This paper aims to analyze the background of the emergence of"Islamic State" and prevailing sectarian strife in the Middle East from the aspect of international relations, considering it as the result of the failure...This paper aims to analyze the background of the emergence of"Islamic State" and prevailing sectarian strife in the Middle East from the aspect of international relations, considering it as the result of the failure and mistakes, accumulated not only since the Iraq War and the Syrian Civil War but also from the post-WWI period when the territorial-state system was introduced in this area. This paper emphasizes the importance of the norms and ideas that provide the basis of regional order, and focuses on conflicts between norm-based regional order and interest-based regional alliance. The former has been pursued by the actors that underline supra- or sub-state identity as cores for regional solidarity, while the latter has been introduced by external actors, or established by conservatives to maintain the status quo to react to revolutionary/revisionist movements. The situation became complicated when regional actors faced three different cataclysmic transformations in 1979. Although each incident necessitated a different re-arrangement of their relations, a shorthand patchwork-like formation of alliances was applied, in which the US and Saudi Arabia played key roles. In the post-1979 regime, rivalry became dominant between the interest-based pro-US regional alliances vs. the challengers that justified their own interests with norm-based regional order, manipulating supra-state identity. Once the influence of the US declined after 2011, pro-US state actors found neither interest-based regional alliance nor norm-based regional order supported their own interests. Here, sectarian identity has emerged as a kind of norm to cover their collective interest. Thus sectarianism is the result of necessity for the regional actors to legitimize their interest-based actions and to secure partners for collective action. "Islamic State" was born in this circumstance, where sectarian identity became an ostensible factor for new regional order in the Middle East in the absence of the US-led regional alliance.展开更多

By D-decomposition technique, the existence conditions and calculating method of the real root boundary(RRB) curves, complex root boundary(CRB) curves and infinite root boundary(IRB)lines are investigated for a given stability degree. The robust stabilizing regions in terms of the RRB curves, CRB curves and IRB lines are identified by the proposed criteria in this paper. Finally, two illustrative examples are given to verify the effectiveness of this graphical approach for different stability degrees.展开更多

In this paper, based on synthetical analysis of the characteristics of eco-environments of China, the principles, indices and nomenclature of the regionalization of soil and water conservation are proposed. Through the construction of the regionalization of soil and water conservation collaboration platform and data reporting system, combined with existing soil and water conservation research, this paper uses the top-down and bottom-up and the combination of qualitative and quantitative methods to build soil and water conservation regionalization preliminary scheme, with 8 regions, 41 sub-regions and 117 sections divided in China.展开更多

An extension of the Hermite-Biehler theorem, which is applicable to quasi-polynomials, is used to seek the set of complete stabilizing proportional-integral/proportional-integral-derivative(PI/PID) parameters. The range of admissible proportional gains is determined in closed form. For each proportional gain, the stabilizing set in the space of the integral and derivative gains is shown to be a triangle.展开更多

The most important part of video can be protected with less cost and operation by only e...A selective encryption scheme for region of interest(ROI) of H.264 video is proposed to protect the personal privacy in a video. The most important part of video can be protected with less cost and operation by only encrypting the content of ROIs. Human face regions are selected as ROI and detected by using Gaussian skin color model. Independent ROI encoding is realized with the mechanism of flexible macro-block ordering(FMO). Frames are divided into grid-like slice-groups which can be combined flexibly to form a required ROI.Both luminance component and chrominance component of the macro-blocks in ROI are modified to achieve good encryption quality and location accuracy. In the process of decryption, the encrypted area is located automatically.There is no need to transmit additional position information of ROIs to the end of decryption. The encrypted video is decrypted correctly with the secret key. JM18.4 software is employed to perform the simulation experiment.Experimental results show the accuracy and effectiveness of our scheme to encrypt and decrypt the ROIs in H.264 video.展开更多

From Assellian to Changxingian of Permian, 44 Ma in age range, the strata are composed of 14 third order sequences, each of which is 3.14 Ma in average age range. There is one third order sequence of Zisongian, equivalent to middle and upper Chuanshan Formation or equal to Asselian and two thirds of Sakmarian. There are two third order sequences, corresponding to Liang shan Formation or Zhenjiang Formation and upper Chuanshan Formation, which are assigned to Longlingian, coinciding with Artinskian and one third of Sakmarian. In addition, three third order sequences, equal to Qixia Formation, are attributed to Chihsian, corresponding to Kubergandian and one third of Roadian. Four third order sequences, comprising Gufeng, Maokou, Yanqiao, Yinping and Wuxue formations, are assigned to Maokouan, equivalent to two thirds of Roadian, Wordian and Capitanian. Two third order sequences, equal to Longtan Formation or Wujiaping Formation, are included in Wuchiapingian.
