This paper focuses on how technology services can help small and medium-sized enterprises(SMEs)overcome the digital transformation dilemma of“cannot transform(lack of know-how),dare not transform(fear of risk),and ha...This paper focuses on how technology services can help small and medium-sized enterprises(SMEs)overcome the digital transformation dilemma of“cannot transform(lack of know-how),dare not transform(fear of risk),and have no money to transform(lack of funds).”Using literature analysis and multiple case comparisons,the study summarizes five major categories of technology services:technical support,consulting and planning,training and empowerment,resource integration,and financing connectivity.It constructs a“service–capability–performance”catalytic framework.Tracking of 58 enterprises in the Yangtze River Delta reveals that resource integration contributes the most to digital maturity,with absorptive capacity playing a significant mediating role;the configuration of“high technology services+high absorptive capacity+high environmental dynamism”is a sufficient condition for high transformation performance.Based on these findings,countermeasures are proposed,including improving the technology service system,strengthening government-industry-academia collaboration,and optimizing funding and talent supply,providing replicable experience for SMEs,governments,and technology service institutions.展开更多

In Macao...Integrated urban water management (IUWM) is a useful tool that can be used to alleviate water resource shortages in developing regions like Macao, where 98% of the raw water comes from China's Mainland. In Macao, scarce water resources deteriorate rapidly in emergency situations, such as accidental chemical spills upstream of the supply reservoir or salty tides. During these times, only the water from the two freshwater reservoirs in Macao can be used. In this study, we developed urban water management optimization models that integrated the raw water supply from the two reservoirs with various proposed governmental policies (wastewater reuse, rainwater collection, and water saving). We then determined how various water resource strategies would influence the urban water supply in Macao in emergency situations. Our results showed that, without imported raw water, the water supply from only the two Macao reservoirs would last for 7.95 days. However, when all the government policies were included in the model, the supply could be extended to 13.79 days. Out of the three non-conventional water resources, wastewater reuse is the most beneficial for increasing the Macao water supply, and rainwater collection also has great potential.展开更多

Although the recent concept of Integrated Water Resources Management(IWRM)is continuously searching for modern operational approaches to be implemented in practice,the Decision Support Systems(DSSs)have been considere...Although the recent concept of Integrated Water Resources Management(IWRM)is continuously searching for modern operational approaches to be implemented in practice,the Decision Support Systems(DSSs)have been considered a major effective tool for supporting IWRM.According to the weaknesses and limitations in the current DSSs,this paper presents a new DSS development strategy based on an architecture design including higher levels of competitive advantages in system flexibility,product maintenance,and user acceptance.Instead of producing a DSS as a stand-alone product limited to realtime monitoring,the selected approach presents a design for a real-time DSS service setup with a multilayered user interface and a multimodular modeling system.The methodology has been used and implemented over the Var catchment(2800 km^(2))and has been validated with an operational application.The designed DSS is currently used by the local management authorities with a high level of user satisfaction with monitoring and forecast services.The obtained result underlines the promising applicability of the proposed approach for other DSSs addressing utilities.展开更多
The Sandougou River is the last major right bank tributary of the Gambia River.It has a catchment area of 11,668 km² and is located in Senegalese territory.The flow in this sloping basin(1‰)is favoured by the co...The Sandougou River is the last major right bank tributary of the Gambia River.It has a catchment area of 11,668 km² and is located in Senegalese territory.The flow in this sloping basin(1‰)is favoured by the conservation of soils and vegetation.Since 1970,global rainfall trends(below the average of 800 mm)have shown a drought affecting the whole basin with an average deficit of 100 mm per year.In addition,erosion phenomenon combined with high rainfall intensities explains the rapid run-off.This constitutes a considerable loss of water resources,up to 20%in the Sandougou basin.In this rural area where primary activities predominate,anthropogenic pressure is considerable.Indeed,overexploitation of firewood,resulting from the strong dependence of local populations on this resource,is at the origin of deforestation in the Sandougou basin.Such a situation contributes to environmental degradation and also has repercussions on soil erosion.Erosion affects the water retention capacity of the soil making it more susceptible to extreme conditions such as drought.The impact of soil erosion on more remote sites is not always as apparent as the impact of erosion on the site itself.Sediment reaching watercourses can accelerate slope erosion,silt up drainage ditches and streams,silt up reservoirs,cover spawning areas and reduce water quality.Fertilizers frequently transported with soil particles can contaminate or pollute water sources.To cope with this dynamic,soil defence and restoration(SDR)techniques have long been considered as the solution to the problems.However,the multifaceted nature of environmental problems and their persistence leads to the consideration of a more holistic approach.In the Sandougou catchment area,the application of article R50 of the Senegalese Forestry Code,the implementation of planning tools(AP-IWRM),institutional development in the framework of integrated water resources management(IWRM)prove the interest of such an approach for the protection of water resources.展开更多

