The <i>general purpose of the research</i>—systematical clarifying and explicating the too vague proper philosophical concepts of space, void, matter, motion, inertia, for making a logical harmony between them and the corresponding notions of proper physics. The <i>special purpose of the research</i>—invention (construction) of a <i>formal inference of the well-known Newton’s first law of mechanics</i> within a logically formalized axiomatic epistemology system from a set of precisely defined presumptions. For realizing this aim <i>the following work has been done</i>: a two-valued algebraic system of metaphysics as formal axiology has been applied to philosophical epistemology and philosophy of nature;a formal axiomatic theory called Sigma has been applied to physics for realizing the above-indicated special purpose of the research. Thus, constructing a discrete mathematical model of relationship between universal epistemology and philosophy of physics has been done. <i>Research results</i>: The main hitherto not published significantly new nontrivial scientific result of applied investigations presented in this article is a <i>formal inference of the well-known Newton’s first law of mechanics</i> within the formal axiomatic epistemology system Sigma from conjunction of the <i>formal-axiological analog</i> of the proper-law-of-mechanics (which <i>analog</i> is the <i>formal-axiological law</i> of two-valued algebra of metaphysics) and the assumption of a-priori-ness of knowledge. For obtaining this main research result, a set of accessory nontrivial novelties has been used, for instance;a precise algorithmic definition is given for the notion “<i>law of metaphysics</i>” in the algebraic system of metaphysics as formal axiology;a <i>formal-axiological equivalence</i> in the algebraic system is defined precisely. The ST presents itself the Cosmic Microwave Background (CMB). From the main quantum position we consider the ST/CMB as the wave function carrier (“quantum background”). The paper is devoted to ST/CMB medium the classic conservation laws of mass, momentum and energy. We show the soliton like solutions of our classic model correspond to Schrodinger’s quantum solutions, demonstrate the atom hydrogen specter and other quantum peculiarities. 外空被视为大国博弈的制高点。相比硬实力比拼而言,外空军控规则博弈更为显性、直接和长效,因为军控规则往往意味着禁止或限制某类能力或行为。随着外空武器化和战场化风险日益增加,博弈各方对于有序博弈的诉求不断提升,航天大国对于具... 外空被视为大国博弈的制高点。相比硬实力比拼而言,外空军控规则博弈更为显性、直接和长效,因为军控规则往往意味着禁止或限制某类能力或行为。随着外空武器化和战场化风险日益增加,博弈各方对于有序博弈的诉求不断提升,航天大国对于具体军控规则的诉求整体趋同,但由于战略定位的不同也必然存在实质性分歧。2008年以来,相关方根据博弈需要,同时也是为了解决外空安全治理国际规则体系发展滞后的问题,各类外空军控倡议层出不穷,规则博弈日趋激烈复杂。大部分观点认为,外空军控已形成中俄主导的“硬法”与美西方主导的“软法”两种治理路径,阵营之争首先体现为路径之争。软法/硬法二分法治理维度已成为加剧大国外空博弈的政治工具和导致外空治理更加分裂的“伤害性力量”。各国被迫“选边站队”,形成了两大军控进程并行竞争的局面,外空军控谈判一度陷入僵局,对各方而言,这既是挑战,也是机遇。外空军控博弈的关键就在于谁能率先提出打破僵局的新维度和新路径,引领国际社会走向良性的外空安全治理,谁就将真正主导外空安全全球治理的话语权。 展开更多

Space debris retrieval problem utilizing a tethered system in an elliptical orbit is studied in this paper.An analytical control law specified by a tether length rate for retrieval is derived from a dumbbell model of the system.The proposed control method can suppress large swings around the local vertical position of the tethered system.Under such a control strategy,the debris retrieval behaves in asymptotic stable motion towards the expected angle.The stability of the non-autonomous system during the retrieval control is analyzed using the Floquet theory.The result demonstrates that an orbital region exists,on which the retrieval process maintains asymptotically stable.The proposed analytical control law is validated via numerical simulations. 展开更多

It defines the observer proper time T. Space-time is composed of three spatial dimensions and three temporal parameters: proper-time s of the observed object, proper time T of the observer and integration time t (currently considered as relative time). Time origin is the birth of the universe. So, universe is stable;it can be seen as the comobile space of expansion theory. When changing space-time from the source to the observer, waves are seen cooling;this explains the redshift effect. The distance is defined as the product of the delay time with the local speed of light of the observer. The mistake between t and T can explain why universe is viewed as not only in expansion but also in acceleration whereas we think it is stable. 展开更多

