Usingthe national rural e-commerce comprehensive demonstration policy as a quasi-naturalexperiment, this study examines the causal linkage between rural e-commerce andcounty-level economic development in China. Its findings, which draw on county-levelpanel data from 2011 to 2018, indicate that the policy had a positive effect on the countyleveleconomy in China, resulting in an overall increase in county GDP by 3.5 percent(0.7 percent annually). Our analysis further shows that the impact of the policy diferedalong the region and human capital dimensions. Further analysis reveals that industrialstructure and nonagricultural employment were the main channels for the policy toexert a county-level economic impact. Infrastructure improvement in China also playsan important role. The findings emphasize the importance of advancing e-commerce inrural areas to stimulate county-level economic development.展开更多

文摘This paper uses the Rural E-Commerce Demonstration County(REDC)policy to estimate the effect of e-commerce on poverty reduction. We discover that the REDC policy enhanced the gross regional product per capita by 8.4 percent for the total sample of counties and 10.5 percent for a subsample of poor counties.Specifically, the REDC policy increased the aggregate final product in primary industry by 10.6 percent. The final product per capita in the secondary and service sectors was 13.1 percent and 3.3 percent higher in the REDCs than in other counties, respectively. The effects were even greater for the subsample of poor counties. The estimates demonstrate that e-commerce developed quickly in the REDCs since the implementation of the REDC policy. The income of those involved in e-commerce increased, yielding more aggregate savings deposits. The expansion of e-commerce induced more investment, suggesting that more aggregate loans are being made in REDCs.This evidence suggests new opportunities for poor people in the new digital economy.
文摘E-commerce plays an essential role in modern trade today. It is expected that e-commerce volume amounted to 29 trillion USD in the world in 2017,and would grow with the spread of the Internet and information and communication technologies(ICTs).Brazil,Russia,India,China and South Africa(BRICS),together with many others, consider e-commerce a means to facilitate rapid, inclusive and sustainable economic growth, improving the living standards and alleviating poverty. This article examines areas for potential cooperation by BRICS countries in e-commerce development across rural and remote areas to fight poverty. It analyses the current state of e-commerce development in rural and remote areas in each of the BRICS countries, including cases of public and private initiatives to support it.The article also defines the opportunities which e-commerce brings to people living in rural and remote areas. Moreover,it evaluates the existing challenges and risks. The article concludes that despite the rapid e-commerce development in BRICS countries, and significant opportunities created, there are still issues of disproportionate e-commerce in varied regions and the lack of BRICS cooperation in this sphere.Based on a comparative and normative in-depth,systematic analysis, the article develops a set of recommendations for deepening BRICS countries'cooperation in the following areas:infrastructure in rural and remote regions;education;consumer protection;online dispute resolution;coordinated policy in the international scene, including representation of BRICS countries in international indexes, such as the Organization of Economic Co-operation and Development(OECD)Digital Services Trade Restrictiveness Index(STRI).

文摘With the proliferation of information and communication technology in rural areas, rural e-commerce has gradually become a new economic phenomenon in China. The findings emphasize the importance of advancing e-commerce inrural areas to stimulate county-level economic development.
文摘The integration of the digital economy with the traditional sales industry has prompted the robust growth of e-commerce.Live-streaming e-commerce,as a novel business model, has gained immense popularity. However,is⁃sues of regulatory loopholes and inefficacy continue to surface. In live-streaming e-commerce,the head anchor,as host of the live-streaming rooms, wields significant influence in determining the goods to be showcased and marketed.Such influence expands risks such as infringement of intellectual property rights.Yet the uncertainty in law concerning the identity of head anchors results in a lack of accountability.Current norms are inadequate in constraining the group of head anchors.Drawing on the principles of risk control, the alignment between benefit and risk, and the theory of so⁃cial cost control, this paper argues that it is both justifiable and feasible to impose a duty to exercise reasonable care on head anchors. To effectively enshrine this duty in law,it is of great importance to redefine the mechanism of identifying the duty of care of head anchors in live-streaming e-commerce.In particular, the contents of the duty of care under⁃taken by head anchors and the consequences of breaching such a duty of care should be clarified.
文摘Cross-border e-commerce,as a new form of international trade, has shown great development potential in the context of the“Belt and Road”initiative.Based on the cross-border e-commerce export data from 2015 to 2024,this paper analyzes the influencing factors of China's cross-border e-commerce exports to countries along the“Belt and Road”by constructing an econometric model. The study found that factors such as the perfection of digital infrastructure, the efficiency of logistics and transportation, the convenience of payment and settlement, and the penetration rate of consumers online shopping significantly affect the export scale of cross-border e-commerce.Institutional factors such as the development level of e-commerce platforms in countries along the route, market access thresholds, and tariff policies also play an important role.Based on the research results, suggestions are put forward to strengthen the construction of cross-border payment system, optimize the logistics distribution network, promote customs clearance facilitation, and deepen cooperation in the field of e-commerce,to provide references for promoting the development of China's crossborder e-commerce exports to countries along the“Belt and Road.”

文摘Sense of economic gain of e-commerce participation is an important aspect for evaluating the inclusiveness of e-commerce development.Based on the data of 6,242 rural households collected from the 2017 summer surveys conducted by the China Institute for Rural Studies(CIRS),Tsinghua University, this paper evaluates the effects of e-commerce participation on rural households’sense of economic gain with the propensity score matching(PSM)method, and carries out grouped comparisons between poor and non-poor households.Speci fically,the“Self-evaluated income level relative to fellow villagers”measures respondents’sense of economic gain in the relative sense, and“Percentage of expected household income growth(reduction)in 2018 over 2017”measures future income growth expectation.Findings suggest that e-commerce participation signi ficantly increased sample households’sense of economic gain relative to their fellow villagers and their future income growth expectation.Yet grouped comparisons offer different conclusions:E-commerce participation increased poor households’sense of economic gain compared with fellow villagers more than it did for non-poor households.E-commerce participation did little to increase poor households’future income growth expectation.Like many other poverty reduction programs,pro-poor e-commerce helps poor households with policy preferences but have yet to help them foster skills to prosper in the long run.The sustainability and quality of perceived relative economic gain for poor households are yet to be further observed and examined. All poverty reduction initiatives including pro-poor e-commerce must help poor households develop endogenous growth momentum to prosper beyond the effects of short-term pro-poor policies.
文摘The purpose of this study is to analyze factors affecting the purchasing behavior of low-income Vietnamese on e-commerce platforms.700 questionnaires were dispersed among universities, coffee shops, and Facebook community groups in Vietnam.Respondents to the questionnaires were consumers of those places in Vietnam, which were randomly selected. Finally,SEM analysis was used on the data to test the hypotheses of the study. The study identified that“Subjective norms”and“Consumer attitudes”have no effect on shopping behavior on e-commerce platforms, while“Perceived behavioral control”is most affected and“Perceived risks”are least affected on shopping behavior.
