Sickle Cell Gene Transmission: Do Public Servants in Tamale, Ghana Have the Right Knowledge and Attitude to Curb It? 被引量:1

Introduction: Sickle cell disease (SCD) is exerting enormous public health and economic burden on many countries. To reduce these effects, the World Health Organization is urging countries, especially those in Africa, to increase public awareness of this disease. This study accessed whether public servants in Tamale, Ghana possess adequate knowledge and positive attitude towards SCD. Method: A total of 320 public servants within the Tamale Metropolis were invited to complete a questionnaire in a cross-sectional study. Data were analyzed using GraphPad 5.01. Association between different variables was tested. Results: The media was the main source of information for a majority of the 94.2% of respondents who had ever heard of SCD. Knowledge of respondents on transmission and testing of SCD was above 70% but they recorded less than 40% in SCD’s incurability, prevalence, effect of SCD on life span and pregnancy. The mean knowledge score of respondents was (11.1 ± 5.11)/22 or 50.7%. Only about a quarter knew their sickling status or that of their spouses before marriage or first child. Although 78.0% of respondents would call off marriages if they became aware of genetic incompatibility, the overall mean attitude, (2.857 ± 1.97)/ 7.0% or 40.8% was poor. There was a positive and significant correlation between the knowledge of respondents and their attitude towards SCD (r = 0.494, p < 0.0001) hence respondents working in the health sector and those with tertiary level education had better attitudes towards SCD. Conclusion: Public servants in Ghana have moderate knowledge of SCD but their attitude towards the disease was poor. Public servants least considered genetic incompatibility before entering conjugal relationships. This poor attitude means the campaign for the reduction of sickle cell gene transmission must be intensified. Governments need to increase their investment on educational campaigns aimed at changing attitude of persons through provision of more knowledge about SCD. 展开更多

This study aimed to investigate the relationship between mental health literacy(MHL)and workplace well-being(WWB)of Chinese grassroots civil servants,with regulatory emotional self-efficacy(RESE)and resilience as mediating variables.A questionnaire survey was conducted among Chinese grassroots civil servants,with a valid sample size of 2673 after excluding missing values and conducting relevant data processing.The PROCESS was used to examine the relationship between MHL,RESE,resilience,and WWB.The study found that MHL among grassroots civil servants was positively and significantly correlated with WWB(r=0.73,p<0.01).RESE partially mediated the relationship between MHL and WWB(β=0.25,95%CI[0.22,0.28]).Resilience partially mediated the relationship between MHL and WWB(β=0.22,95%CI[0.19,0.26]).MHL had a positive effect on WWB through the chain mediating effect of RESE and resilience(β=0.05,95%CI[0.03,0.07]).There is a close relationship between MHL and WWB,where Chinese grassroots civil servants with higher levels of MHL can develop stronger RESE and resilience,leading to higher WWB.The results of this study remind organizational institutions of Chinese grassroots civil servants that enhancing MHL,RESE,and resilience is an important pathway to promoting their WWB. 展开更多

The purpose of this study was to explore the reliability and validity of the Warwick-Edinburgh Mental Well-being Scale(WEMWBS)among Chinese civil servants,thus establishing a useful tool for assessing the mental health of individuals in this occupation.The WEMWBS,Satisfaction with Life Scale(SWLS),and Depression Anxiety and Stress Scale-21(DASS-21)were administered to a sample of 2,624 civil servants(42.860±9.690 years)in a city located within Shandong Province,China.Thefindings revealed significant differences between groups with high and low scores on each item of the WEMWBS(t=48.127–78.308,all p<0.01).The item-total correlation of WEMWBS ranged from 0.752 to 0.911(all p<0.01).Scree plot and parallel analysis results suggested a one-factor solution with factor loadings ranging from 0.762–0.918,accounting for 73.16%of the total variance.Confirmatory factor analysis supported a single-factor model of the Chinese version of the WEMWBS(CFI=0.997,TLI=0.996,RMSEA=0.0330).The Chinese version of the WEMWBS was positively correlated with the SWLS(r=0.710,both p<0.01)and negatively correlated with depression,anxiety,stress,and total DASS-21 score(r=-0.512,-0.437,-0.488,-0.497,all p<0.01).The Cronbach’s alpha coefficient and Guttman split-half coefficient of the Chinese version of the WEMWBS were 0.970 and 0.953,respectively.In conclusion,the 14-item Chinese version of the WEMWBS demonstrated strong reliability and validity,establishing its utility as a precise tool for measuring and assessing the mental health status of civil servants in China. 展开更多

