Developing China's National Emission Trading Scheme:Experiences from Existing Global Schemes and China's Pilot Programs

Market-based emission trading schemes(ETSs) are widely used in the developed world to reduce greenhouse gas(GHG) emissions which are perceived as the source of global climate change. China, as the largest GHG emitter ... Market-based emission trading schemes(ETSs) are widely used in the developed world to reduce greenhouse gas(GHG) emissions which are perceived as the source of global climate change. China, as the largest GHG emitter in the world, is committed to introducing an ETS to reduce emissions. Here we reviewed existing ETSs and sustainable energy policies worldwide as well as China's pilot programs. These studies were conducted in order to propose recommendations for national initiatives and strategies to be implemented in China in relation to climate change adaptation and mitigation. It has been shown that setting emission caps in the context of a national emission intensity target is difficult. However, implementing reliable systems for measurement, reporting, and verification of emissions are essential. A two-level management system(by central and provincial governments) for carbon trading is beneficial to ensure uniform standards and compliance while maintaining flexibility. Persistent political support from, and effective coordination of, policies by the government are crucial. In addition, strengthening of institutional innovation, and the establishment of a national GHG emissions information system, are of equal importance. This vital information could provide a great opportunity for China to re-define its economic growth and take global leadership in combatting climate change. 展开更多

Peking Union Medical College(PUMC)launched the"4+4"Medical Doctor(MD)pilot program in 2018,admitting students with non-medical backgrounds from top universities,aligning with national medical talent training policies to foster diverse and eager learners in medicine.On the occasion of the graduation of the first class of the"4+4"MD pilot class at PUMC in 2023,we reviewed the teaching reform in the pilot program and carried out a systematic survey and interviews with students,faculties,and management staff of the pilot class.This article reports on the measures taken by the pilot class at PUMC in enrollment and curriculum setting,and demonstrates the achievements of the pilot class in terms of student academic background structure,knowledge acquisition and skill learning,scientific research ability,and course evaluation.The results indicated that the pilot class had met the national demand for the"Medicine+X"talent training model.More specifically,with a diverse academic backgrounds,the pilot class graduates had academic levels comparable to the eight-year medical education graduates,and their scientific research abilities were satisfactory.The pilot program at PUMC will optimize the curriculum setting,strengthen the construction of faculty,learning resources,and teaching facilities,and reform the academic evaluation methods,thus deepening the reform of medical education and improving the"4+4"MD program as a novel medical education model. 展开更多

China’s Climate Policy:Mandate-Based vs.Market-Based Approaches

Mandate-based and market-based mechanisms represent two primary approaches to achieving policy objectives,yet the debate over their relative effectiveness remains unresolved.The mandate-based approach is exemplified by pilot programs for low-carbon provinces and cities,referred to as“Low-Carbon Pilot Provinces/Cities”,while the market-based mechanism is reflected in pilot programs for carbon emissions trading markets,or“Carbon Trading Pilot Programs”.This paper employs event study analysis to compare the carbon emission reduction impacts of these two approaches.Our findings reveal that the Low-Carbon Pilot Provinces/Cities achieved emissions reduction primarily by curbing economic output,without significantly reducing carbon emissions intensity.In contrast,the Carbon Trading Pilot Programs led to an increase in total carbon emissions by driving economic growth,even as they reduced carbon emissions intensity.A heterogeneity analysis further indicates that the emissions reductions observed in the Low-Carbon Pilot Provinces/Cities were predominantly concentrated in economically less-developed regions,whereas the increase in carbon emissions associated with the Carbon Trading Pilot Programs was more significant in regions with lower initial carbon emissions intensity.Against the backdrop of China’s efforts to achieve its carbon peak and neutrality goals,this paper offers valuable insights for the design of effective climate policies. 展开更多

Appeal of 3 + 4 Program: Good Students are Few but Growing at Secondary Vocational Schools in Shanghai

The 3 + 4 Pilo... Secondary vocational education in Shanghai continues to experiment in an attempt to find ways to solve the decline of student enrollment and adjust to rapidly changing social and economic environments. The 3 + 4 Pilot Program (three-year secondary vocational education and four-year undergraduate education) has been under experiment since 2014. It has attracted more and more academically good junior middle school graduates to secondary vocational schools with the national and local favorable policies and laws. Except the three-year’s hand-on practice, what appeals most to the junior middle school graduates is the academic transfer under the Program, a breakthrough in history of vocation education in China. However, only initiating a new program is not enough. Shanghai government should map out a long-term plan to set up promotion to increase the public awareness to change the long prevailing outdated ideology in order to add more to its appeal of the Program. There is still much work to be done before expanding the scope of the Program. 展开更多

Evaluations of Community-based Healthcare Management for Patients with Chronic Viral Hepatitis—Shanghai Municipality,China,2012–2023

Introduction:Current strategies for chronic viral hepatitis prevention and control include immunization,prevention of mother-to-child transmission,expanded testing,antiviral therapy,and national drug price negotiations.To achieve this effectively,Shanghai has implemented a communitybased pilot program that integrates public health and clinical care for chronic viral hepatitis management.Methods:This study evaluated the effectiveness of Shanghai’s community-based healthcare program at three time points(2012,2019,and 2023),assessing key indicators including antiviral treatment rates and disease status changes and risk of hepatocellular carcinoma.Data were managed using EpiData 3.1,with descriptive statistics and chi-square tests performed using SPSS 29.0.Results:The study enrolled 1,478,1,901,and 7,714 patients in 2012,2019,and 2023,respectively.During the management period,the number of enrolled patients increased substantially from baseline.The antiviral treatment rates in 2019 and 2023 reached 64.5%and 58.2%,with both significantly higher than the baseline rate of 24.5%in 2012.Concurrently,abnormality rates for hepatitis B virus deoxyribonucleic acid(HBV DNA),alanine aminotransferase(ALT),total bilirubin(TBIL),and fibrosis indices decreased significantly in 2019 and 2023.The 2023 aMAP score further revealed a decline in hepatocellular carcinoma risk among managed patients(32.2%vs.26.3%).With enhanced community healthcare capacity,14.1%(2019)and 18.2%(2023)of patients accessed community dispensing services,aligning with the strategy to decentralize testing and treatment for disease elimination.Conclusions:Community-based healthcare management for chronic hepatitis in Shanghai provides patients with decentralized hepatitis-related testing and treatment services,creating an effective environment for chronic viral hepatitis prevention and control and would favorable for the viral hepatitis elimination efforts. 展开更多
