Development and Application of Integrated Indicators for Assessing Healthcare Waste Management Systems in Kenyan Hospitals

Healthcare waste management (HCWM) is an important aspect of healthcare delivery globally because of its hazardous and infectious components that have potential for adverse health and environmental impacts. The paper ... Healthcare waste management (HCWM) is an important aspect of healthcare delivery globally because of its hazardous and infectious components that have potential for adverse health and environmental impacts. The paper introduces a set of indicators for assessing HCWM systems in hospitals. These indicators are: HCWM policies and standard operating procedures, management and oversight, logistics and budget support, training and occupational health and safety, and treatment, disposal and waste treatment equipment housing. By plotting a mark on a continuum which is defined as good and poor on the extremes and is connected with all other marks in a spoke arrangement, it’s possible to describe a baseline for HCWM in any specific hospital. This baseline can be used to improve awareness of the actors and policy-makers, compare the same hospital at a different point in time, to compare observations by different evaluators and to track improvements. Results suggest that in Kenya, the application of such indicators is useful for evaluating which priorities should be addressed to improve outcomes in HCWM systems. Systematic sampling technique was used to identify and collect data by use of observational checklist, interviews, visual verification and review of documents and a HCWM assessment tool. The objective is to suggest an integrated management tool as a method to identify prevailing problems with a HCWM system. The method can be replicated in other contexts worldwide, with a focus on the developing world. The integrated indicators focus on management of HCW and not its potential impact on human health and environment, an area recognized to be critical for future research. 展开更多

Through a comprehensive review of the development status of workover technology of PetroChina Company Limited(PetroChina), this paper presents the connotation of workover operation under the background of the new era, the latest progress of workover operation in the respects of equipment, tools, technology and the construction of information and standardization. The gaps between PetroChina and foreign counterpart in workover technology are as follows: the level of automation and intellectualization of tools and equipment is relatively low, the snubbing operation in gas wells characterized by HT/HP and high H2 S is lagged behind;water plugging in the long horizontal wellbore needs to be further developed, coiled tubing and its relevant equipment for ultra-deep well operation has to be optimized;informationization, standardization and big data application of workover operation need to be started. Based on this as well as the development status of workover technology in China and the technical difficulties faced in the future, eight suggestions for future development are put forward:(1) strengthen the dynamic understanding of reservoir and improve the pertinence of workover schemes;(2) develop the general overhaul technology in a systematical way to tackle issues of seriously problematic wells;(3) put more efforts into the research of horizontal well workover operation and develop relevant technology for long horizontal section operation;(4) improve the snubbing technology and extend its applications;(5) expand the capacity of coiled tubing operation and improve the level of special operations;(6) develop automatic workover technology into the field of artificial intelligence;(7) promote clean operation in an all-round way and build green oil and gas fields;(8) perfect the informationization construction to realize the sharing of workover resources. 展开更多

Background Developmental delay(DD)poses challenges to children's overall development,necessitating early detection and intervention.Existing screening tools in China focus mainly on children with developmental issues in two or more domains,diagnosed as global developmental delay(GDD).However,the recent rise of early childhood development(ECD)concepts has expanded the focus to include not only those with severe brain development impairments but also children who lag in specific domains due to various social-environmental factors,with the aim of promoting positive development through active intervention.To support this approach,corresponding screening tools need to be developed.Methods The current study used a two-phase design to develop and validate the Parent-Reported Indicator of Developmental Evaluation for Chinese Children(PRIDE)tool.In Phase 1,age-specific milestone forms for PRIDE were created through a survey conducted in urban and rural primary care clinics across four economic regions in China.In Phase 2,PRIDE was validated in a community-based sample.Sensitivity and specificity of both PRIDE and Ages and Stages Questionnaires(ASQ)-3 were estimated using inverse probability weights(IPW)and multiple imputation(MI)to address planned and unplanned missing data.Results In Phase 1 involving a total of 1160 participants aged 1 to 48 months,63 items were selected from the initial item pool to create 10 age-specific PRIDE forms.Our Phase 2 study included 777 children within the same age range.PRIDE demonstrated an estimated sensitivity and specificity of 83.3%[95%confidence interval(CI):56.8%–100.0%]and 84.9%(95%CI:82.8%–86.9%)in the identification of DD.Conclusion The findings suggest that PRIDE holds promise as a sensitive tool for detecting DD in community settings. 展开更多

