Utilizing data from 5,481 village-level service stations(VS)in Baoding,China, this study empirically investigates the impact of digital inclusive finance(DIF)and VS infrastructure on rural e-commerce(RE)development.Results demonstrate that DIF significantly promotes RE by reducing transaction and financing costs(β=0.783,P<0.01).VS as physical infrastructure significantly drives RE growth(β=0.654,P<0.01).Crucially,DIF and VS exhibit synergistic effects(interactionβ=0.421,P<0.01),producing a“1+1>2”enhancement.Regional economic development, population density, and education levels positively influence RE.Current challenges include financial misallocation, infrastructure deficits, and skill gaps.We propose a“One Core,Three Wings”framework—Core:Develop tailored financial products for specialty industries(luggage,textiles,mushrooms);Wings:(1)Upgrade digital infrastructure,(2)Optimize policy synergy,(3)Enhance inclusive capacity through elderly-friendly technologies and training.Implementation strategies include establishing risk-sharing mechanisms, expanding VS functionality, and creating DIF-RE-VS alliances to foster sustainable rural revitalization. 展开更多

Continuously broadening the channels for farmers’income growth and effectively narrowing the urban-rural income gap is the central task in the new development stage to comprehensively promote rural revitalization and achieve the common prosperity of farmers and rural areas. The promotion of rural e-commerce and the enhancement of farmers’digital skills provide potential for this endeavor.Taking Zhejiang province,a demonstration area for common prosperity,as the research object, this study collected 1,119 valid questionnaires through field surveys.Based on the reconstruction of a comprehensive evaluation index for farmers’digital skills using principal component analysis, this paper further investigates the relationship between the level of farmers’digital skills and their income by employing the CRITIC weighting method, mediating mechanism testing, and grouped regression analysis. The research finds that improving digital skills can significantly enhance farmers’income levels, with the income growth effect being more pronounced among older groups with lower educational levels and limited digital skills.Digital skills not only directly promote farmers’income growth but also indirectly further enhance their income level by increasing their use of rural e-commerce,and thus the use of rural e-commerce serves as a significant mediating variable in the relationship between digital skills and farmers’income growth. These conclusions remain valid after a series of robustness tests, including endogeneity tests, the replacement of weight designs for digital skills, and the exclusion of outlier samples. Finally, the paper proposes policy recommendations such as offering more digital skills and e-commerce training, encouraging the return of new rural elites to promote regional clusters of rural e-commerce,and providing targeted policy support for the development of rural e-commerce. 展开更多

As China enters a new stage of agricultural modernization, understanding how rural e-commerce can address the multidimensional relative poverty of farmers is of significant research importance. This research utilized data from China Household Finance Survey(CHFS)and China Statistical Yearbook to construct a multi-dimensional relative poverty index system and an evaluation index system for rural e-commerce development.A fixed-effect model was employed to test the direct impact, and an intermediary-effect model was used to analyze the mechanism. The study found that rural e-commerce effectively alleviated multidimensional relative poverty among farmers, with varying effects across different dimensions.Notably, improving digital payment levels and non-agricultural employment were effective means by which rural e-commerce mitigated this poverty. However, the impact of rural e-commerce showed regional heterogeneity.Based on these findings, this research offered a series of countermeasures and suggestions. 展开更多

E-commerce has become a driver of economic development in China.Drawing on China Household Finance Survey data from 2013 to 2023,this study examined the impact of the National Rural E-commerce Comprehensive Demonstration Project(NRECDP)on rural household consumption using a staggered difference-in-differences model. The results indicated that the NRECDP increased per capita consumption of rural households by RMB 321.Mechanism analysis revealed two main channels:First, the NRECDP promoted rural household participation in online sales, encouraged changes in planting structures, and raised income from agricultural sales, thereby easing liquidity constraints and stimulating consumption.Second, the project boosted online shopping, particularly in regions with limited market access and small market size, suggesting that it reduced transaction costs and geographic barriers, thereby unlocking latent consumption potential.Heterogeneity analysis showed that the digital economy had a stronger positive effect on households with lower education levels, those without formal loans, and the elderly.Further analysis demonstrated a synergistic effect between digital finance and the project in promoting rural consumption. 展开更多

The diffusion of e-commerce has played a significant role in recent rural economic development in China.E-commerce is also considered as an efficient channel to alleviate poverty in rural China.Voluminous studies have investigated the contribution of e-commerce to agricultural development, yet it is lacking empirical evidence as to the effects of e-commerce on rural poverty alleviation.Since the year of 2014,in order to develop rural e-commerce,Chinese government launched the National Rural E-commerce Comprehensive Demonstration Project. This gradual involvement policy offered a natural experiment for evaluation of e-commerce.Based on village-level survey data from rural China and Heckit method, our study finds that rural e-commerce has a significantly positive effect on rural income. Moreover, the effect is inverted U-shaped for the relative-poverty villages. The estimation of the propensity scores matching model confirms that the results are robust. The following policy recommendations are proposed:(1)policy support to rural e-commerce should prioritize the povertystricken villages.By doing so,the marginal income effects of e-commerce will be maximized.(2)Investment in internet infrastructure and establishment of human resources for e-commerce in rural areas will have spillover effects, increasing rural income through the"digital dividend". 展开更多

