为降低海上船舶溢油事故对海洋生态环境的影响,减少应急物资调度不合理造成的损失。针对海上船舶溢油事故漂移扩散性、持续性和应急物资需求多样性等特点,通过GNOME(The GNU Network Object Model Environment)仿真确定应急物资需求点,...为降低海上船舶溢油事故对海洋生态环境的影响,减少应急物资调度不合理造成的损失。针对海上船舶溢油事故漂移扩散性、持续性和应急物资需求多样性等特点,通过GNOME(The GNU Network Object Model Environment)仿真确定应急物资需求点,并引入三角模糊数确定应急物资需求区间,构建以所有船舶完成调度所用时间最短为目标的多应急物资、多调度船舶和多需求点的调度模型,并利用遗传算法进行求解。引入算例对模型的有效性进行验证,结果表明:海上船舶溢油事故需在预测事件形态时空变化的基础上建立应急物资调度方案;在多种物资下的应急调度更符合实际。展开更多