This paper demonstrates the general character of some technology designing processes through their analysisand introduces a developing tool for the expert system in technology design.With this tool a particular domain ex-pert can directly establish a knowledge base so as to form a practical expert system,and thus enhanca correctness ofknowledge experssion and the developing efficiency of the expert system.It also discusses in detail the mech-anism of reasoning,interpreting and knowledge obtaining.The knowledge base consists of three parts:classifyingrules,essential data,and regulating rules.It can be formed by means of the expert dialouge and edition.In its ap-plication,the knowledge base can constantly accumulate successful experience to achieve itsself-study function.The paper shows the way to describe the knowledge in a particular domain and the process of applying this tool ina particular domain. A two streams system seems to exist for tactile perception.We asked kindergarten children to identify(semantic)and describe the function of grasped unseen instruments of their daily life(fork,knife,spoon,brush,toothbrush,pencil,and scissor),and then,to simulate its use(pragmatic).The capacity to describe the function of the set of instruments was significantly superior to that of identifying them by name,although there was a significant direct association between identification and description of the function in the responses to the set of instruments.The simulation of the instrument function was of two types:(i)use―the child simulated how the instrument is grasped and used;and(ii)incorporation―the child simulated the function of the instrument with her/his own hand.The results support the hypothesis of a two streams tactile system(semantic and pragmatic),and that kindergarten children have the ability to incorporate functional properties of instruments of their daily life,probably as a support for language development. 展开更多

In this paper, we identify a set of factors that may be used to forecast software productivity and software development time. Software productivity was measured in function points per person hours, and software development time was measured in number of elapsed days. Using field data on over 130 field software projects from various industries, we empirically test the impact of team size, integrated computer aided software engineering (ICASE) tools, software development type, software development platform, and programming language type on the software development productivity and development time. Our results indicate that team size, software development type, software development platform, and programming language type significantly impact software development productivity. However, only team size significantly impacts software development time. Our results indicate that effective management of software development teams, and using different management strategies for different software development type environments may improve software development productivity. 展开更多

通过整合现代信息技术和互联网平台,农村电子商务不仅拓宽了农产品的市场渠道,还促进了农村经济的多元化和现代化发展。基于政策工具理论构建二维分析框架,对17份农村电子商务政策文件进行编码和分析。研究发现,政府在制定农村电子商务... 通过整合现代信息技术和互联网平台,农村电子商务不仅拓宽了农产品的市场渠道,还促进了农村经济的多元化和现代化发展。基于政策工具理论构建二维分析框架,对17份农村电子商务政策文件进行编码和分析。研究发现,政府在制定农村电子商务政策时,使用了环境型、需求型和供给型等3类工具;其中,对环境型工具的偏好最为显著,需求型和供给型工具因其操作复杂及资源需求较高,通常被作为补充措施使用。这种工具使用上的偏好反映了政策制定者对宏观环境塑造的重视,以及在政策实施过程中依赖制度化路径的倾向。研究结论为深入了解农村电子商务政策提供了依据,也为优化政策工具的选择与组合提供了理论支持,以期提升政策的有效性,促进农村经济的可持续发展。 展开更多

探寻当前中国数字乡村建设政策工具使用的情况与内在特征,对优化未来我国数字乡村建设政策体系意义重大,然而基于全国大样本数字乡村政策的系统性分析及地区差异化研究的文献还相对缺乏。文章依据政策工具理论和新内源式发展理论构建数... 探寻当前中国数字乡村建设政策工具使用的情况与内在特征,对优化未来我国数字乡村建设政策体系意义重大,然而基于全国大样本数字乡村政策的系统性分析及地区差异化研究的文献还相对缺乏。文章依据政策工具理论和新内源式发展理论构建数字乡村政策二维分析框架,结合运用LDA法对2018-2023年国家及省级政府发布的162份相关政策文本进行量化分析。结果表明:在基本政策工具维度中偏好使用策略性措施工具,供给型和需求型政策有效供给不足。在数字乡村建设动力维度中政府对于农民参与的重视力度最大,而对于城乡融合中公共服务均等化的政策供给不足。进一步研究发现,地方政策共性显著,与国家顶层设计保持高度一致,但东、中、西部也表现出一些因地制宜的政策偏好。由此,应当打好“组合拳”,为乡村织好政策保护网;加快“新基建”,为乡村打牢数字新底座;培养“新农人”,为乡村供应数字新血液。 展开更多

