Operational disposition of electronic countermeasures(ECM)is a hot topic in modern warfare research.Through fully analyzing the characteristics and shortcomings of the traditional operational disposition scheme,a supe...Operational disposition of electronic countermeasures(ECM)is a hot topic in modern warfare research.Through fully analyzing the characteristics and shortcomings of the traditional operational disposition scheme,a super-efficient data envelopment analysis support vector machine(SE-DEA-SVM)method for evaluating the operational configuration scheme of ECM is proposed.Firstly,considering the subjective and objective factors affecting the operational disposition of ECM,the index system of operational disposition scheme is established,and we explain the solution method of terminal indexs.Secondly,the evaluation and algorithm process of SE-DEA-SVM evaluation method are introduced.In this method,the super-efficient data envelopment analysis(SE-DEA)model is used to calculate the weight of index system,and the support vector machine(SVM)method combined with the training samples of evaluation index is used to obtain the input-output model of evaluation value of combat configuration.Finally,by an example(obtaining five schemes),we verify the SE-DEA-SVM evaluation method and analyze the results.The efficiency analysis,comparison analysis,and error analysis of this method are carried out.The results show that this method is more suitable for military evaluation with small samples,and it has high efficiency,applicability,and popularization value.展开更多
With the accelerating urbanization process,the load demand of urban power grids is constantly increasing,giving rise to a batch of ultra-large urban power grids featuring large electricity demand,dense load distributi...With the accelerating urbanization process,the load demand of urban power grids is constantly increasing,giving rise to a batch of ultra-large urban power grids featuring large electricity demand,dense load distribution,and tight construction land constraints.This paper establishes a network planning method for urban power grids based on series reactors and MMC-MTEDC,focusing on four aspects:short-circuit current suppression,accommodation of external power supply,flexible inter-regional power support,and voltage stability enhancement in load centers.It proposes key indicators including node short-circuit current margin,line thermal stability margin,maximum fault-induced regional power loss,and voltage recovery time,thereby constructing an evaluation system for MMT-MTEDC network planning in urban power grids.Based on the Shenzhen power grid planning data,simulations using DSP software reveal that series reactors reduce short-circuit current by up to 5.0%,while the MMC-MTEDC system enhances node short-circuit margins by 4.212.9%and shortens voltage recovery time by 19.8%.Additionally,the MMC-MTEDC system maintains 3.34-6.76 percentage points higher thermal stability margins than conventional AC systems and enables complete avoidance of external power curtailment during N-2 faults via power reallocation between terminals.Compared with traditional AC or point-to-point HVDC schemes,the proposed hybrid planning method better adapts to the spatial and reliability demands of ultra-large receiving-end grids.This methodology provides practical insights into coordinated AC/DC development under high load density and strong external power reliance.Future work will extend the approach to include electromagnetic transient constraints and lightweight MMC station designs for urban applications.展开更多
The increasing impacts of human activities on sustainable development have promoted the use of spatial planning as an essential policy tool to governing human activities patterns.However,the effect of spatial planning...The increasing impacts of human activities on sustainable development have promoted the use of spatial planning as an essential policy tool to governing human activities patterns.However,the effect of spatial planning on such patterns remains insufficiently unexplored.In this study,we used Point of Interest(POI)data and spatial statistical methods to analyze the spatial patterns of human activities in the Yangtze River Delta(YRD)Urban Agglomeration in China between 2018 and 2022,and then evaluated the conformance between these patterns with the planned spatial patterns outlined in the YRD Urban Agglomeration Development Plan.The results show that while the development plan is effective on promoting spatial integration of human activities,it has not fully achieved the intended patterns.Shanghai's prominence as a business center has strengthened over time,though its population and industrial centers have eroded.The Su-Xi-Chang metropolitan area illustrated a high level of spatial integration and has emerged as a key industrial function zone.However,many peripheral cities,including those in Anhui Province,northern Jiangsu Province,and southern Zhejiang Province,remain poorly integrated into the YRD Urban Agglomeration.To conclude,we recommend wider application of social sensing data on plan evaluation and highlight a diverse set of collaborative strategies to strengthen spatial integration between central and neighboring cities,as well as between metropolitan areas within the agglomeration.展开更多

Firstly, we analyze the disaster system structure and the content of plan. Using the analysis results, we establish a system dynamics(SD) model and then carry out its simulation. According to the simulation results, the rescue effect using the plan of 2012 is better than that of 2006. From the policy level, in order to reduce loss, government should maintain communication smoothly, improve the ability of self and mutual help, strengthen the management of public opinion, and pay more attention to secondary disasters.展开更多

In this paper, the P++ optimization strategy has been verifie...It has been believed that the better optimization can be achieved by tile P++ optimization strategy since the P+ curve shows a rather shallow maximum. In this paper, the P++ optimization strategy has been verified by evaluating (intensity-modulated radiation therapy, IMRT) plans for a T4 stage NPC patient in the situation where diffieuh compromise has to be made between probabilities for tumor control and normal tissue injuh'y. The results showed that including the biological objective gEUD into the plan optimization couht decrease the mean dose of OAR. Theoretically, P++ optimization strategy could be helpfnl to find the refined optimization solution for radiation therapy planning. However, in clinical radiotherapy practice, disease situations will form restrictions to use the biological evaluation only. More factors including both physical and biological models should be considered in a planning evaluation process to aehieve a best clinical solution.展开更多

It provides a means to improve the institutional basis for implementing land use controls, provides an important opportunity to improve future ...Plan evaluation is of utmost importance as a function of good governance. It provides a means to improve the institutional basis for implementing land use controls, provides an important opportunity to improve future plans to reduce risk, and improves the vision for sustainable development and management. This article provides an overview of the methods and findings of a plan evaluation project undertaken in New Zealand. The project analyzed 99 operative plans, provided in-depth analysis of ten plans, and included a capability and capacity study of councils. This is the first time all operative plans in New Zealand have had their natural hazard provisions assessed in this manner. The information provides an important baseline for future policy improvements, and a basis for future research and policy directions. The project found that, while New Zealand land use plans appear to be improving over time, there are still opportunities for improvement. These include improving linkages between objectives, policies, and rules within land use plans; and strengthening the linkages between land use and emergency management plans. The largest challenge is the accessibility, understanding of, and updating of hazard information.展开更多