In developing nations, it has further led to an unstable population pyramid as a result of premature deaths of her workforce leading to the continued tapering of the pyramidal apex. Inspite of this, many studies were conducted among the general population neglecting the local government civil servants who are seen as policy implementers. Therefore, the study assessed the pattern of CV risk factors in South-western Nigeria.</span><span style="font-family:Verdana;"> </span><b><span style="font-family:Verdana;">Methods:</span></b><span style="font-family:Verdana;"> A cross-sectional study was conducted among 260 local government workers selected by multistage sampling technique from July to September 2017. A pretested, interviewer-administered questionnaire was administered to obtain socio-demographic and behavioural information. Lipid analysis, anthropometric, blood pressure, fasting blood glucose measurements were done according to protocols. Data were analyzed using IBM SPSS version 25;bivariate analysis was done using Chi-square. Level of significance was at 5%. </span><b><span style="font-family:Verdana;">Results:</span></b><span style="font-family:Verdana;"> The mean age of respondents was 46.0 </span><span style="font-family:Verdana;">±</span><span style="font-family:Verdana;"> 6.7 years. The proportion of participants with good knowledge of risk factors was 57.7%. The proportion of respondent with hypertension, visceral obesity, general obesity, diabetes, smoking and physical inactivity was 40.4%, 35.0%, 52.2%, 38.2%, 5.8% and 75.8% respectively. The prevalence of elevated total cholesterol (</span><span style="font-family:Verdana;">↑</span><span style="font-family:Verdana;">TC)</span><span style="font-family:Verdana;">, raised low-density lipoprotein (</span><span style="font-family:Verdana;">↑</span><span style="font-family:Verdana;">LDLc), low high-density lipoprotein (</span><span style="font-family:Verdana;">↓</span><span style="font-family:Verdana;">HDLc) and elevated triglycerides (</span><span style="font-family:Verdana;">↑</span><span style="font-family:Verdana;">TGs) w</span><span style="font-family:Verdana;">as</span><span style="font-family:Verdana;"> 55.4%, 85.0%, 70.4% and 3.1% respectively. There was a higher proportion of elevated total cholesterol (TC) and LDLc among female respondents (p = 0.002;p = 0.009). Senior cadre staff had a higher proportion of respondents with raised </span><span style="font-family:Verdana;">↓</span><span style="font-family:Verdana;">HDLc and </span><span style="font-family:Verdana;">↑</span><span style="font-family:Verdana;">TGs (p =</span><span style="font-family:Verdana;"> </span><span style="font-family:Verdana;">0.031;p = 0.036). The new model is based on proportionality and administrative Europeanization, which creates formal and informal rules, modern processes of public policy that will shape common beliefs and values incorporated in the specific national policies. Performance appraisal is the process by which organizations evaluate job performance. The status of civil servants in these networks is not obvious. On the one hand, the officials are surrounded by strict framework of regulations and law. They are not independent subjects of political decisions, but at the same time, they are the main sources of information needed for making political decisions. On the other hand, they actively interact with other actors of the political networks, including under informal conditions. In addition, high professional requirements for officials lead to the need of recruiting them into the elitist environment. Therefore, there often arises a conflict of interest due to their personal connections. Activating these links, officials are building patron-client relations, behaving as patrons for those who need to receive confidential information and as clients for the higher heads. Thus, civil servants use personal networks for carrying out their functions, and simultaneously use available official information for private gain. 展开更多

This paper identifies the basic values of and the challenges to Macedonian Legal System in this area, and explains the key ethical aspects, which should be implemented in practice by civil servants, who increasingly have to learn how to perform in accordance with ethical values. In this paper I will analyze the ethical values of civil servants laid down by the Organization for Economic Co-operation and Development (OECD) and the Civil Servants Agency in Macedonia, upon which the ethical principles for civil servants in the local administration units are intended to be set. This paper deals with the ethics of civil servants, assessment of best practices, and evaluation of positive and negative indicators. The paper concludes with a few recommendations for the next steps in this process; and some criteria for the consideration of future developments are suggested. 展开更多