采用“基本政策—产业链—创新共同体”三维分析框架,并结合“主体—目标—工具”分析路径,构建其与实施效果之间的作用机制理论分析框架,运用文本和统计数据对京津冀地区科技创新政策协同及其实际效果进行实证分析。研究发现:三地从多... 采用“基本政策—产业链—创新共同体”三维分析框架,并结合“主体—目标—工具”分析路径,构建其与实施效果之间的作用机制理论分析框架,运用文本和统计数据对京津冀地区科技创新政策协同及其实际效果进行实证分析。研究发现:三地从多维度加大了科技创新政策协同力度;区域内环境面政策工具供给要高于供给面和需求面政策工具,需求面政策工具总体供给不足;产业链维度的政策工具供给最为充足的环节是研发,其次是推广和服务环节,知识产权和成果转化环节供给低且相关不大,产业链和创新链融合工具乏力;在共同体维度方面,方案规划类工具主要集中于创新共同体建设方面,在平台建设、科技产业链和产业服务、合作示范区、改革实验区层面存在工具供给不足的问题。从效果上看,区域科技创新总体能力有提升,但科技创新梯度差异并未明显降低且呈现新情况;科技创新协同度呈上升趋势,离高度协同状态仍有很大差距;区域创新机制建设取得重要进展,但体系化和高质量发展方面有待进一步提升;区域合作网络初步形成,但是河北一些重要节点城市活跃程度低,影响了其创新吸纳和承接。 展开更多

【目的】街区更新是城市可持续发展的重要环节。在各类街区中,传统老城街区更新实践尤具挑战。面对绿色转型和存量更新的新目标,进行绿色有机更新、改善居住环境、促进空间利用向低碳高效转变,亟须探索创新举措和更新路径。国外绿色街区... 【目的】街区更新是城市可持续发展的重要环节。在各类街区中,传统老城街区更新实践尤具挑战。面对绿色转型和存量更新的新目标,进行绿色有机更新、改善居住环境、促进空间利用向低碳高效转变,亟须探索创新举措和更新路径。国外绿色街区/社区评估体系可为中国传统老城街区绿色更新提供有益借鉴。【方法】本研究采用“构建普适框架—构建专门框架—实证案例反馈”的逻辑路径:通过系统梳理既有文献与典型国内外评估工具,提炼关键要点形成新指标体系(重点关注更新密度控制、公共空间开放性、街道活力等更新实践核心问题与评价维度),构建适用于一般街区更新绿色情境的普适性策略框架;随后结合传统老城街区空间形态、发展阶段与治理机制等特征,明确其突出矛盾与更新诉求,并进一步优化框架要点;最后结合北京老城实证案例,分析具体更新策略的应用场景,为政策建议提供依据。【结果】1)构建了涵盖核心指标的普适性绿色街区更新框架;2)通过案例实证识别出传统老城街区在空间结构与治理机制方面的特殊矛盾与需求;3)在普适框架的基础上,形成了具有针对性和可操作性的专门性更新框架,并验证该框架不仅具备评估功能,还能为重点策略制定、空间干预设计及政策支持提供路径。【结论】本研究提出的从构建普适性框架、到街区特征识别、再到专门性策略制定的绿色更新路径,能够有效应对传统老城街区在绿色转型过程中面临的空间、治理与可持续发展等多重挑战。该路径不仅涵盖街区绿色性能的核心维度,还强调基于在地特征和现实诉求的适应性调整,兼具评估与实施导向,可为中国传统街区的绿色有机更新提供系统性、操作性强的方法支持。 展开更多

随着各级河道管理范围划定工作的完成,河道管理范围已明确,水利主管部门需要判断沿线新建建筑物是否侵占管理范围,如何快速提供客观的事实依据来支撑管理变得尤为重要。基于Cesium与turf.js开发一个自动叠合及制图平台,即基于可视化工具... 随着各级河道管理范围划定工作的完成,河道管理范围已明确,水利主管部门需要判断沿线新建建筑物是否侵占管理范围,如何快速提供客观的事实依据来支撑管理变得尤为重要。基于Cesium与turf.js开发一个自动叠合及制图平台,即基于可视化工具Cesium进行空间展示,基于地理空间分析工具turf.js进行建筑物边界与河道管理范围之间相交计算及面域合并,进而集成图形整饰、尺寸控制工具,实现是否侵占依据的自动制图输出。结果表明:开发平台能够便捷地完成叠合分析及制图输出,对于较多新建建筑物的应用效果更加显著,极大地提升效率与保证统一性。 展开更多
