It is mainly because the upriver mountainous areas have been deeply stuck in industriali-zation delay and marginalization plights, so that nearly 40 million local people have conceived a dream to get rid of "the vicious circle of poverty" by speeding up industrial development. But the problem is that such industrialization efforts on a large scale in mountainous areas are encountering the bottleneck of environ-mental capacity that strictly limits industrial emissions along the upper reaches of any water system. As a solution, an institutional arrangement called "the Local Area Quotas for Industrial Emis-sions along the Pearl River" is put forward supposed to give cor-responding compensation to the rights of industrial development yielded by some areas with lower environmental capacity through the distribution and trading of IDQs.展开更多
To determine suitable thresholds for deficit irrigation of winter wheat in the well-irrigated area of the Huang-Huai-Hai Plain,we investigated the effects of different deficit irrigation lower limits and quotas on the...To determine suitable thresholds for deficit irrigation of winter wheat in the well-irrigated area of the Huang-Huai-Hai Plain,we investigated the effects of different deficit irrigation lower limits and quotas on the photosynthetic characteristics and grain yield of winter wheat.Four irrigation lower limits were set for initiating irrigation(i.e.,light drought(LD,50%,55%,60%and 50%of field holding capacity(FC)at the seedling-regreening,jointing,heading and filling-ripening stages,respectively),medium drought(MD,40%,50%,55%and 45%of FC at the same stages,respectively),adequate moisture(CK1,60%,65%,70%and 60%of FC at the same stages,respectively),heavy drought(CK2,35%,40%,45%and 40%of FC at the same stages,respectively))and five irrigation quota per event(30,60,90,120 and 180 mm)were set for each lower limit.We found that the increase of drought stress is conducive to normal photosynthesis of winter wheat leaves which is supported by the following findings.First,photosynthetic rate(Pn)of LD60 treatment was higher than that of LD30,LD90,LD120,LD180,MD30,MD60,MD90,MD120 and MD180.Then,Under the 90 mm irrigation quota treatment,the yield of winter wheat basically increased with the increase of irrigation’s lower limit.Moreover,With the increase in irrigation quota,the yield of winter wheat increased,and the water use efficiency(WUE)of winter wheat increased at first and then decreased.In addition,compared with the LD30,MD30,MD60,MD90,MD120,and MD180,the yield of winter wheat in LD60 treatment increased by about 3.23%(3-year average),32.3%,19.9%,11.7%,10.1%,and 14.6%.At the same time,the WUE with LD60 treatment of winter wheat was significantly higher than LD90,LD120,LD180,MD30,MD60,MD90,MD120,MD180 treatments.There was a positive correlation between soil volumetric water content and Pn and between yield and Pn.The key period for yield formation in winter wheat is 180 days after sowing.In conclusion,to achieve the dual goals of stable winter wheat yield and efficient utilization of water resources in this region,the suitable threshold for initiating deficit irrigation of winter wheat is the LD60 treatment.This conclusion provides data support for water-saving and stable yield of winter wheat in this area.展开更多

The nation's policy and management mechanism greatly influence the competition structure of tobbacco industry. Due to the double character of tobacco, the country generally imposes a high tax and limits total product output in order to control the tobacco market. Therefore, the price signal of tobacco market is distorted and to a large extent the competition of the industry is far from a free one. The cigarette production is in a multi element competition style within the nation's planning system. In other words, administrative monopoly and over competition exist simultaneously in China's tobacco industry. The country predetermines the output quota of each cigarette manufacturing enterprise and the actual production outputs of these enterprises could be adjusted through the quota trades among them. The results show that the annual and dry season average temperatures significantly increased, and the dry season rainfall increased while wet season rainfall decreased. Evaportranspiration (ETo) increased during both dry and wet seasons at all stations except Dali, Jianchuan and Gengma, and the aridity-humidity index decreased at most of the stations. The turning points of weather factors, ETo, the aridity-humidity index, paddy irrigation requirements and total agricultural water requirements occurred from the 1960s to the 1990s. The spatial changing tendency of paddy irrigation quota increased with the increase of altitude and latitude, and the correlation coefficients are 0.513 and 0.610, respectively. The maximum value is observed in Weixi, while the minimum in Mengla.展开更多