The comparison effect is...The utility of public goods vary with the behaviors of stakeholders (players), and it is appropriate to study effective supply and management of public goods with game modeling and analysis. The comparison effect is the key issue of public good provision both in theoretical analysis and in practice. One major contribution of the paper is the extension of Clarke-Groves mechanism, to achieve which strategic behavior analysis is applied through the analysis and the comparison effect among various stakeholders in different stages is created and highly emphasized. In the first section of this paper, the definition of integrated water resources management (IWRM), the importance of stakeholder participation as well as some models and methods that have been applied are illustrated. Following this, the framework of analysis is elaborated, in which the scenario and aims are shown, and it is claimed that game theory is the main approach, which includes both cooperative games and non-cooperative games. To achieve the aims of the public project, five approaches from game theory are able to cover the entire process of the project, and the fourth approach on interest compensation mechanism is the highlight of the research. After this, the interest compensation mechanism is demonstrated in the model section, and is proved to be an incentive compatible mechanism that makes each stakeholder choose to behave in accordance with the interest of the entire project. The Clarke-Groves mechanism is applied and extended in establishing the model, and the utility change by the comparison among stakeholders (defined as the comparison effect) is involved. In the application section, a water project is analyzed in consideration of various stakeholders, and other possible applications are also indicated.展开更多
As the pressures on water resources are ever increasing,the organization of complex disparate data and scientific information to inform the actions to protect and enhance the resilience of freshwater resources is key ...As the pressures on water resources are ever increasing,the organization of complex disparate data and scientific information to inform the actions to protect and enhance the resilience of freshwater resources is key for sustainable development and implementation of integrated water resource management(IWRM).Methodologies supporting IWRM implementation have largely focused on water management and governance,with less attention to evaluation methods of ecologic,economic,and social conditions.To assist in assessing water resource sustainability,the Integrated Hydro-Environment Assessment Tool(IHEAT)has been developed to create a framework for different disciplines and interests to engage in structured dialogue.The IHEAT builds on the considerable body of knowledge developed around IWRM and seeks to place this information into a single framework that facilitates the cogeneration of knowledge between managers,stakeholders,and the communities affected by management decisions with the understanding that there is a need to merge expert analysis with traditional knowledge and the lived experience of communities.IHEAT merges the driver-pressure-state-impact-response(DPSIR)framework,the Millennium Ecosystem Assessment's ecosystem services and human well-being(HWB)framework,sustainability criteria for water resource systems,and water resources indexes and sets of indicators to better understand spatiotemporal interactions between hydrologic,socioeconomic,and ecologic systems and evaluate impacts of disturbances on ecological goods and services and HWB.IHEAT consists of a Conceptual Template(IHEAT-CT)which provides a systematic framework for assessing basin conditions and guiding indicator selection as well as an Assessment Interface(IHEAT-AI)for organizing,processing,and assessing analytical results.The IHEAT-CT,presented herein,is a rapid screening tool that connects water use directly,or through ecosystem goods and services(EGS),to constituents of HWB.Disturbance Templates for eight pressure types,such as land-use change,climate change,and population growth,are provided to guide practitioners regarding potential changes to landscape elements in the hydrological cycle,impacts on EGS,and societal implications on HWB.The basin screening results in a summary report card illuminating key freshwater ecosystems,the EGS they provide,and potential responses to drivers and pressures acting on the hydrologic system.This screening provides a common understanding by technical and nontechnical parties and provides the foundation for more complex conceptual models should they be required.An indicator list guides the selection of hydrologic,ecologic,economic,and social analytical methods to support IWRM technical input.展开更多

