of economical development, i.e. government-led fixed assets investment and real estate development, as demonstrated in the urban expansion. Under the pattern of "territory" logic, spatial planning not only lost efficacy, but also stimulated bottom-up over development in local areas. The paper recommended foreign action- and collaboration-oriented urban planning theories, and that the absolute top-down spatial blueprint planning must be abandoned, and a harmonious synergy of planning roles, work content and methodology be facilitated.

文摘Village planning is an important part of land spatial planning and an important measure to implement rural strategy.At present,the preparation of village planning is not complete,and the establishment of technical guidelines is not systematic.Therefore,the course of the development of domestic village planning and the common problems are analyzed.Taking Wentang Village,Yichun City,Jiangxi Province as an example,this paper considers the contents of land use,industrial development,residential layout,ecological environment renovation and historical and cultural inheritance from the perspective of multi-plan integration.This paper discusses the establishment method of the new round of village planning,and puts forward the safeguard measures for the implementation of the planning,so as to provide reference for the establishment of the new round of village planning.
文摘With the rapid development of China’s social economy,village planning is increasingly important.Departments should fully draw up practical village plan“integrating various plans”.In the context of“rural revitalization”,how to better promote“rural revitalization”and realize the concept that“lucid waters and lush mountains are invaluable assets”is a difficult problem in front of everyone.After many years of pilot of“integrating various plans”,“five levels,three categories and four systems”have been formed,but the territorial spatial planning in the new era under the construction of ecological civilization still faces many problems and challenges.In this paper,the practical village planning of“integrating various plans”under the background of territorial spatial planning was analyzed,aiming to establish and improve a complete rural spatial system and provide an effective scheme for rural governance mechanism by analyzing and refining the key points of rural planning.
文摘This paper explored the antecedents and the role of local artisans in Spatial Planning (SP) activities in Ghana. The paper was based on the results of an inspection of 5896 already built houses at Mepe in the Volta Region of Ghana. A mixed method research approach was used to gather the data through snowball non-probability sampling technique. It enabled the researchers to identify 100 local artisans. Survey questionnaires were used, which was followed by structured interviews with five (5) elders who lived in the town for over 65 years. The results showed that the early houses were built on community lands with mud and thatch clustered with narrow and unnamed alleys. Property owners heavily depended on local artisans for professional guidance, although some artisans were ill-trained and unaware of existing government SP regulations. The study was limited to artisans who practiced at the local community level. The findings showed that many local artisans were poorly trained, resulting in poor workmanship and non-compliance with local planning regulations. The paper recommends the integration of SP into the artisanal curricula at both local and national levels to improve their skills.

文摘With the gradual improvement of people's living standards, people's demand for various resources related to life is also increasing. The increase of supply is driven by the growth of demand. In order to meet these needs, suppliers over grab all kinds of natural resources in the land space, resulting in the destruction and even depletion of natural resources such as forests, rivers, land, mineral resources and air environment in some areas, and the imbalance of local ecosystem functions. Land spatial planning is the general guidance and hard constraint to guide various regional development and construction activities in a certain period of time. When planning land and space, we must attach great importance to the protection of natural resources and ecological environment, fully carry out the double evaluation of resource and environmental carrying capacity and the suitability of land and space development, and follow the environmental control requirements of "three lines and one order" (i.e. ecological protection red line, environmental quality bottom line, resource utilization online and ecological environment access list), Ensure that the ecosystem can still maintain a stable balance and the environmental quality can be continuously improved during the implementation of land spatial planning.

However, due to the scattered characteristics of this work, it is difficult to fully implement the related work, resulting in the general lack of national awareness of natural resources protection and the difficulty in achieving the expected results of ecological environment restoration and management. The reform of the super-ministerial system and the policy of "integrating multiple regulations" implemented by the state have played a crucial role in promoting the protection and management of the country's natural resources. This paper will carry out an in-depth study on land and space planning and natural resource management, and put forward reasonable management strategies, in order to provide some theoretical reference for the related work.
文摘Urban underground public space has a synergistic effect with its surrounding urban aboveground functions or facilities,which reflects the complementarity between underground functions and urban functions.The research analyses the degree of integration through the case study of urban aboveground space and underground space in China.The research method of this paper will give different evaluation criteria to public transport and public space and the influencing factors of space integration.The indicators of public transport include the number of subway lines and underground parking spaces.The evaluation standard of public space is the area of underground space and the number of floors of underground space.The subway entrance and exits are selected as the evaluation index for the aboveground and underground transition space.Through the specific analysis of 7 selected cases,it provides arguments for the research.The average rent in the case is taken as the dependent variable.Through the regression model,the influencing factors of the integration of aboveground and underground space are determined.The purpose of the study is to explore the influencing factors of the integration of aboveground space and underground space,and how to optimize the integration of aboveground and underground space.