It is a significant issue to evaluate the extent of urban expansion and to make appropriate controls over the sprawl of urban areas. With a comparative study of international experiences, this article analyzed the mechanism and consequences of urban expansion, reviewed the typical planning and financial policies adopted by other countries for controlling urban sprawl, and discussed the suitable densities of urban areas. The analysis results suggested that Chinese cities have no better choice but compact urban forms. To achieve the goal of compact development, intensive use of public transportation and high proportion of collective houses should be encouraged, and 60–100 m2 per capita is recommended as the reasonable range of urban density in large cities.展开更多

China has the largest jellyfish fishery yield in the world with an annual harvest of around 300 thousand tons. Liaodong Bay is the most important jellyfish fishery ground in China. However, due to the high benefits of jellyfish fishery, which leads to illegal and out-of-season jellyfish fishing occurring each year in Liaodong Bay. Illegal jellyfish fishery in Liaodong Bay is a typical example of the tragedy of the commons. The key problem is that fishermen seek to an illegally initiate jellyfish fishing as early as possible. In this paper, basing on the data of edible jellyfish's biology and ecology, we mainly analyzed the history of jellyfish fishery in China, especially in Liaodong bay, and then we calculated the carry capacity of edible jellyfish in Liaodong Bay which is about 300 thousand tons one year. This number is equal to the recent annual yield of edible jellyfish in China. Furthermore, basing on the carry capacity and reasonable quotas price analysis, we set up a Jellyfish fishing quotas and deficit quotas buyback system which could be a suitable and effective solution for jellyfish fishery management and development in Liaodong Bay at the underlying roots. Although China is the first country with edible jellyfish aquaculture, the annual yield of jellyfish aquaculture is only one fifth of jellyfish fishing. So, there is a very bright developing prospect about edible jellyfish aquaculture in China.展开更多

With marginal decreases in meat exports and slight increases ...This paper provides a review on China's meat trade for the 2000–2012 period and discusses its future development, with reference to China's grain trade. With marginal decreases in meat exports and slight increases in their imports, China's net imports of major meat products(including pork, beef, mutton and poultry but excluding meat offal) were just below 1 million tons in 2012, dwarfed by China's net imports of grains which reached 66.7 million tons in the same year. This slow growth in meat trade seems to contradict earlier expectations on increasing meat demand and imports, based upon projected shifts in consumption patterns driven by rapid per capita income growth. Several plausible explanations of this paradoxical trade pattern are offered, including mass imports of feed grains, persistent(but shrinking) gaps between Chinese and international meat prices, tariff barriers, and non-tariff measures. In the near future China may not be able to maintain such a lower profile on the world meat markets, as per capita income is projected to continue to rise and domestic production cost advantages erode due to rising labor costs. A model-based projection exercise indicates that under plausible assumptions China's meat imports may rise sharply by 2030.展开更多

Furthermore, basing on the carry capacity and reasonable quotas price analysis, we set up a Jellyfish fishing quotas and deficit quotas buyback system which could be a suitable and effective solution for jellyfish fishery management and development in Liaodong Bay at the underlying roots. Although China is the first country with edible jellyfish aquaculture, the annual yield of jellyfish aquaculture is only one fifth of jellyfish fishing. So, there is a very bright developing prospect about edible jellyfish aquaculture in China.

文摘This paper provides a review on China's meat trade for the 2000–2012 period and discusses its future development, with reference to China's grain trade. With marginal decreases in meat exports and slight increases in their imports, China's net imports of major meat products(including pork, beef, mutton and poultry but excluding meat offal) were just below 1 million tons in 2012, dwarfed by China's net imports of grains which reached 66.7 million tons in the same year. This slow growth in meat trade seems to contradict earlier expectations on increasing meat demand and imports, based upon projected shifts in consumption patterns driven by rapid per capita income growth. Several plausible explanations of this paradoxical trade pattern are offered, including mass imports of feed grains, persistent(but shrinking) gaps between Chinese and international meat prices, tariff barriers, and non-tariff measures. In the near future China may not be able to maintain such a lower profile on the world meat markets, as per capita income is projected to continue to rise and domestic production cost advantages erode due to rising labor costs. A model-based projection exercise indicates that under plausible assumptions China's meat imports may rise sharply by 2030.