文摘Integrated urban water management (IUWM) is a useful tool that can be used to alleviate water resource shortages in developing regions like Macao, where 98% of the raw water comes from China's Mainland. In Macao, scarce water resources deteriorate rapidly in emergency situations, such as accidental chemical spills upstream of the supply reservoir or salty tides. During these times, only the water from the two freshwater reservoirs in Macao can be used. In this study, we developed urban water management optimization models that integrated the raw water supply from the two reservoirs with various proposed governmental policies (wastewater reuse, rainwater collection, and water saving). We then determined how various water resource strategies would influence the urban water supply in Macao in emergency situations. Our results showed that, without imported raw water, the water supply from only the two Macao reservoirs would last for 7.95 days. However, when all the government policies were included in the model, the supply could be extended to 13.79 days. Out of the three non-conventional water resources, wastewater reuse is the most beneficial for increasing the Macao water supply, and rainwater collection also has great potential.

文摘Although the recent concept of Integrated Water Resources Management(IWRM)is continuously searching for modern operational approaches to be implemented in practice,the Decision Support Systems(DSSs)have been considered a major effective tool for supporting IWRM.According to the weaknesses and limitations in the current DSSs,this paper presents a new DSS development strategy based on an architecture design including higher levels of competitive advantages in system flexibility,product maintenance,and user acceptance.Instead of producing a DSS as a stand-alone product limited to realtime monitoring,the selected approach presents a design for a real-time DSS service setup with a multilayered user interface and a multimodular modeling system.The methodology has been used and implemented over the Var catchment(2800 km^(2))and has been validated with an operational application.The designed DSS is currently used by the local management authorities with a high level of user satisfaction with monitoring and forecast services.The obtained result underlines the promising applicability of the proposed approach for other DSSs addressing utilities.
文摘The Sandougou River is the last major right bank tributary of the Gambia River.It has a catchment area of 11,668 km² and is located in Senegalese territory.The flow in this sloping basin(1‰)is favoured by the conservation of soils and vegetation.Since 1970,global rainfall trends(below the average of 800 mm)have shown a drought affecting the whole basin with an average deficit of 100 mm per year.In addition,erosion phenomenon combined with high rainfall intensities explains the rapid run-off.This constitutes a considerable loss of water resources,up to 20%in the Sandougou basin.In this rural area where primary activities predominate,anthropogenic pressure is considerable.Indeed,overexploitation of firewood,resulting from the strong dependence of local populations on this resource,is at the origin of deforestation in the Sandougou basin.Such a situation contributes to environmental degradation and also has repercussions on soil erosion.Erosion affects the water retention capacity of the soil making it more susceptible to extreme conditions such as drought.The impact of soil erosion on more remote sites is not always as apparent as the impact of erosion on the site itself.Sediment reaching watercourses can accelerate slope erosion,silt up drainage ditches and streams,silt up reservoirs,cover spawning areas and reduce water quality.Fertilizers frequently transported with soil particles can contaminate or pollute water sources.To cope with this dynamic,soil defence and restoration(SDR)techniques have long been considered as the solution to the problems.However,the multifaceted nature of environmental problems and their persistence leads to the consideration of a more holistic approach.In the Sandougou catchment area,the application of article R50 of the Senegalese Forestry Code,the implementation of planning tools(AP-IWRM),institutional development in the framework of integrated water resources management(IWRM)prove the interest of such an approach for the protection of water resources.