This paper uses the Rural E-Commerce Demonstration County(REDC)policy to estimate the effect of e-commerce on poverty reduction. We discover that the REDC policy enhanced the gross regional product per capita by 8.4 percent for the total sample of counties and 10.5 percent for a subsample of poor counties.Specifically, the REDC policy increased the aggregate final product in primary industry by 10.6 percent. The final product per capita in the secondary and service sectors was 13.1 percent and 3.3 percent higher in the REDCs than in other counties, respectively. The effects were even greater for the subsample of poor counties. The estimates demonstrate that e-commerce developed quickly in the REDCs since the implementation of the REDC policy. The income of those involved in e-commerce increased, yielding more aggregate savings deposits. The expansion of e-commerce induced more investment, suggesting that more aggregate loans are being made in REDCs.This evidence suggests new opportunities for poor people in the new digital economy. 展开更多

E-commerce plays an essential role in modern trade today. It is expected that e-commerce volume amounted to 29 trillion USD in the world in 2017,and would grow with the spread of the Internet and information and communication technologies(ICTs).Brazil,Russia,India,China and South Africa(BRICS),together with many others, consider e-commerce a means to facilitate rapid, inclusive and sustainable economic growth, improving the living standards and alleviating poverty. This article examines areas for potential cooperation by BRICS countries in e-commerce development across rural and remote areas to fight poverty. It analyses the current state of e-commerce development in rural and remote areas in each of the BRICS countries, including cases of public and private initiatives to support it.The article also defines the opportunities which e-commerce brings to people living in rural and remote areas. Moreover,it evaluates the existing challenges and risks. The article concludes that despite the rapid e-commerce development in BRICS countries, and significant opportunities created, there are still issues of disproportionate e-commerce in varied regions and the lack of BRICS cooperation in this sphere.Based on a comparative and normative in-depth,systematic analysis, the article develops a set of recommendations for deepening BRICS countries'cooperation in the following areas:infrastructure in rural and remote regions;education;consumer protection;online dispute resolution;coordinated policy in the international scene, including representation of BRICS countries in international indexes, such as the Organization of Economic Co-operation and Development(OECD)Digital Services Trade Restrictiveness Index(STRI). 展开更多

With the proliferation of information and communication technology in rural areas, rural e-commerce has gradually become a new economic phenomenon in China. Usingthe national rural e-commerce comprehensive demonstration policy as a quasi-naturalexperiment, this study examines the causal linkage between rural e-commerce andcounty-level economic development in China. Its findings, which draw on county-levelpanel data from 2011 to 2018, indicate that the policy had a positive effect on the countyleveleconomy in China, resulting in an overall increase in county GDP by 3.5 percent(0.7 percent annually). Our analysis further shows that the impact of the policy diferedalong the region and human capital dimensions. Further analysis reveals that industrialstructure and nonagricultural employment were the main channels for the policy toexert a county-level economic impact. Infrastructure improvement in China also playsan important role. The findings emphasize the importance of advancing e-commerce inrural areas to stimulate county-level economic development. 展开更多

The integration of the digital economy with the traditional sales industry has prompted the robust growth of e-commerce.Live-streaming e-commerce,as a novel business model, has gained immense popularity. However,is⁃sues of regulatory loopholes and inefficacy continue to surface. In live-streaming e-commerce,the head anchor,as host of the live-streaming rooms, wields significant influence in determining the goods to be showcased and marketed.Such influence expands risks such as infringement of intellectual property rights.Yet the uncertainty in law concerning the identity of head anchors results in a lack of accountability.Current norms are inadequate in constraining the group of head anchors.Drawing on the principles of risk control, the alignment between benefit and risk, and the theory of so⁃cial cost control, this paper argues that it is both justifiable and feasible to impose a duty to exercise reasonable care on head anchors. To effectively enshrine this duty in law,it is of great importance to redefine the mechanism of identifying the duty of care of head anchors in live-streaming e-commerce.In particular, the contents of the duty of care under⁃taken by head anchors and the consequences of breaching such a duty of care should be clarified. 展开更多

Sense of economic gain of e-commerce participation is an important aspect for evaluating the inclusiveness of e-commerce development.Based on the data of 6,242 rural households collected from the 2017 summer surveys conducted by the China Institute for Rural Studies(CIRS),Tsinghua University, this paper evaluates the effects of e-commerce participation on rural households’sense of economic gain with the propensity score matching(PSM)method, and carries out grouped comparisons between poor and non-poor households.Speci fically,the“Self-evaluated income level relative to fellow villagers”measures respondents’sense of economic gain in the relative sense, and“Percentage of expected household income growth(reduction)in 2018 over 2017”measures future income growth expectation.Findings suggest that e-commerce participation signi ficantly increased sample households’sense of economic gain relative to their fellow villagers and their future income growth expectation.Yet grouped comparisons offer different conclusions:E-commerce participation increased poor households’sense of economic gain compared with fellow villagers more than it did for non-poor households.E-commerce participation did little to increase poor households’future income growth expectation.Like many other poverty reduction programs,pro-poor e-commerce helps poor households with policy preferences but have yet to help them foster skills to prosper in the long run.The sustainability and quality of perceived relative economic gain for poor households are yet to be further observed and examined. All poverty reduction initiatives including pro-poor e-commerce must help poor households develop endogenous growth momentum to prosper beyond the effects of short-term pro-poor policies. 展开更多
