Upholding the belief of "people as the foundation of states", minben advocates the fundamental political status of the people, and requires leaders to implement "people-oriented" policies. Its encapsulation of the theoretical foundation and basic requirements for the protection of human rights enabled it to promote the protection of people’s livelihoods and civil rights in ancient China.