But there are some problems, for example, how to invest, how to use capital,and why the utilization rate is ambiguous. Water, capital and human resources are analyzed in this paper to be comparedwith their Utilization rates. As a result, according to the dependences of economic growth on those resources, a newapproach has been selected to organize the integration ways among these resources for economic development innorthwestern China. The efficient ways to develop northwestern China are: firstly, use the wanting resources mosteffectively to make an efficient integration model of multiple resources. For example, enhance the utilization rate of waterto raise the value of other resources. Secondly, invest more in basic factors for economic development to upgrade thecompetitiveness in the western China. For example, invest more in primary education and sustainable development ofbasic natural resources in order to have more power for sustainable development.
文摘On the bases of the field survey and a large number of testing data, we process the qualitative and quantitative assessment of the mine environment in the mid south of Shandong Province using the following grade Ⅰ factors:the surface subsidence in mining area, the three wastes of mine industries, the pollution sources, the surface water pollution, the underground water pollution and the air pollution. By means of emitting factor judgment and water quality indexes, we locate pollution sources, main pollutants, pollution type and pollution grade in the study area. Using the MAPGIS, we draw a zonality map of the mine environment. This paper attempts to offer a concrete example, including valuable assessment method, data and conclusion, for the assessment of mine environment from the integrated assessment of mineral resources and mine environment. This research is oriented towards the sustainable development and the ecological environment optimization.

文摘The utility of public goods vary with the behaviors of stakeholders (players), and it is appropriate to study effective supply and management of public goods with game modeling and analysis. The comparison effect is the key issue of public good provision both in theoretical analysis and in practice. One major contribution of the paper is the extension of Clarke-Groves mechanism, to achieve which strategic behavior analysis is applied through the analysis and the comparison effect among various stakeholders in different stages is created and highly emphasized. In the first section of this paper, the definition of integrated water resources management (IWRM), the importance of stakeholder participation as well as some models and methods that have been applied are illustrated. Following this, the framework of analysis is elaborated, in which the scenario and aims are shown, and it is claimed that game theory is the main approach, which includes both cooperative games and non-cooperative games. To achieve the aims of the public project, five approaches from game theory are able to cover the entire process of the project, and the fourth approach on interest compensation mechanism is the highlight of the research. After this, the interest compensation mechanism is demonstrated in the model section, and is proved to be an incentive compatible mechanism that makes each stakeholder choose to behave in accordance with the interest of the entire project. The Clarke-Groves mechanism is applied and extended in establishing the model, and the utility change by the comparison among stakeholders (defined as the comparison effect) is involved. In the application section, a water project is analyzed in consideration of various stakeholders, and other possible applications are also indicated.
文摘As the pressures on water resources are ever increasing,the organization of complex disparate data and scientific information to inform the actions to protect and enhance the resilience of freshwater resources is key for sustainable development and implementation of integrated water resource management(IWRM).Methodologies supporting IWRM implementation have largely focused on water management and governance,with less attention to evaluation methods of ecologic,economic,and social conditions.To assist in assessing water resource sustainability,the Integrated Hydro-Environment Assessment Tool(IHEAT)has been developed to create a framework for different disciplines and interests to engage in structured dialogue.The IHEAT builds on the considerable body of knowledge developed around IWRM and seeks to place this information into a single framework that facilitates the cogeneration of knowledge between managers,stakeholders,and the communities affected by management decisions with the understanding that there is a need to merge expert analysis with traditional knowledge and the lived experience of communities.IHEAT merges the driver-pressure-state-impact-response(DPSIR)framework,the Millennium Ecosystem Assessment's ecosystem services and human well-being(HWB)framework,sustainability criteria for water resource systems,and water resources indexes and sets of indicators to better understand spatiotemporal interactions between hydrologic,socioeconomic,and ecologic systems and evaluate impacts of disturbances on ecological goods and services and HWB.IHEAT consists of a Conceptual Template(IHEAT-CT)which provides a systematic framework for assessing basin conditions and guiding indicator selection as well as an Assessment Interface(IHEAT-AI)for organizing,processing,and assessing analytical results.The IHEAT-CT,presented herein,is a rapid screening tool that connects water use directly,or through ecosystem goods and services(EGS),to constituents of HWB.Disturbance Templates for eight pressure types,such as land-use change,climate change,and population growth,are provided to guide practitioners regarding potential changes to landscape elements in the hydrological cycle,impacts on EGS,and societal implications on HWB.The basin screening results in a summary report card illuminating key freshwater ecosystems,the EGS they provide,and potential responses to drivers and pressures acting on the hydrologic system.This screening provides a common understanding by technical and nontechnical parties and provides the foundation for more complex conceptual models should they be required.An indicator list guides the selection of hydrologic,ecologic,economic,and social analytical methods to support IWRM technical input.