在深空探测任务不断开展和关键矿产需求持续增加的背景下,小行星资源的组成、分布及工程利用条件成为研究的重要内容。本文对小行星矿产资源开采领域的现有研究和任务成果进行了系统梳理,整理了近地与主带小行星的轨道动力学特征,以及C... 在深空探测任务不断开展和关键矿产需求持续增加的背景下,小行星资源的组成、分布及工程利用条件成为研究的重要内容。本文对小行星矿产资源开采领域的现有研究和任务成果进行了系统梳理,整理了近地与主带小行星的轨道动力学特征,以及C、S、M光谱类型所对应的水冰、挥发分和金属元素的赋存规律,概括了小行星资源的类型、空间分布与潜在储量等基础特征。基于已实施的深空探测任务,对微重力环境中着陆、锚固、破碎、物质处理与能源供给等工程环节的技术特点进行了归纳,分析了相关条件对采矿系统构型和作业方式的影响。在此基础上,将小行星捕获、露天切割和地下开采等潜在工艺路线进行了归类比较,总结了其实施机制、适用条件与局限性。结合现有国际空间法和主要航天国家的任务规划、工程能力与产业布局,梳理了小行星资源利用涉及的法律、管理和技术支撑因素。研究结果表明:小行星资源呈现出成分多样、空间分布离散与目标特性差异显著等特点,现有探测与在轨服务技术能够支持小天体的近距离探测与资源评估,多种工艺方案的适用性与轨道条件、天体结构特征及设备性能密切相关。本研究可为后续小行星资源评价、技术路线选择和深空资源利用研究提供参考。 展开更多

An adaptive sliding mode control (ASMC) law is proposed in decentralized scheme for trajectory tracking control of a new concept space robot. Each joint of the system is a free ball joint capable of rotating with three degrees of freedom (DOF). A cluster of control moment gyroscopes (CMGs) is mounted on each link and the base to actuate the system. The modified Rodrigues parameters (MRPs) are employed to describe the angular displacements, and the equations of motion are derived using Kane's equations. The controller for each link or the base is designed sep- arately in decentralized scheme. The unknown disturbances, inertia parameter uncertainties and nonlinear uncertainties are classified as a "lumped" matched uncertainty with unknown upper bound, and a continuous sliding mode control (SMC) law is proposed, in which the control gain is tuned by the improved adaptation laws for the upper bound on norm of the uncertainty. A gen- eral amplification function is designed and incorporated in the adaptation laws to reduce the control error without conspicuously increasing the magnitude of the control input. Uniformly ultimate boundedness of the closed loop system is proved by Lyapunov's method. Simulation results based on a three-link system verify the effectiveness of the proposed controller. 展开更多

This brief note brings the reader up-to-date with the recent successes of the new Haug-Tatum cosmology model. In particular, the significance of recent proof that the Stefan-Boltzmann law applies to such a model is emphasized and a rationale for this is given. Remarkably, the proposed solutions of this model have incorporated all 580 supernova redshifts in the Union2 database. Therefore, one can usefully apply this thermodynamic law in the form of a continually expanding black-body universe model. To our knowledge, no other cosmological model has achieved such high-precision observational correlation. 展开更多

We propose a representation of the basic laws, namely the zeroth, first, second and third law, in quantum thermodynamics. The zeroth law is represented by some parameters () that specify respective quantum states. The parameters are the elements of thermodynamic state space. The introduction of such parameters is based on a probabilistic nature of quantum theory. A quantum analog of the first law can be established by utilizing these parameters. The notion of heat in quantum systems is clarified from the probabilistic point of view in quantum theory. The representation of the second law can be naturally described in terms of these parameters introduced for the respective quantum systems. In obtaining the representation of quantum thermodynamics, consistency between quantum theory and classical thermodynamics should have been preserved throughout our formulation of quantum thermodynamics. After establishing the representation of the second law, the third law is discussed briefly. The relationship between thermodynamic temperatures and the parameters in is also discussed. 展开更多

《中华人民共和国民法典》的成功编纂,带动了多个领域制定“基本法”的立法实践。然而,除少数边界稳定或较易廓清的领域外,多数领域“基本法”难以提炼完备价值和提供一般规范,无法充当本领域的法律总则。领域“基本法”的主要功能在于... 《中华人民共和国民法典》的成功编纂,带动了多个领域制定“基本法”的立法实践。然而,除少数边界稳定或较易廓清的领域外,多数领域“基本法”难以提炼完备价值和提供一般规范,无法充当本领域的法律总则。领域“基本法”的主要功能在于促进领域内政府机构和职能、管理制度和机制、治理资源竞争能力的整合,进而提升治理效能。与国家基本职能对应的领域、国家主导性强的行业性领域、因同类行政事务归集形成的管理领域,均适合制定“基本法”。其中,最后一类领域最需要通过“基本法”解决“大部门制”改革后的职能、制度、机制等整合问题,且其主管部门推动立法的积极性也较高,是现阶段领域“基本法”的主要发展空间。 展开更多