文摘Village planning is a type of detailed planning in the territorial and spatial planning system which consists of planning of three types (i.e.,master planning,detailed planning,and sectoral planning) at five levels (i.e.,state,province,city,county,and town/township),undertaking the statutory mission of resource element control and construction activity implementation in rural areas.Villages on the fringe of large cities are influenced by both urban and rural development due to their special geographical location,which has led to great difficulties in planning formulation.As a result,the results and effects of such planning have great demonstrative values.How to leverage the unique characteristics and values of these villages to solve the problems existing in the entire process from planning to construction,is a challenge in the formulation,utilization,and administration of village planning in the territorial and spatial planning system.Through a case study of the Wuhan Donghu Hi-Tech Development Zone,this paper focuses on addressing the needs of establishing a hierarchical planning content system,innovating the land use control mode,building a hierarchical approval system,and creating a categorized administrative system in the territorial and spatial master planning.Furthermore,it proposes practical strategies for village planning formulation,approval,and administration on the fringe of large cities,with the aim to provide reference for village planning in other regions.

文摘Establishing and maintaining protected areas is a pivotal strategy for attaining the post-2020 biodiversity target. The conservation objectives of protected areas have shifted from a narrow emphasis on biodiversity to encompass broader considerations such as ecosystem stability, community resilience to climate change, and enhancement of human well-being. Given these multifaceted objectives, it is imperative to judiciously allocate resources to effectively conserve biodiversity by identifying strategically significant areas for conservation, particularly for mountainous areas. In this study, we evaluated the representativeness of the protected area network in the Qin ling Mountains concerning species diversity, ecosystem services, climate stability and ecological stability. The results indicate that some of the ecological indicators are spatially correlated with topographic gradient effects. The conservation priority areas predominantly lie in the northern foothills, the southeastern, and southwestern parts of the Qinling Mountain with areas concentrated at altitudes between 1,500-2,000 m and slopes between 40°-50° as hotspots. The conservation priority areas identified through the framework of inclusive conservation optimization account for 22.9 % of the Qinling Mountain. Existing protected areas comprise only 6.1 % of the Qinling Mountain and 13.18 % of the conservation priority areas. This will play an important role in achiev ing sustainable development in the region and in meeting the post-2020 biodiversity target. The framework can advance the different objectives of achieving a quadruple win and can also be extended to other regions.

文摘The exploration of the variability of spatial spillovers of ecosystem services(ESs)across scales is essential for sustainable regional development.Using advanced models such as In VEST,Geodetector,MGWR,and SLM/SEM/SDB,this study investigates spatial heterogeneity and cross-regional effects on ESs at the raster and county scales.Key findings from 2000 to 2020 include an upward trend in ESs,with pronounced regional variations.The southern Yellow River Basin(YRB)shows higher levels of water yield,carbon sequestration,soil retention,and habitat quality,while the northern areas score lower,except for food provisioning in central and lower regions.The overall ES index has risen,particularly in the southern part,aligning with China's ecological patterns and showing significant cross-regional benefits.At various scales,natural elements,landscape configurations,and human influences significantly impact ESI,with different cross-regional effects.While natural and landscape indices demonstrate substantial cross-regional impacts at the raster scale,human influence is more apparent at the county scale.The identified cross-regional impacts underscore the interconnectedness of regional ES and sustainability,extending to nearby areas.Spatial management and planning may be limited by zoning and regulations.This study underscores regional ecosystem spatial spillovers and cross-scale knowledge differences and linkages,introducing new perspectives and methods for spatial planning in watersheds to support sustainable ecosystem optimisation.

文摘Systems thinking is crucial in developing strategies for managing and allocating resources in complex scenarios.In the Global South,Pakistan faces challenges such as water scarcity and energy crises,which require integrated approaches.This study combines long-range energy alternatives planning(LEAP)with a water evaluation and planning system(WEAP)to explore potential strategies for managing interconnected water and energy resources in Pakistan.The aim of this work is to identify policy flaws and assess the consequences of water–energy decisions in Pakistan.The findings suggest that maintaining the current status quo will hinder Pakistan’s goal of reducing its water consumption by 30%by 2027 and its energy usage by 50%by 2030.Innovative modeling scenarios suggest that energy and water consumption reductions in the agricultural,domestic,industrial,and transport sectors could save up to 15%energy usage by 2050.However,water-saving strategies can inadvertently lead to increased energy consumption,particularly in the agricultural and industrial sectors,with projections reaching an additional 2.8 million tonnes of oil equivalent(MTOE)by 2050.Realizing Pakistan’s policy goals and meeting its targets present considerable challenges for the government,especially against the backdrop of severe economic conditions.Current policies necessitate significant investments of 145 billion PKR(∼500 million EUR or USD)for water conservation and an additional 10 billion PKR for energy-conservation measures by 2030.Despite international financial aid,the success of these initiatives is at risk due to political instability,administrative weaknesses,and institutional shortcomings.
